This study was designed to elevate the current debates on the planned management system of the metropolitan area to a next strategic level as previous efforts had failed to provide organized and practical approaches to resolution of the problems.
To achieve this goal, the research first tried to define the planned management system from a different perspective. In this new definition, the planned management system represents a new participatory and flexible planning and management system to control developments effectively in order to convert the metropolitan area into an efficient and sustainable habitation. It aims to achieve such goals as enabling balanced win-win developments, upgrading competitiveness, and improving quality of life through a process of coordination and cooperation among stakeholders. This new concept envisages a new direction of the planned management system and represents an integrated and organized approach to make an innovative change in the subject.
In this paper, planned management is viewed as having two subsystems: formation of consensus and management of goals. The research tried to explore into the structural characteristics of these.
The study was carried out in the following manner: First, it set criteria to measure integrity of the management systems. The criteria were the formation of consensus and management of goals. Then, it identified problems and causes of the problems by analyzing the current management systems on the basis of the criteria. Through the analyses, it was concluded that the current management systems fundamentally conflicts with the basic criteria for the formation of consensus and management of goals and that the most critical cause of the problems comes from centralization and rigidity of the system and lack of harmony among plans. This was a clear indication of the needs of planned management which will give birth to an innovative change in the management system. This paper tried to compare management systems in more detailed and differentiated ways.
The second task of this study was to search for alternatives to the planned management. For this, a range of alternatives were scrutinized. The objective was to find who can lead the formation of consensus and management of goals more effectively and more efficiently. The formation of consensus may mean agreements between governments in various levels. After comparing these organizational solutions, the council of governments is viewed as the best candidate for the formation of consensus and management of goals. However, since they have a limited power of implementation, there seem to be areas of improvement that should addressed in the future. And improvement of this problem will reinforce the formation of consensus in turn.
Included in the comparative study were not only the organizational solutions but also working level issues for the consensus formation. The working level issues included who manages the system, who makes the decisions, where they come from and what tools they are using to manage the goals. After a qualitative analysis, it was recommended to remove the current metropolitan area planning committee and the administrative cooperation council and create a new public organization involving governments in various levels to implement the planned management. This new organization should be independent, permanent, and managerial in nature. The qualitative study was supported by focus group interviews. The results of the surveys showed no big difference from the qualitative study of the alternatives.
In the planned management, priority is given to the management of goals. The government’s coordination committee or council has limits of power in implementation, which should be overcome in any way, and it should be made clearer why the planned management is needed and how effective it is. This paper suggests solutions in terms of processes, tools and science.
The recommended processes are the ones intended to achieve harmony among plans, which means reaching agreements among planning entities in vertical and horizontal manners. The tools that are suggested in this paper include strategic planning by sub organizational units, project funding that enables implementation of projects, monitoring, reasonable rewarding, adoptive planning, and intergovernmental reviews. And as for the scientific aspect of this study, this research involved future projections on the basis of the common elements of planning, i.e. population, employment, family and household. These are critical to accomplishment of procedural agreement, monitoring, project funding and intergovernmental review.
The alternative of planned management envisioned in this paper is believed to provide a new direction on how the central and provincial governments should redefine their roles when they go through paradigm shifts of city planning, decentralization, and governance changes. And it will also set a new model on how metropolitan area should manage development plans. It will contribute to creating a foundation for consensus building and conflict management, helping bring home why the planned management system is needed and how effective it is.
However, since consensus building practices and power decentralization are in infancy at the present and the central government’s delegation of power for planning and management cannot be said to be well established, it will take a considerable time before a full fledged autonomy blossoms. In this regard, it is recommended to realign the central government’s engagements in metropolitan area planning and management, ensuring legal powers for the planning and management agencies and reinforcing regulatory foundations for management of goals.
