리조트사업에 따른 지방자치단체의 개발방향과 지역경제 = A study on the Development strategies and Economy of a Local autonomous entity based on the Resort business

Many countries and regions consider travel development as a tool of local development. As 5-day workweek and 5-day class in schools have been settled down, people get interested in leisure and recreation. The moderners for use of free time, the companies for expanding their business, and a local self-goverment for securing the local tax and revitalization of the regional economy are interested in development of resorts. Examining the perception, opinion, development direction of the local self-government and satisfaction with business, the purpose of this study was to determine factors affecting an economic, a sociocultural, and an environmental effect and understand an economic impact of developed resorts by comparing and analysing similar cases of other resorts.
To this end, a total of 500 usable data were collected from local residents (N=650) in the area where the integrated resorts are developed. A total of 35 items were used including 6 items about demographic information, 15 items about perception, 14 items about the impact of resort development after examining validity of the instruments. The examination of the Cronbach's α indicated that all scales were deemed to be relatively reliable (perception=.821, revitalization of economy=.788, price stabilization=.662, cultural environment development=.804, public morals crime= 796, environmental impact=.883). Data were analyzed using the statistical package of SPSS for Window 12.0. Empirical analysis was conducted as a method of case analysis in order to figure out the economic impact of resort development analyzing the currently operated resorts. Following the aforementioned procedures, the results of this study were as follows.
First, the perception of local residents was different depending on the demographic characteristics.
Second, the opinion of local residents was different depending on the demographic characteristics.
Third, the developmental direction of local self-government and satisfaction with business were different depending on the demographic characteristics.
Fourth, an economic, a socio-cultural, an environmental impact were different depending on the demographic characteristics.
Fifth, the relationship between perception of resort development business and an economic, a socio-cultural, and an environmental impact was significant.
Sixth, there were factors that affects the perception of the resort development business and an economic, a socio-cultural, and an environmental impact.
Seventh, the economic impact of resort development was estimated as approximately 12, 449M won including employment effect of regional residents for 6,386M won, purchase of local products for 2, 865M won, the cost of maintaining existing facilities for 1,698M won, and local tax for 1,500M won.

국문 초록 (Abstract)

많은 국가와 지역에서는 관광개발을 지역개발의 수단으로 여기고 있다. 주 5일 근무제와 주 5일 수업이 정착화 되면서 현대인들은 자연스럽게 여가와 휴식을 생각하게 되었다. 현대인들은 여가선용과 휴식을 위하여, 민간 기업은 사업 확장 측면에서, 지방자치단체는 지방세수 확보와 더불어 지역경제 활성화를 위하여 리조트개발에 관심이 높아지고 있는 실정이다. 본 연구는 스키를 포함한 복합리조트개발에 대해 해당지역주민들의 인지정도와 의견, 지방자치단체의 개발방향과 사업만족도를 조사하여, 이러한 것들이 경제적, 사회문화적, 환경적으로 영향을 미치는 요인을 규명하고, 타 지역 리조트의 유사사례를 비교·분석하여 개발리조트의 경제적 영향을 파악하는데 연구의 목적이 있다.
이러한 목적을 달성하기 위하여 복합리조트개발이 이루어지고 있는 지역 주민 650명을 표집 하여 이 중 500 명의 유효 표본을 얻었다. 조사도구는 설문지를 사용하였으며 인구통계학적 특성 6문항, 인지사항 15문항, 리조트개발 영향 14문항 등 설문지의 타당도검사를 거쳐 총 35문항이 사용되었으며, 신뢰도를 나타내는 Cronbach's α는 인지사항 .821, 경제 활성화 .788, 물가안정 건전소비 .662, 문화 환경개선 .804, 미풍양속범죄 .796, 환경적 영향 .883으로 나타나 비교적 신뢰도가 높은 측정도구인 것으로 판단되었다. 자료 분석은 사회과학통계 패키지(SPSS for Window 12.0)통계프로그램을 활용하여 분석하였다. 또한 설문분석과 동시에 유사사례분석을 위해 현재 운영 중인 리조트업체의 운영사례를 분석하여 리조트개발 사업에 따른 경제적 효과를 산출하기 위한 실증분석을 실시하였다. 이상의 절차방법을 사용하여 이 연구에서 얻어진 결과는 다음과 같다.
첫째, 인구통계학적 특성에 따른 지역주민의 인지정도에는 유의한 차이가 있다.
둘째, 인구통계학적 특성에 따른 지역주민의 의견은 유의한 차이가 있다.
셋째, 인구통계학적 특성에 따른 지방자치단체의 개발방향 및 사업만족도는 유의한 차이가 있다.
넷째, 인구통계학적 특성에 따른 경제적, 사회·문화적, 환경적으로 유의한 차이가 있다.
다섯째, 리조트개발 사업의 인지사항과 경제적, 사회·문화적, 환경적 영향과의 관계에는 유의한 차이가 있다.
여섯째, 리조트개발 사업의 인지사항과 경제적, 사회·문화적, 환경적 영향에 미치는 요인이 있다.
일곱째, 리조트개발 후의 지역경제 기여효과는 지역주민 고용효과 6,386백만 원, 구매하는 지역산품은 2,865백만 원, 시설 개보수 지역 업체 참여추정계수는 1,698백만 원, 지방세 수익은 약 1,500백만 원으로 지역사회의 경제효과 기여금액은 약 12,449백만 원에 이를 것으로 추정하였다.
