消防製品 認證制度 改善方案 硏究 : 認證節次를 中心으로 = A Study on the Improvement of Certification System of Fire Product : Focus on Certification Procedure

국문 초록 (Abstract)

소방제품의 경우 일반 공산품처럼 사용자가 상시 제품의 성능을 확인할 수 없고 대부분의 제품이 사용자가 직접 구입, 설치하지 않는 간접 소비재적 특성이 있어 제품의 선택기준이 품질보다 가격이 우선시 되고 있고, 소방제품 제조업체 규모 또한 영세하여 업체의 자율적인 품질관리를 통한 제품의 안정적인 성능확보가 이루어지지 못하고 있는 현실을 고려하여 소방법규에서는 특정 소방제품에 대해서는 국가 또는 공인기관에 의한 인증을 실시하도록 규정하고 있다.
그러나 인증방법이 제조업체 품질관리 능력, 기기의 특수성 등을 고려하지 않는 인증기관에 의한 획일적 인증으로 제조자의 품질관리에 대한 관심과 투자 소홀, 제도를 악용한 불량 제품의 유통 등으로 이어져 소방제품의 품질과 기능에 대한 안전성 신뢰성 보장이 어렵고, 제품 생산 시 마다 개별 제품검사를 실시함으로서 검사대기, 출고지연 등의 문제가 발생하여 제조업체의 인적·물적 부담을 가중시키고 있을 뿐만 아니라, 인증기관의 생산성 저해요인이 되고 있는 실정이다.
따라서 본 연구에서는 국내외 유사 인증제도에 대한 조사-분석 및 벤치마킹을 통해 소방제품 인증절차를 보다 간소화·다각화함으로써 제조업체의 자율적 품질관리를 유도하여 제품에 대한 안정적인 성능을 확보하고, 인증으로 인한 제조업체와 인증기관의 부담을 최소화 할 수 있는 방안을 중점적으로 논의 한 결과 다음과 같은 개선방안이 도출되었고, 관련 기술개발을 촉진하고 개발된 우수제품이 신속하게 실용화, 상품화가 될 수 있도록 신제품에 대한 특례인증 방안도 함께 제시하였다.
⑴ 현행 소방용 기계-기구 등의 검정 및 성능시험제도를 각각 법적 강제 인증인 “소방제품 검사”와 임의 인증인 “소방제품 성능인증”으로 구분
⑵ 소방제품 검사
- 평가, 시험 결과 등 상호인정을 통한 형식승인 절차 간소화
- 제조업체 선택적 제품검사 시스템 도입
- 품질관리시스템 심사
- 품질관리 우수업체에 대한 인증수수료 감면, 합격표시 절차 간소화
⑶ 소방제품 성능인증
- 제품 및 생산체계 평가를 통한 인증방식으로 전환
- 인증기관의 개별 제품검사 폐지
⑷ 신제품 특례인증 활성화
- 신기술로 개발된 제품으로 소방제품 검사 또는 소방제품 성능인증 기준에서 정하고 있는 규격에 적합하거나 동등 이상의 성능이 있는 경우 특례를 통한 인증

다국어 초록 (Multilingual Abstract)

It is that the nation or certification of licensed agency enforces special fire product to certificate in the fire regulation, because the small-sized fire company cannot guarantee the performance through self-control quality now, and the user don't purchase or install the fire product that prefer price to quality of product.
But this certification method imposes not only the material and human burden of company but resistible factor of productivity of certification agency because have many problems that are delay of inspection and delivery according to individual product inspection about each product, can't ensure quality and function of fire product, leads to negligence to be interested quality control and investment, and can't secure safety and reliability of fire instrument because of connection to circulate inferior goods to misuse the system owing to uniform certification that don't consider quality control of fire company particularity of instrument.
Therefore, I will lead to ensure the stable performance of product that drive the self-quality control of company as a result of simplification and diversification of procedures in the certification through investigation, analysis and benchmarking about domestic and international certification in this papers, will propose certification of reduction and exemption in order to promote commercialization and development of technology in the fire field, and will also draw below reformative methods to result in discussion that minimize the burden to certification agency and company.
(1) To classify current inspection and certification of fire instrument and machine into " fire product inspection" to enforce by the law and "performance certification of fire product" to certificate arbitrarily, respectively.
(2) Fire product inspection
­ The simplification of model approval procedures through a mutual recognition to evaluate and test.
­ The introduction of selective(Inspection system of fire product) of company.
­ The screening of quality control system.
­ The simplification of procedures to be tested goods and reduction of commission about excellent company of qualify control.
(3) Performance certification of fire product
­ The conversion to certification system through evaluations of fire product and production system.
­ The abolition of individual product inspection of certification agency.
(4) Activation of reduction and exemption about new product.
­ Certification through reduction and exemption in the case that new product is satisfied regulation of fire product inspection or equal performance.
