한국사회와 기독교의 환경문제에 대한 인식 연구 : 허베이 스피리트호 기름유출사고 언론보도를 중심으로

국문 초록 (Abstract)

‘지속가능한 발전’이라는 용어가 이제는 대중화되어 사용되고 있다. 그만큼 친환경적이고 친생태적인 발전의 중요성에 대한 인식이 일반화되었음을 의미한다고 할 수 있다. 그러나 현실에서의 실재적인 개인의 삶이나 정부나 공공기관 등의 정책을 살펴보면 그렇지 못한 경우를 여전히 발견할 수 있다. 최근에는 황사나 이상기온, 자연재해 등으로 인해 환경문제에 대한 심각성을 피부로 절실히 느끼고 있는 실정이다. 특히 한국사회는 환경문제를 뒷전으로 한 채 선진국 대열에 들어가고자 행해 온 계속되는 개발과 산업발전으로 인해 온 국토가 몸살을 앓고 있는 까닭에 더욱 그러하다. 그 덕분에 한국이 세계에서 잘사는 나라에 손꼽힐 정도로 발전하였으나, 그 이면에서는 환경문제와 생태계파괴로 인해 줄기차게 신음하고 있는 상황이다.
이처럼 정부와 온 국민들이 환경문제를 소홀히 여기며 방관하고 있을 때 태안의 앞바다에서는 한국 사회뿐만 아니라 전 세계를 놀라게 한 허베이 스피리트호 기름유출사고가 발생하고 말았다. 어쩌면 이 사고는 한국사회를 향해서 이미 경고 되어왔던 사건이라 할 수 있다. 이 사건을 통하여 국민들의 관심이 생태계와 환경문제로 쏠리게 되었으며, 그 동안 우리사회에 만연해 있던 환경문제와 관련한 안전불감증이 크게 대두된 것을 볼 수 있다. 이번 사고를 중심으로 해서 이 논문은 다음과 같은 내용을 다루고 있다.
첫째, 환경 위기에 직면한 우리 사회에 대한 국민들의 인식과 환경운동의 현주소와 특징을 대략 살펴보고 있다. 한국사회가 경제적으로 발전해 오는 동안 환경생태계문제를 어떻게 다루어왔고, 또 현재 어떤 인식을 가지고 대처해 나가고 있는지 한국사회 차원과 기독교 차원에서 정리하고 있다.
둘째, 허베이 스피리트호 기름유출사고가 발생한 이후 우리 사회가 환경문제에 대해 갖게 된 관심의 흐름을 추적하고, 사고발생의 원인이 어디에 있으며, 사고에 대한 대처는 어떻게 이루어졌는지, 그리고 사고로 인한 오염상황 및 피해 실태는 어느 정도인지 대해 언론보도 내용을 중심으로 정리하고 있다.
셋째, 이번 사고를 다룬 언론기사의 내용을 분석함으로써 우리 나라 언론의 재난보도 특성이 어떠한지 살피고 있다. 일반적으로 재난이 발생했을 때에는 재난피해를 최소화시킬 수 있는 방향으로 보도하는 것이 언론의 가장 기본적이면서도 중요한 역할이라고 할 수 있다. 그런 면에서 발생의 근본원인과 재난발생에 대한 대처시스템의 문제, 피해와 예상피해에 대한 정확한 보도가 선행되어야 했는데, 우리 언론의 경우 이러한 문제의 핵심을 비켜간 채 보도의 많은 분량을 봉사활동에 할애하고 있음을 볼 수 있다. 특히 기름유출사고를 발생시킨 원인제공자라고 할 수 있는 ‘삼성중공업’이라는 회사명은 거의 보도에서 찾아볼 수 없었고, 그 책임에 대해서도 거의 다루고 있지 않았다. 자원봉사활동을 너무 크게 부각시킨 나머지 태안 주민들의 피해를 최소화할 수 있는 방안에 대한 심층적 취재나 이들이 현재 겪고 있는 고통에 대해 모두 함께 생각하고 동참할 수 있는 장을 마련하는 언론 본연의 기능을 제대로 유지하지 못했다고 할 수 있다.
넷째, 언론이 본연의 기능을 충분히 감당하지 못했음에도 불구하고 언론보도를 통해 드러난 환경정책의 문제나 정부의 방제활동, 그리고 봉사활동에 대해 평가하고 있다. 특별히 기독교의 경우 개별교회뿐만 아니라 교회연합기구나 단체 차원에서 대대적으로 봉사활동에 동참하고 있고, 또 환경문제에 대한 기독교가 어떻게 재인식하는지를 살피고 있다.

다국어 초록 (Multilingual Abstract)

The terminology, “Sustainable Development” is now being used very commonly by the public, which indicates that importance of environment and eco- friendly development is generally recognized. In fact, however, actual individual activities or government policies tell a different story; not really so “green”. Recently, the seriousness of environmental issues is being felt in our daily lives arising from experience of yellow dusts, natural disasters, and so forth. In particular, the issue is even more severe in the Korean society as Korea has continuously put development and industrial growth ahead of environment protection to join the ranks of developed countries. Although the remarkable status that now Korea is enjoying in the world economy is attributable to such development-oriented policies, Korea is groaning under environmental issues and eco destruction as the other side of the coin.
As such, while the government and the people have all been overlooking environmental issues, the oil spill from HEIBEI SPIRIT in Taean located in the south western coast of Korea occurred, which surprised the whole world as well as Korea. However, this accident may have been foretold in the Korean society factoring in such inattention to the environmental safety. Through this event, public attention is now skewed towards the eco system and environmental issues. It has opened our eyes to our insensitivity to environment-related safety that has been infested in the society. Centering on the oil spill, this thesis is addressing the topics as below.
First, this thesis discusses Korean people’s awareness on environment and the current status of environmental movements. How environmental and eco issues have been addressed throughout the economic development of Korea and what is environmental awareness from the light of Korean society and Christianity.
Second, this paper tracks, based on media coverage, how the pubic attention has flowed regarding the environment after the oil spill, what is the cause of the oil spill, what were the actions taken in response to the spill, and the magnitude of damage and pollution accompanied by the accident.
Third, characteristics of the media coverage on natural disasters are identified by analyzing news articles on this oil spill. In general, the most basic and important role of the media is to inform the public as to minimize effects from disasters. In that regard, the foremost step is to ensure accurate coverage on the root causes, issues embedded in the responsive actions, and actual and expected damages. However, the media was so focused mostly on the volunteer activities that it deviated from the key issue of the incident. In particular, “Samsung Heavy Industries”, technically a provider of the root cause, was rarely found in the media coverage, not to mention its responsibility. Highlighting volunteer activities only, the media failed to play its proper function of covering in detail how to minimize impacts to the residents in the oil-stricken region while providing a forum where everyone can think together about the pains that the devastated residents are going through, and participate in sharing the pains.
Fourth, even if the media did not fully perform its due function, this paper is assessing environmental policy issues or government’s preventive actions revealed through media attention. For Christianity in particular, this paper is looking at how not only individual church but also united church organizations or groups are taking part in extensive voluntary activities, and how Christianity is developing its renewed attention to the environmental issues.
