We have come to an era that one million foreigners reside in Korea. The people including migrant workers, marriage immigrants, North Korean refugees (Sae-Toe-Min, 새터민), etc. who chose to migrate for various reasons came to the Korean soil with their free will in a hope to lead a better life. Their migration means not only the movement of the person in physical terms but also that of cultures of their own countries, or in a bigger picture, that of cultures, religions, politics, economy, and society among nations of the global village, and also extends to hybridization with those of Korean society.
International migration and the consequent phenomenon of cultural hybridization shall be in harmony and co-existent but the reality reveals negative pictures stained by all kinds of social problems and serious violations against human rights of the migrant. Furthermore, these social problems extend to children of school age from foreign or multi-cultural families who will experience exclusion from groups, discrimination, or cruelty, and thus, policy studies of governments and various social organizations, cultural institutions, etc. are necessary to take place without delay.
Museums are also public interest oriented 'social education institutions’ and cannot ignore these problems. Museums, in the light of the virtue of providing public cultural services which everyone within a social community is allowed to enjoy without discrimination, need to be able to extend their helping hands first to the excluded from taking cultural benefits, and should take a serious consideration into establishing educational programs for children from foreign or multi-cultural families in the light of taking a valued role as 'a space for a life-long education', one of major purposes of establishment. Also, it is more important to embed the concept of cultural co-existence to the children who have not yet learned to take prejudices or preconceptions, etc. For children who are in the process of socialization, museums can arrange multi-cultural education programs which tell that people with different colors and appearances are not any different from themselves and help them to adapt to the society in the spirit of co-existence. It means that a museum is one of the most central institutions that can tell children each country's culture, history and art so that they take pride in themselves and learn the beauty of co-existence and harmonization.
The article aims to explore multi-cultural education programs associated with museums which are provided for infants and children from families of migrant workers and marriage immigrants and to seek ways how to facilitate such programs by identifying real problems of the difficult issues stated above.
In the Introduction, objectives, methodologies and scope of the study are stated and the necessity of education for children from foreign or multi-cultural families at the museums is explored.
In Chapter II, overall understanding of foreign or multi-cultural families as a theoretical background of the study and characteristics of social development of infants and children is explored. For analysis of current status of foreign or multi-cultural families, direct contacts such as visits to or telephone interviews with immigration centers in localities, Korea Migrant Workers Human Rights Center, Departments of Policies for Women at local counties, etc. have been made and identification of frequently arising problems and solutions to these are pursued.
Previous studies into social development of infants and children have been analyzed and the seven month long consistent observation in a private institute for fine art education located in Bundang has been made to learn by-age evolutionary process of pro-social behaviors of the children toward disabled ones. At the time that this study was taking place, there was no chance to contact any early childhood education centers where children from foreign or multi-cultural families were registered around Seoul and metropolitan areas and thus, selection of early childhood education centers where similarly disabled children were enrolled was necessary.
In Chapter III, multi-cultural education programs of museums and cultural infrastructure and relevant facilities dedicated to the excluded and public policies for multi-culturalism in other countries are explored, with which comparative analysis has been made through case studies into education programs and multi-cultural policies for foreign or multi-cultural families carried out by museums and governments in Korea.
In Chapter IV, through analysis of overall problems and comparative studies, realistic educational programs for children from foreign or multi-cultural families by museums and art galleries are explored and facilitative plans are presented.
It is hoped that this study helps to enhance awareness of multi-culturalism within any institutions dedicated to culture and art promotion by reflecting social phenomena of increasing racial and cultural diversity in Korean society and that it helps to build a consensus for co-existence that all the members in the society shall learn to respect and accept each other through museums and art galleries by understanding and acknowledging each different cultural diversity from their infancy and childhood.

체류 외국인 100만 명 시대가 도래 했다. 외국인 노동자와 국제결혼이민자, 새터민 등 다양한 이유로 이주를 선택한 그들은 더 나은 삶과 희망을 품고 자유의지로 한국 땅을 밟았다. 그들의 국제적 이주는 물리적인 신체의 이동만 의미하는 것이 아니라 이주민들 모국의 문화, 더 크게는 지구촌 민족 간의 문화와 종교, 정치, 경제 사회가 함께 움직임을 뜻하고 한국사회의 그것들과 함께 뒤섞임을 의미한다.
국제적 이주와 그로 인한 문화범벅 현상은 서로 조화되고 상생되어야 할 진대 그 실체는 온갖 사회 문제와 이주민들의 인권에 관한 심각한 문제들로 얼룩져 그리 긍정적인 상황이 연출되지 못하고 있다. 더욱이 이러한 사회문제는 외국인·다문화가정의 취학연령에 이른 어린 자녀들에게 까지 집단 따돌림과 차별, 학대 등의 형태로 영향을 미치고 있으며 그에 따른 정부나 각 사회단체 문화 기관의 정책 연구를 시급히 필요로 하고 있다.
박물관 역시 공익 지향적인 ‘사회교육기관’으로써 이와 같은 사항을 등한시 할 수 없다. 박물관은 사회공동체 내에서 누구나 차별 없이 받아야 할 공공의 문화서비스라는 덕목에 비추어 문화 혜택에서 소외된 사람들에게 먼저 다가설 수 있어야 하며, 주요한 기본 설립취지중의 하나인 ‘평생교육의 공간’이라는 개념에 입각해서 외국인·다문화가정의 자녀들을 위한 교육프로그램에 관해 진지하게 고려해야할 필요가 있다. 또한 아직 편견이나 선입견 등의 사고가 뿌리내리지 않은 어린이들에게 문화 공존의 개념을 심어주는 것은 더욱 중요하다. 한창 사회성 발달이 이뤄지고 있는 어린이들을 대상으로 피부색과 생김새가 다른 사람들과 자신이 서로 다르지 않음을 알리고 서로 공존하면서 사회에 적응해 나갈 수 있도록 다문화 교육을 실시해야 하는 것이다. 어린이들에게 각 나라의 문화와 역사 작품을 알리고 자긍심을 심어주며 공존과 조화의 아름다움을 가르칠 수 있는 가장 중심적인 기관으로써 박물관이 중심에 서있는 것이다.
본 연구 논문은 위에 언급된 난제들의 현실적인 문제점을 파악하여 외국인 노동자와 국제이주결혼 가정의 유아·아동 자녀들을 대상으로 하는 박물관 연계 다문화 교육프로그램을 연구하고 활성화 방안을 모색하는데 목적을 둔다.
서론에서는 연구목적 및 방법과 범위 등을 밝히고 외국인·다문화가정의 어린이들을 위한 박물관교육의 필요성에 대하여 고찰해 본다.
본 연구의 제Ⅱ장에서는 연구의 이론적 배경으로 외국인·다문화가정에 대한 전반적인 이해 및 유아와 아동의 사회성 발달의 특성에 대해 고찰해 본다. 외국인·다문화가정에 관한 현황 분석을 위해 지방의 이민자센터와 한국이주노동자 인권센터, 지방군청의 여성정책부 등을 방문하거나 통화하는 방식으로 직접적인 접촉을 통해 현재 빈번하게 이뤄지는 문제점 등을 파악하고 해결방안을 모색해 보았다.
유아와 아동의 사회성 발달에 관한 연구는 기존의 어린이들에 대한 선행연구 자료를 분석하였고 동시에 분당의 한 미술학원을 지정하여 7개월 동안 지속적인 관찰을 실시하여 장애아동에 대한 아이들의 연령에 따른 친사회성 변화를 알아보았다. 본 연구가 진행될 당시 서울 근교도심에 외국인·다문화가정의 자녀가 속한 유아 교육기관을 접할 수 없었으므로 그와 유사한 장애아동이 속한 유아교육기관을 선정하여 관찰을 진행하였다.
제Ⅲ장에서는 국외의 박물관 및 문화기반시설의 소외계층을 위한 다문화 교육프로그램과 다문화를 위한 정부시책 등을 살펴보고, 국내의 박물관 및 정부기관에서 시행되는 외국인·다문화가정을 위한 교육프로그램과 다문화정책을 중심으로 하는 사례조사를 통해 비교 연구해 보았다.
제Ⅳ장에서는 전체적인 문제 분석과 비교연구를 통해 박물관·미술관의 외국인·다문화가정 자녀들을 위한 현실적인 교육프로그램 모색과 활성화 방안을 제시하였다.
본 연구는 한국사회에 인종적, 문화적 다양성이 증가하고 있는 사회현상을 반영하여 문화예술기관의 다문화주의에 대한 관심을 높이는 계기가 될 수 있길 바라며, 또한 유아·아동기부터 각기 다른 문화의 다양성을 이해하고 받아들여 박물관·미술관을 통해 다가올 가까운 미래에 우리사회가 서로 존중하며 수용하는 공존의 틀을 이룩할 수 있게 되기를 기대해 본다.
