The reality of our forces today face the importance of safely protecting the nation and its people from the hurricane of the surrounding world power's political, economical and military strategies, while North Korea's unyielding strategies towards the South and South Korea's 'sunshine policy' towards the North as a correspondence continues. Therefore, the effort for action that can correspond to such diversified security situations is of the utmost importance. In the long run, the actions for such situations would be decided under diversified proach in military diplomacy. In order to assist these military diplomatic strategies and successfully carry out the 21 centuries national defence and its objectives, a concentrated combat power and development of strategies to achieve new objectives are required. Thus, we need to maximize our potential to prepare for changes in our national security posture, and concentration on certain fields of high technology and information should be considered. From now on the military budget will be limited, the cost of personnel expenses and maintenance fee will continually grow and specialization will be needing in executing individual tasks. Wrapping it up, the establishment of substantial combat readiness and economical management of military personnel and facilities is connected directly to the life and death of the military forces. This is because our situation today requires arms based management of forces, active service based management of military personnel, labor intensive military operations, integration of scattered and inefficient management of human and facility resources, total management, planned management, technology based forces management and optimized management of facilities and personnel.
Since whether the education of military officers is successful or not is directly linked to not only the forces power but also conducting the power into full play, we need to put more emphasis on educating military officers and that is why I am proposing a unified military officer education program.
As I have mentioned in the introduction, I believe that the proposal of a unified military officer education program will have enough ground for controversy rooting from interest relations due to one another's backgrounds.
Moreover as two military academies unite into one under the integration of cadet courses, reduction in positions and personnel will follow and hostility will be aroused. However we may anticipate the increse of latest style education facilities and upgraded quality of future-oriented military academy under budget saving due to the integration.
Although the unification of cadet education program is a more of an adjustment of education institution, investigation on available instructers and increase in additional instructers and training fields are pre-requirements and additional research is needed.
I feel sorry about some research materials which lack close examinations and some materials lacking details due to special characteristics of military information. And I hope that developmental research on South Korea's military officer education programs continues.
