This study is aimed for suggesting implications of putting a school council into an essential organization of school's self-government through researching and analyzing the thought of a chairperson, as one of the essential leaders with a principal, about school council's role.
{To fulfill this goal, a school council's meaning of establishment and character and its management system such as role and constitution as well as the concept and principal of the school's self-government system were analyzed, and chairpersons' thoughts about management of the council were researched, doing surveys and interviews and examining the preceding studies and relating documents.
The survey consists of a total 21 questions, that is, 6 for background factors of gender, classification, age, educational background, job, and type of school and 15 for criteria of chairpersons' identity, roles and conflicts, outcomes, and problems. }
The following are conclusions resulting from this study.
First, it is suggested that in-depth special programs should be developed for strengthening expertise and establishing identity of performing chairperson's role.
Second, it is necessary to form complementary and equal relations among members for managing a school council successfully.
Third, for a school council to be managed more successfully, it is needed a principal and members' positive attitude about school council and companionship to recognize how and why it was introduced and materialize it.
Forth, a committee's term of office should be considered again as one of the ways to reinforce their speciality.
Fifth, it is imperative that a principal participate in the council and a vice-principal should also join as a manager relating to the component ratio of the committee.
Sixth, as a way of enlarging the responsibility of the school management, it's important to strengthen a school council's role from an agency of consultation to an enriched agency of consultation or a legislative agency and to discuss a system to make clear a principal's duty and the role of the school council.
