In the 1970's when our nation began to be rapidly industrialized and thus, the houses fell short absolutely, the government began to focus on supplies of houses, and such quantitative housing supplies in favor of developers' profitability did hardly take the environment into consideration. As a result, citizens' living environment would worsen. On the other hand, the continued distribution of the apartment houses for more quantitative housing supplies would lead to earlier aging slum houses. Particularly by 1990's, as people's income level rose and their consciousness improved, their concern about environment and life quality began to rise. Such social phenomenon would highlight the problems of the apartment houses built before.
In order to solve such problems, Housing Act (currently, Urban and Living Environment Regeneration Act) was enacted in 1987 to specify reconstruction of houses. Reconstruction projects would serve to solve the problem of obsolete apartment houses but they have caused such side effects as waste of social assets and environmental contamination. Namely, the value of the environment has still to be taken into consideration at large in the process of urban regeneration and redevelopment. Accordingly, it is deemed necessary to urge the urban developers to be reawakened of importance of the environment, while reassessing the value of our environment.
This study conducted a benefit-cost analysis for an environmental-friendly apartment housing complex development projects. To this end, the points for benefit-cost analysis for an environmental-friendly apartment housing reconstruction projects were set up. Then, benefit and cost for each analysis point were calculated and determined, and thereby, the results were compared with the apartment housing complex development projects in general. The results of this benefit-cost analysis for an environmental-friendly apartment housing complex development project can be summarized as follows;
· For the benefit-cost analysis for an environmental-friendly apartment housing complex development project, Cheongsil Apartment Housing Complex at Daechi-dong, Gangnam-gu, Seoul was sampled.
· The points for the benefit-cost analysis for an environmental-friendly apartment housing complex development project were set as 4 items: traffic and environmental contamination, energy resource saving and recycling system, water resource saving and management, and ecological green system and interior environment.
· As a result of applying the 4-point analysis to the sample apartment housing complex, it was found that the total cost amounted to 668 million won, while the total benefit amounted to 1,240 million won. The direct benefit amounted to 1,118 million and the indirect benefit amounted to 122 million won.
· The benefit-cost ratio for each item was 1.30 for traffic and environmental contamination, 1.92 for energy resource saving and recycling system, 3.98 (1.43) for water resource management, and 1.68 for ecological green system and interior environment.
· As a consequence of the comparative benefit-cost analysis, it was found the ratio of benefit-cost was 1.11 for the apartment housing reconstruction projects in general and 1.85 for the environmental-friendly apartment housing complex development project; in both cases, the ratios exceeded 1.0. In addition, the net benefit or another benefit-cost analysis indicative amounted to 571 million won in latter case.
Based on the results of the above benefit-cost analysis, it could be confirmed that the benefit-cost ratio for the environmental-friendly apartment housing complex development project would be never worse than the general apartment housing complex reconstruction. Accordingly, it is required of urban regenerators and developers to take into consideration the environment even at the planning stage. Lastly, it is hoped that the results of this study will be useful to their reasonable judgement about reconstruction of apartment housing complexes.
