복지정책집행의 영향요인에 관한 연구 : 경상북도 기초자치단체 공무원의 인식을 중심으로

국문 초록 (Abstract)

지방자치단체들이 복지행정에 있어서 핵심적 역할을 수행하고 있음에도 불구하고 지금까지 지방자치단체의 복지정책에 대한 연구는 충분히 이루어지지 않고 있는 것이 현재 우리의 실정이다. 이러한 맥락에서 본 연구는 지방자치단체 복지정책의 성공가능성을 제고시키기 위하여 복지정책의 집행현장에서 어떠한 요인이 가장 영향력 있는지를 파악하고 요인 간에는 상호 어떠한 영향을 미치는지를 분석하였다.

본 연구의 목적은 기존의 정책집행 이론으로부터 복지정책의 성과에 영향을 미치는 정책집행요인을 도출하는데 있으며, 다양한 정책집행 요인 중에서 복지정책의 성공적인 집행에 가장 큰 영향을 미치는 요인을 선정함으로써 정책과정의 참여자들에게 복지정책에 대한 인식을 새롭게 하고 새로운 시각을 제시하는데 있다. 이와 더불어 도출된 복지정책집행 영향요인들이 복지정책의 성과에 미치는 영향의 정도를 복지업무 담당공무원의 인식조사를 통해 분석하고자 한다. 그리고 이와 같은 분석결과를 토대로 복지정책의 효과에 영향을 미치는 집행요인들을 밝혀냄으로써 복지정책의 효과성을 높일 수 있는 방안을 제시하는데 그 의의가 있다.

이러한 목적에 따라 본 연구는 경상북도 기초자치단체 23개 시․군에서 복지업무를 담당하고 있거나 담당한 적이 있는 성인남녀 공무원을 대상으로 설문조사를 실시하였다. 설문조사기간은 2008년 1월 10일부터 1월 30일까지 21일간 이루어졌다.

본 연구에서 행한 실증분석의 결과는 다음과 같다.
복지정책의 집행성과를 종속변수로 정책환경요인, 정책자체요인, 정책집행체제요인, 대상집단요인의 각 변수들을 독립변수로 하여 다중회귀분석을 실시하고 표준화계수 값에 의해 영향력의 우선순위를 검증한 결과 ⅰ) 관련 기관과의 협조체계, ⅱ) 정책내용의 명확성․적실성, ⅲ) NGO(관련 사회단체)의 지원, ⅳ) 통치기관의 지원, ⅴ) 국민․매스컴의 지지 및 관심, ⅵ) 정책집행자의 태도 및 리더십, ⅶ) 정책내용의 일관성 순으로 나타났다.

그리고 정책환경요인이 정책자체요인·정책집행체제요인·대상집단요인에게 영향을 미칠 것이라는 검증결과는 정책환경요인이 세 요인 모두에게 유의적인 영향을 미치는 것으로 나타났다. 표준화계수 값에 의해 영향력의 우선순위를 살펴보면 정책환경요인은 정책집행체제요인, 대상집단요인, 정책자체요인 순으로 영향을 미치는 것으로 나타났다.

이상과 같은 분석결과를 토대로 복지정책 집행의 효과성을 제고하기 위한 몇 가지 제언을 제시하면 다음과 같다.
첫째, 복지정책 집행의 효과성을 높이기 위해서는 무엇보다 복지정책 관련 기관과의 협조체계가 필요하다는 것이다. 즉, 지방정부차원에서 복지정책집행과 관련된 중앙정부기관과 일선행정기관 그리고 중앙정부 및 지방정부의 각 수준에서 복지정책 집행과 관련된 기관들 간의 협조관계를 구축해야 할 것이다.
둘째, 복지정책의 내용은 항상 명확하고 적실하고 일관성 있게 추진되어야 집행의 효과성을 높일 수 있다는 것이다. 모든 정책이 다 그러하겠지만 특히 복지정책의 경우에는 그 대상자가 사회적으로 보호받아야 할 사람들인 만큼 정책결정과정에서 집행상의 문제점을 충분히 검토하여 정책을 결정하고 집행하는 방법으로 정책이 일관성 있게 추진되어야 할 것이다.
셋째, NGO(관련 사회단체)의 지원 등 정책환경과 관련한 요인들에 대하여 적극적인 관심과 협조를 얻을 수 있도록 노력하여야 할 것이다. 복지정책과 관련하여 시민단체는 정책형성에서부터 정책집행에 이르기까지 다각적인 방법으로 그들의 지지와 요구를 투입시키며 집행주체들과 상호작용을 하고 있다. 따라서 이들과 어떻게 협력관계를 유지해 나가느냐가 복지정책의 집행 성과를 제고하는데 대단히 중요하다.
넷째, 집행책임자가 복지정책에 대하여 적극적인 태도와 자세를 가지면서 동시에 문제해결능력을 가져야 하며, 리더십을 적극 활용하도록 해야 한다.
다섯째, 복지정책 집행책임자는 관리적 리더십과 더불어 지배기관의 지원을 획득하고 관련단체의 도움을 받아내는 정치적 리더십을 배양하도록 노력해야 할 것이다.
여섯째, 복지담당 공무원들의 의식개혁이다. 즉, 복지정책의 집행적 효과성을 높이기 위해서는 담당공무원들이 업무처리에 있어서 합리성과 적극성이 필요하다는 것이다.

다국어 초록 (Multilingual Abstract)

Local governments are taking core role in welfare administration but there have been not many researches about them. Therefore, this research aims to understand the most influential elements in implementation of welfare policy and analyze reciprocal effects between those elements in order to increase successful implementation of the welfare policies by local governments.

The purpose of this research is to derive policy implementation elements that are influential to performance of welfare policy from existing policy to implementation theory. It is to have a new recognition and a new viewpoint on welfare policy to participants of policy process by selecting elements that are most influential for successful implementation of welfare policy among various policy implementation elements. Moreover, I would analyze the effectiveness of the influential elements of welfare policy implementation through awareness survey on public employees who are in charge of welfare works. Based on the analysis results, I would find out implementation elements that are influential to welfare policy and suggest methods to increase the effectiveness.

For this research I conducted a survey on male and female public employees in 23 city or gun local governments in Gyeongbuk province who have had experience in charge of welfare works. The survey period was from January 10 to 30, 2008 for 21 days.

The analysis frame designed for this research is as figure 1.

The results of evidential analysis conducted in this research are as follows.
I conducted multiple regression analysis with dependent factor including implementation performance of welfare policy and independent variables including policy environment factor, policy factor, policy implementation system factor, and target group factor. I conducted priority test of influential power with standardization figure. As a result, i) cooperation system with related organizations, ii) clarity and timeliness of policy contents, iii) support by NGO (related social group), iv) support by authorities, v) support and interest by citizens and media, vi) attitude and leadership of policy executor, vii) consistency of policy contents took priority in order.

Moreover, it was found out that policy environment factor had significant effect on all three factors such as policy factor, policy execution system factor, and target group factor as result of the test.
The priority of effectiveness found out from standardization figure showed policy implementation system factor, target group factor, and policy factor were effective on policy environment factor in order.

The followings are some suggestions to increased effectiveness of executing welfare policy based on such analysis result.
First, cooperative system with related organizations is needed in order to increase effectiveness of welfare policy execution. Namely, the local governments should establish cooperation relationships between central government authorities and local administrative authorities. Moreover, organizations related to welfare policy execution should establish cooperation relationships in each level of authorities in central government and local government.
Second, the contents of welfare policy should be always clear, timely, and promoted consistently to increase effectiveness of execution. In particular, welfare policy should fully review problems of implementation in the process of policy making for the sake of unprivileged people in this society and promote the policy consistently.
Third, local governments should put more efforts to get active interest and cooperation from NGO (related social group) which is relevant to policy environment factors. Civic groups address their support and demand in various ways from policy making to implementation process and perform reciprocal action with implementation body. Therefore, it is very important to keep cooperative relationship with them to increase the implementation effects of welfare policy.
Fourth, the implementation staff should have active attitude and behavior about the welfare policy as well as problem solving ability and leadership.
Fifth, the welfare policy implementation staff should put efforts to foster leaderships to obtain support from dominant authority with administrative leadership and get help from related groups with political leadership.
Sixth, public employees who are in charge of welfare should reform their mind. Namely, public employees should be more rational and active in processing the work to increase effectiveness of welfare policy implementation.
