북한연구를 하는 데 있어 체제나 구조, 또는 법과 제도의 수준에서 접근한 연구들은 많지만 사회 구성원의 반을 차지하고 있는 여성과 관련된 행위자 수준의 연구들은 그리 많지 않다. 특히 1990년 이후 지속된 경제난으로 위기에 처한 가족의 생계문제를 해결하는 데 있어 중요한 역할을 해왔던 어머니와 관련해서는 더욱더 그러하다. 그런데 선행연구들은 ‘수령유일지배체제’와 ‘사회주의대가정’에 따라 국가수준의 가부장제가 관철됨으로써 여성과 어머니들의 부담이 더 증가되었다는 연구결과를 내놓고 있다. 이와 같이 가부장제에 준거한 분석은 일면 타당성 있는 분석임에도 북한사회와 상호작용을 하며 변화해 나가는 행위자로서 여성과 어머니를 관찰하기에는 충분하지 않다.
따라서 본 논문에서는 행위자인 북한 여성과 어머니들이 북한 사회와 유기적인 관계를 맺으면서 변화하는 과정을 보기 위해, 북한 건국이후 세 차례 개최되었던 「전국어머니대회」를 통해 대회의 개최 배경, 각 시기마다 여성과 어머니들에게 요구했던 역할과 사업내용, 대회의 사회정치적 의미를 다음과 같이 고찰하였다.
첫째, 제1차대회에서 3차대회에 이르는 「전국어머니대회」는 북한정권이 당면한 국면을 전환하기 위해 해당 시기마다 각기 다른 사회정치적 목적을 갖고 개최하였다.
둘째, 해당 시기마다 어머니들에게 요구되었거나 강조되었던 역할은 표면상으로는 큰 변화가 없는 듯 보이지만, 실제에서는 역할내용의 양과 질을 달리한다.
셋째, 어머니 역할의 양적·질적 변화는 북한사회의 변화와 상호 유기적인 관계 속에서 이루어졌다. 즉, 어머니들은 대내외 환경 변화를 수동적으로만 받아들이는 것이 아닌, 능동적인 역할 대응을 통해 환경을 변화시켜 나갔다.
이 같이 북한사회의 1/2을 차지하고 있는 행위자인 여성과 어머니인 수준에서 「전국어머니대회」를 분석하는 것은 북한 여성을 이해할 수 있는 근간을 제공해줄 뿐만 아니라, 더 나아가 변화하는 북한사회를 볼 수 있다는데 그 의미가 있다.

This paper examines the National Mother's Convention of North Korea, which has been held three times since 1945.
The National Mother's Convention has socio-political significance in that it was used by the North Korean government to inspire women, especially mothers, and to transform the circumstances that it faced.
The first convention was held in 1961 for the purpose of mobilizing the labor of women and mothers to execute the 7th national economic plan. Therefore, the government emphasized that mothers must become “communist mothers” who love work and community. In this way, they actively participated in constructing a socialist society.
The second convention was held in 1998, after evaluating the period of the “arduous march,” with the purpose of calling upon women and mothers to participate in building a strong and powerful nation - a so-called “second arduous march.” Just as they sacrificed themselves in overcoming the arduous march, mothers were urged to become “revolution-building mothers,” devoted to constructing a powerful nation.
The third convention in 2005 was held for the purpose of highlighting the mothers' role in the “military-first revolutionary march” to overcome North Korea's isolation and offer resistance to the U.S. Women were expected to become “juche mothers,” armed with a military mindset and unafraid of death for the sake of protecting the Dear Leader.
As described, the role demanded of mothers has changed from communist mother to revolution-builder to juche mother, reflecting the historical circumstances in which the National Mother's Convention was held.
Of course, childbirth and rearing for the sake of strengthening socialism were always considered a maternal duty, but all three conventions demanded a greater role in the social welfare system, such as supporting soldiers and taking care of orphans and the elderly.
However, the role expected of women and mothers has changed with the economic crisis. Before the crisis, their role was considered a public duty, particularly in terms of the traditionally female spheres of marriage and child-rearing, but after the crisis, women were no longer conforming to these prescribed roles. That is, women's public duties and traditional gender roles became accepted as an issue of choice.
