The aim of this study was to examine the problem and improvement of Hallyu(Korean Wave) according to the current states of Chinese cultural business policies. And the investigator looked into Chinese view of Hallyu in China―the epicenter of Hallyu, and then worked out an alternative to the limit of Hallyu based on the evaluation of policy characteristic of Chinese cultural business.
Since opened and revolutionized, China has developed its economy and people's cultural desires. Since China is a socialist state, its cultural contents in its long history have not been fully utilized in a qualitative and quantitative sense and there is no main cultural center. Because Chinese domestic cultural contents couldn't satisfy consumers' desires, Chinese people require overseas cultural goods tremendously as an alternative to domestic cultural contents. Because the Western culture is not appropriate to Chinese people emotionally, they favor Hallyu as an alterative to the Western culture. At the time when the powerful Hallyu beginning to be flowed into China, China formally approved the concept of cultural business for the first time, and presented a developmental policy of cultural business, the so-called '10th 5-year Project'. Since then, China has activated the development of cultural business and the establishment of new culture, thus demonstrating the advancement, uniqueness, cohesive power, and influence of Chinese culture. These actual states of Chinese cultural business have been the developmental impetus of Hallyu in China and become an important cultural business foundation on which Hallyu growing. A crucial point here is that Chinese government and industrial circles begin to look the actual state of their cultural business squarely. In this vein, the investigator tried to draw out the problem and alterative of Hallyu on the basis of characteristics of Chinese cultural business policies.
Sine the Chinese cultural business has no internal industrial policy system that guides the unity of cultural business in a macro-management aspect, cultural resources are not managed efficiently. And since the Chinese industrial structure is unreasonable, a newly-risen culture is underdeveloped compared with its traditional culture. Because most cultural business entities are incapable of independent management, responsible management, coping with risks, and autonomous renovation, the modernized methods of production of cultural goods and organization are not utilized sufficiently. Therefore, there are no cultural business entities in the 500 Chinese business entities.
In this vein, Chinese cultural business needs not only market and policy-oriented endeavors, but also political and social environments that guarantee artists liberal creative activities. However, Chinese cultural business bears industrial and social attributes―public goodness―alike. Especially, media business plays the role of mass communication for the public and of public relation window for the communist party and national government. These are problematic for the development of Chinese cultural business. However, Chinese unique cultural business at its turning point gains an opportunity to satisfy the modernistic cultural needs of the public and their requests of cultural business reformation and development. And in the process of globalization, Chinese cultural business has been growing gradually keeping pace with socialists' system based on the economical and cultural development.
In this changing environment, Hallyu cannot but have a variety of problems in coping with Chinese situations. In a macroscopic aspect, Hallyu must face with the fundamental constraint of Chinese system and thought. Thus, Hallyu cannot but have limited audience. In addition to that, the instability of radically changing Chinese market must be taken into consideration.
It is also problematic that Korean cultural goods are lack in its diversity, and the main body that leading Hallyu consists of a few popular entertainers. With these limits, marketing is insufficient, and entertainment agencies are established randomly, thus resulting in excessive competition. Therefore, it is urgent to convert the recognition of cultural exchanges―a structural limit of cultural exchanges―between Korean and China
In order for Hallyu to grow consistently in China, approaching modality to China must be diversified and Chinese denial feeling of Hallyu must be eased. Therefore, Korea and China must extend not one-way but two-way cultural exchanges all the more. And Hallyu must grope after a localization strategy in China. In Korea, the infrastructure of Hallyu culture must be extended, and the contents of Hallyu culture must be improved in its quality. For this, systematic management and long-term alternatives for Hallyu itself are seemingly necessary.
