    This thesis is for study on improvement plan of social welfare delivery system.
    A government budget for social welfare in 2008 is approximately 13 trillion won, a budget of contribution of big business organization is about 2 trillion won. In spite of the tremendous budget used for social welfare services, the incapacity zone of social welfare services still exists and so many miserable neighbors, seen as scapegoats of rapid industrialization, are caught in urgent situations mentally and economically. It is not easy for these people to access a proper social work agency or any government welfare office. With this reason, we need to find some evidence by investigation and must have improvement plans for social welfare delivery system.
    The Social Security Law, Article 15, has it that we can have a special welfare organization in a city, county and ward. The administer of Health & Welfare have set some model organizations to improve the social welfare delivery system for the past 10 years, however, their results do not come up to our expectation. The problem is its dual structure. The social welfare delivery system belongs to the Ministry of Health & Welfare and also to the Ministry of Government Affairs and Home Affairs.
    The improvement plan of social welfare delivery system through researching literatures and a survey are following:
    First, we need to establish a special welfare organization (administration) which holds the whole responsibility of social welfare within the Ministry of Health & Welfare. The social workers who are working in a village or district office should work in tentatively named "social welfare center". There should be at least one center for every 100,000 people. The center should have a call center and the community social welfare committee should run it. The function of the social work agency association and volunteer center would be reinforced, making a full use of the resources and eventually expected results will come out. The public and private section of social welfare must have good partnership as a companion. An effective way to be socially integrated is to reinforce social service using the network.
    Second, the social work structure have to be based on the social welfare center. The client must set a social work service in an one stop system, so everything can be done by visiting the center just once. To reach a certain level of professionalism is another problem awaiting to be solved. One supervisor is needed for every 6 to 7 social workers. Supervisors who have had specialized education and has supervision. Through this way the social work could provide better services.
    Third, change in relationship between provider and user which will result in proper operation of social work services. The social workers in government need to rise their standard of values of social services and responsibility. It is known that social workers in government have bureaucratic attitudes. Social services could not improve because the social workers in government do not have appropriate responsibilities for their works. Now, all the social workers in government must be a case manager for their clients and service coordinator for the people who need social services. The social workers in private section have to provide social services for the people who had been refused from the government. Also the private section have to work for the general citizens. They need case management services which should be a legal system.
    The following outcomes are expected based on this study's research.
    Asthe ideology of administration for social welfare, we should accept the concept of governance. The concept of governance is not bureaucratic routine and it means a net work system and a good communication between government and private sector.
    If the government and private sector could have a good partnership with a equal point of view, co-work for management resources in the community, and co-service linkage, then the clients could trust the public and private social work agencies. The incapacity zone could be reduced.
    In the future, we have to enlarge the target for social work service to the general citizen. The function of family are becoming weakened.
    The investment for social welfare is in shortage, comparing the rapid growth in economic. The interest for social welfare should be increased.
    The most important thing for social workers is to work in the cause of justice, values and responsibilities. The value of morality and sacrifice must have priority over professionality. When the social workers have moral philosophy, the client will be able to trust the social work agency, and the social work service could get the best effectiveness.
