The sustainability of traffic system, in which transportation and environment can coexist, is the common concern of the global cities. And, every city is seeking for its solution in line with the characters of the corresponding city. Regarding Seoul Metropolitan city that has the high population density and the big necessity of mass transportation, the important key point can be said to be a change of policy into a city of centering on public transportation.
Accordingly, TOD(Transit-Oriented Development), which was introduced in the 1990s, facilitated the use of public transportation through inducing development of centering on public-transportation nodes, and formed the eco-friendly living environment. Thus, it can be said to be a concept of urban development, to which Seoul city will need to point in the future.
However, the ground, which can create the substantial policy and institutional support for TOD, is failing to be arranged due to the insufficient analysis on the present status for the level of supply(LOS) in public-transportation facilities centering on public-transportation nodes, for density in the land use, and for the main planning elements of TOD such as the characteristics of the public-transportation use.
There are the following merits in the improvement plan for the subway-station zone aiming at TOD(Transit-Oriented Development), which was presented in this study.
First, the improvement plan, which was divided according to the characteristics of the land use, can implement the supply system of considering the transit pattern in the substantial users.
Second, the efficient policy can be enforced by suggesting the complementary factors differently depending on the present status of subway-station zone.
Third, the institutional ground can be arranged for the future subway-station zone by presenting the standard by supply factor.
Fourth, it has a strong point of being available for general application due to the empirical analysis on the subway-station zone unit of using daily traffic-card data.
