This study is designed to research on the school counseling of high school students and teachers in northern Gyeonggi Province and propose to activate school counseling in two respects - students and teachers.
1. Students
1) Although there is a school counseling room, the students don't use school counseling rooms so much. It means that counseling is not activated at each school.
2) Students mainly counsel with home-room teachers or subject teachers but they don't have much time to counsel because teachers are busy handling much paper work and many classes.
3) Most of the high school students worry about their grades and their careers in the future. So schools(teachers) should help them solve such problems effectively.
4) Students prefer especially young and female teachers in twenties as a counselor. But they don't care about teachers' age only if the teachers are very skillful in counseling and they have cheerful, humorous, and kind personalities. They want person-to-person counseling and the protection of their privacies.
2. Teachers
1) Teachers think that the most important purpose in school counseling is preventing wrong behaviors from happening in advance and solving students' troubles. Teachers try to talk to their students as often as possible, but they don't do it rightly because of a lot of school work and classes. As a school system was computerized, it was more difficult for teachers to get time to counsel with students. So we have to try to make proper environments for counseling by reducing teacher's classes and overwork.
2) Teachers mostly counsel with students in the teachers' room but it would be more effective to do it in the counselling room.
3) Teachers don't usually counsel until students' problems take place, but they should recognize the purpose of school counseling which is to stop troubles from occurring. They should pay attention to reach the goal. Almost every teachers have difficulties dealing with troubles students have. They get knowledge and skills for counseling through the teaching experiences and special training. To be good counselors, teachers need to take systematic and continuous programs designed to meet the growing and changing needs of students in high schools.
4) The school authorities should give financial support to teachers and also try to make schools equipped with sufficient rooms and many materials students want.
5) In case of challenging problems school can't cope with, it is desirable for school authorities to keep in systematic and continuous contact with professional counseling institutes outside school.
For example, when Korean teachers ran the school library, it actually didn't work in a proper way. But after the school librarian was appointed at each school, the school library has been actively used by students. Similarly, It will be the same in the school counselling. If school counselors were posted at every school, school counseling would be more activated. So the school counselors should be posted at every school that students can get help whenever possible.

국문 초록 (Abstract)

본 연구는 경기북부 지역의 고등학교 학생과 교사를 대상으로 학교상담의 실태를 조사하여 그 결과를 바탕으로 바람직한 학교상담의 개선 방향을 학생과 교사 두 가지로 나누어 제시하고자 하였다.
1. 학생
1) 학교에 상담실이 있기는 하지만 실질적인 활동이 활발하게 진행되지를 않아 학생들이 상담실 이용 빈도가 상당히 낮은 편이다. 이것은 학교상담이 활발하게 진행되지 않는다는 것을 나타내는 것이다.
2) 상담은 주로 담임선생님과 하거나 아니면 교과 선생님과 하고 있다. 하지만 담임선생님이나 교과 선생님이 과중한 업무와 수업시수로 인해 상담을 자주 하지는 못하고 있다. 교사들의 수업시수와 과중한 업무로부터 해방될 때 학생들이 편안하게 선생님들과 상담을 할 수 있을 것이다.
3) 대학 입시를 앞둔 고등학생들의 주된 고민이 공부와 진로에 관련된 것들이다. 학교는 학생들이 그와 같은 문제를 효과적으로 해결할 수 있게 도움을 주어야 할 것이다.
4) 학생들은 젊은 선생님 그 중에서도 여선생님을 가장 선호하였다. 하지만 상담에 전문적인 지식과 기술이 풍부하고, 여기에 명랑하고 유머 있고 친절하며 온화한 선생님이면 연령에 상관없이 선호한다고 하였다. 학생들은 부담없이 이야기 할 수 있는 상담을 원했고, 상담 내용의 비밀이 지켜주기를 바랬다.
2. 교사
1) 선생님들은 학교상담의 가장 중요한 목적이 문제행동의 예방과 교정, 그리고 학생들의 고민을 해결하는데 있다고 생각하며, 주로 담임반이나 교과반 학생들과 수시로 상담을 하고는 있으나 과도한 업무와 수업시수로 인해 제대로 된 상담을 하고 싶어도 못하고 있다. 특히 학교업무가 전산화되면서 업무가 많이 늘어나 학교상담이 제자리를 잡는데 어려움을 가중시키고 있다. 과감히 업무와 수업시수를 줄여 질 높은 교과교육과 상담이 이루어지도록 환경을 조성해야 한다.
2) 상담은 주로 교무실에서 이루어지고 있으나 상담실이나 기타 상담의 환경이 갖추어진 장소에서 상담을 하도록 해야만 상담의 효과가 더 커질 수 있을 것이다.
3) 학생들이 문제를 일으켜 상담하는 경우가 많았고, 학교상담의 목적은 문제행동을 예방하는 것이라고 인식을 하고 있으므로 예방 차원의 학교상담에 관심을 가져야 할 것이다. 대다수의 선생님들은 학생들의 문제행동을 상담으로 해결하기 어려워한 경험이 있었다. 상담활동과 관련된 지식이나 기술은 교직경험이나 연수를 통하여 얻고 있었다. 보다 깊이 있고 다양한 상담연수가 제공되어야 하고 교사들도 적극적인 자세로 상담에 관심을 갖고 연수 등에 적극 참여해야 할 것이다.
4) 학교 관리자는 교사들에게 재정적 지원뿐만 아니라 교사들이 상담할 수 있는 충분히 넓은 확장된 상담실을 갖추어 주고, 학생들이 원하는 여러 가지 상담 자료들을 제공해주어야 한다.
5) 상담활동을 하다가 교사의 능력을 벗어나는 경우에 외부기관과 전문가의 도움을 받는 것으로 나타났는데 더욱 더 외부 전문 상담 기관과의 긴밀하고 체계적인 협조 체제가 필요하다고 하겠다.
학교상담 실태를 다룬 기존의 많은 논문들에서 학교상담의 문제점을 지적하였지만 그러한 문제점들이 세월이 지나서도 거의 그대로 존재하고 있다면 여기에는 어떤 근본적인 문제가 놓여 있다 하겠다. 예를 들어 학교 도서관을 국어교사가 맡아서 관리할 때 학교 도서관의 업무는 형식적이었고, 학생들이 실질적으로 도서관을 활용하는 학교는 거의 없었다. 그러나 사서교사가 배치되고 나서는 학교도서관이 제대로 된 기능을 하고 활성화되기 시작하였다. 학교 상담실도 마찬가지라고 본다. 학교상담실에 전문상담교사가 배치되어 오로지 학생상담만을 전문적으로 한다면 위에서 지적한 학교상담의 문제점들이 많이 해결되어 질 것이다. 물론 일시에 전국의 모든 학교에 상담전문 교사를 배치하기에는 예산상의 어려움이 있을 것이다. 하지만 새로이 시행되고 있는 순회 상담 교사의 제도를 더 확대하여 대부분의 학교에 1명의 전문 상담 교사를 배치하여 학교상담을 활성화 시켜야 한다.
