화재조사체계 개선방안에 관한 연구

The purpose of this study is to justify the assumption that it is for the best to have fire investigators, who have expertises in Fire, of Fire Service investigate the fire scene with the right to arrest and prosecute arsonists.The study was mainly done with researching domestic and foreign articles, journals, and statistic, proposing problems and solutions. A survey done from working fire investigators makes this study more efficient and practical.To conclude, the adjustments by the research will make current fire loss investigation more accurate and effective, making the investigation more reliable. It also will also make more investigation of causes of fire possible, therefore it will protect people''s lives and properties with more effective fire protection.

국문 초록 (Abstract)

본 연구의 목적은 화재에 대한 전문지식을 가지고 있으며 화재현장에 가장 먼저 도착하는 소방관서의 화재조사관이 화재조사를 더욱 과학적?신속?정확하게 주도적으로 실시하고, 범죄와 관련이 있다고 판단되는 경우에는 미국처럼 소방관서의 화재조사관이 수사하여 검찰에 직접 송치 할 수 있도록 하고자 함에 있다.연구방법은 주로 국내외 문헌과 통계자료를 통한 관련법규를 연구하여 문제점과 개선방을 강구하였으며, 해당 분야에 종사하는 화재조사관들로부터 설문조사 및 분석을 실시하여 개선방안이 실효성을 갖도록 하였다.결론적으로, 본 논문에서 연구한 개선방안이 실효를 거둘 경우 화재피해조사를 더욱 정확히 할 수 있어 신뢰성을 확보할 수 있고, 화재원인 규명율을 높일 수 있어 효과적인 예방대책을 강구할 수 있으므로 화재로부터 국민의 생명과 재산 보호에 더욱 기여할 수 있을 것이다.
