한국재난관리체계 개편에 관한 연구 : 현 재난관리체계의 문제점 분석을 통한 소방조직 역할 제고 중심으로 = (A)Study on the Reorganization of Korean Disaster Management System

The concept "integrated national disaster management environment" introduction such as increase of the large-scale natural disaster from abnormal temperature and weather change, a large-size disaster existence resulting from the high industrialization, local conflict and international terror increase have changed and national desire for safety from income increase has increased as well.
They have launched National Emergency Management Agency(NEMA) as the current disaster management system for unifying the disaster management, but they have failed to unify tasks according to disaster field. Through the reorganization, giving up the integrated management later, they have returned to the past ineffective system as a result, which have intensified the conflict between general service and special service.
In order to solve this problem, we should integrate the decentralized overlapped function of National Security Commission, Emergency Planning Commission, Safety Policy Officer of the Ministry of the Government Administration and Home Affairs, National Police Agency, Korea Coast Guard and National Emergency Management Agency, integrate them as effective disaster management, divide the field which claims the emergency and command of chain in the national disaster management and review local reorganization linked with central organization.
But as fire service is prescribed in the chapter 9, Local Government Act, there will be some limit to building up fire service organization which is linked between the central and local. This comes from what set past fire service to fire. There will be reevaluation on fire service such as taking complete charge of all kinds of disaster prevention and response as well as daily accidents which includes fire rescue and emergency medical service.
