예비군 육성을 위한 지방자치단체의 효율적 지원 방안에 관한 연구

국문 초록 (Abstract)

향토예비군이 창설된 지도 어언40년이 되었다. 그동안 예비군은 여러 면에서 많은 변화를 거듭하여 국가방위요소 주역으로 어엿한 한 부분이 되었으며, 지방자치의 전면시행으로 진정한 국민과 함께하는 지방군으로서 역할을 다하고 있으며, 또한 상비전력의 일환으로 많은 부분에 참여 그 임무를 성실히 수행하고 있고 진정한 국민의 수호자로서 국민의 생명과 재산을 지키고 나아가서 국가를 방위하는 요소로서 부족함이 없는 사항들을 수행하였다.
때로는 대간첩작전과 국민이 필요하다면 그 어떤 재난과 재해의 현장도 마다하지 않고 내 고장 내 향토는 내가 지킨다는 신념으로 임무완수에 전력 하였다. 따라서 지방자치단체가 향토예비군 육성지원에 적극 참여하고 있으며 그로인한 예비군의 위상 정립 및 사기와 복지측면도 향상되고 있어 유사시를 대비하는 준비된 향토예비군으로 발전 되었다. 그러나 아직도 부족한 면들이 부분적으로 개선되지 못하고 있어 본 논문을 통해 문제점을 도출하고 그 대안을 제시해 본다.
지금 우리의 현실은 냉전구도의 와해와 남북한 화해 분위기로 인한 안보에 대한 인식변화와 맛 물려 향토방위에 관한 문제가 소외되고 있어 심히 우려되고 있으며, 지방자치단체장 직선제가 시행된 이후 지역방위에 대한 중요도가 많은 면에서 저하되고 있고, 지방자치단체장의 군사관련 업무에 대한 이해 경험 등의 부족과 관심소홀로 예비군육성지원시 우선순위가 낮아지고 주민편익위주의 지역정책업무를 우선적으로 시행함으로써 전시 및 비상시에 대비하는 행정에 노력을 투입하기가 곤란한 실정이다.
특히 안보· 군사적전· 향토방위 등의 용어는 국방과 밀접한 관계로 향토방위업무를 지방자치단체가 군 고유의 임무로 인식하는 경향이 있음을 지적하지 않을 수 없다. 따라서 향토방위지원을 위한 선행조건으로 지원의 주체인 각급 지방자치단체장의 인식의 전환이 필요하며 향토예비군이야 말로 유사시 향토를 수호할 수 있는 유일한 지방군임을 잊지 말아야 하겠다. 또한 향토방위지원체제가 확립되기 위해서는 통합방위법이나 향토예비군설치법 대통령훈령 및 육성지원에 관한 규칙을 근거로 하여 지방자치단체가 고유 업무로 인식하고 주도적으로 그 임무를 수행하는 시스템이 필요하고 지방자치법상의 지방자치단체 사무범위에 명문화 시켜야 하며 지방자치단체의 통합방위협의회의 조례가 보다 실질적이고 현실적으로 개선되어 유사시 효율적이며 신속한 육성지원이 이루어질 수 있도록 개선되어야 할 것이다. 그리고 평시 제기되었던 제반 문제점에 대한 개선책을 도출해 내기위해 향토방위 주체들 간에 적극적인 협조와 노력이 있어야 할 것이다.
향토방위지원체계에 있어서 지방자치단체의 역할을 강조하는 만큼이나 예비군의 육성을 위해서는 무엇보다 정책수립자들의 사고전환과 관심이 요구되며, 분단이후 현재까지 상비전력에 의존한 군 전투력의 편성 및 구조는 상비전력과 예비군의 불균형을 초래하였으나 통일 후에도 주변 강대국의 불특정 위협과 갈등의 형태가 더욱 다양해져 모든 면에서 군사적 용역이 더욱 확대되어 갈 것으로 전망되고 있어 이러한 전략 환경 변화에 유연하게 대처하기위한 총체전력으로서 예비군에 대한 중요성을 재인식하고 발전시킬 수 있도록 하는 방안을 마련해야 하며 이를 위해 향토방위사령부를 설치하는 방안을 검토해 볼 필요성이 있으며 미국과 같이 주 방위군제도를 도입하는 방안을 고려해 볼 필요성을 느껴 간단하게 미국의 예비군과 주 방위군의 보상에 대하여 언급하였다. 또한 예비군 육성지원을 원활하게 하기위한 각종 예비군 운용에 관한 안보 법률 내용을 분석 검토한 결과 목적과 운용 면에서 상호 유사점을 발견할 수 있었다.
따라서 우리의 최종목적은 유사시를 대비하는 대책으로 상호 같은 내용을 가지고 있는 법률을 통합하여 유사시 일사불란한 초치를 할 수 있어야 할 것이다. 본장에서는 예비군 육성지원의 제한된 부분만을 연구하는 안타까움이 있으나 차후 기회가 된다면 좀더 심도 깊은 연구의 필요성을 느끼게 된다. 이에 예비군의 조직편성을 지방군과 중앙군으로 구분해야할 필요성이 요구되고 있으며 지휘관계를 재정립하여 민· 관· 군이 함께 하는 후방지역작전의 중요성을 재인식하는 공감대 형성이 절실한 실정이다. 본 논문에서 언급한 사항들을 관계기관 및 군 정책 부서에서 긍정적으로 검토하여 향토방위 지원체계 확립과 예비군제도 발전에 도움이 되었으면 하는 바람이다.
또한 본 장에서는 향토방위 체계에 있어 한 부분을 차지하는 민방위와 예비군과의 관계를 정립할 필요가 요구되나 검토하지 못한 점과 향토방위 지원체계에 있어서 전시지원체계와 군 계통의 지원내용에 대한 연개 방안을 심도 있게 모색하지 못한 점에서 본 연구는 한계가 있었다. 앞으로 지방자치제도 하에서 향토방위의 완승을 위해서는 지방군과 중앙군의 분리 운용과 유사법률이 통합되는 부분에 대한 지속적인 연구가 필요하다 느끼며 예비군 육성지원에 관한 지방자치단체의 역할을 분석하여 지

It has been all too soon forty years since homeland reserve force established. Meanwhile reserves had been part of diverse aspects with many changes being leading part of national defense key point decently, been accomplished by enforcing whole surface of local autonomy have been part of sincere with people, also as a link of standing army participated in many parts, attended sincerely, as a true guardian of people, protecting their lives and properties.
It would not matter if people needed reserves for disasters, counter-espionage mission, etc. always participated like I am the one who protects my nation, my homeland as a belief. Therefore local government is positively supporting homeland reserve forces promotion, and for that welfare facilities, morales have been elevated and always prepared for emergency. But there are still many things to be done so this essay will present some problems we are facing and solutions for them. Our cognition changed by breaking cold war, reconciliation between North and South Korea, introduction to local autonomy system and it needs apprehensions problems with homeland defense.
Because execution of local autonomy system, after enforcing organization of local assembly and straight election system of local governor, importance of homeland defense decreased distinctly, lack of knowledge of local governor about military related works, carelessness of interest, shortage of experience, enforcing first consideration of facilities of residents caused difficulties about affairs of during wartime or emergency. Particularly national security, military strategy, homeland defense ,etc. as these are intimate with national defense, does not mean it should only be peculiar duty for military and it is hard not to indicate those who thinks in that way.
Also to establish homeland defense support system, integration defense agreement or homeland reserve forces agreement, be based in different level of cooperation to local government and military, should be recognize as a proper service and to do that system from local government business range will put in the statutory form, the main body of homeland defense will positively make effort for a reform measure of all sorts of problems presented previously. And problems that has been presented during normal times, to improve them each bodies of homeland reserve forces should cooperate. About homeland defense support system, dependence of a standing force such as organization of military combat strengths, structures, and indifferent of strength of the reserves offered origin of imbalance of standing force and reserves, it seems our strategic environment will expand to non-military field such as politics, economies, societies, cultures, environments by unspecific threats and discord by near powerful countries.
To be flexibly manage the change of strategic environment, as whole combat strength, recognize again how important strength of reserves and plan for improvements should establish headquarter of reserves also as there are army, navy, air force headquarters, below that institute mobilization headquarter, homeland defense headquarter, expanding budget of strength of reserves, if this plans are not able to do so, considering national guards as United States of America could be another way. Also after analyzing and examination about laws of each type of national defense, discovered mutual resemblance.
The ultimate object, like preparations measure of emergency contains mutual contents, it should integrate the laws and be in perfect order as follow-up measures. It is unfortunate that only limited areas could be researched about reserves promotion support and needs to be done more frequently. Also there should be dividing line between region and central forces, also redevelop command order therefore people, government, and military should form sympathy of importance of rear service duties. Matters referred on current essay should be positively examined by related institutions, and hope it would strengthen homeland defense support system and military strength of reserves. But as part of system of homeland defense, not able to research about civil defense roles or relations, there is a limitation by not able to study in depth of connection between homeland defense system relate to wartime support system and military support system. From this point for completing local autonomy system, researches of division use between regional forces and central forces also unification of similar laws should continue, focusing on reserves, analyze problems and fixing them, clearing out the part of local government should develop promotion of present homeland defense support system.
