본 연구는 최근 우리나라 공·사 연금제도의 변화가 궁극적으로 다층노후소득보장으로의 전환을 목표로 한다는 전제 아래, 임금근로자의 특성에 따른 연금가입유형의 차이를 실증적으로 살펴보는 것을 목적으로 한다. 이 과정을 통해 연금제도 내에서 다층의 노후소득보장을 가능하게 하는 요인을 찾고, 임금근로자 특성에 적합한 노후소득보장 방법을 차별적으로 검토하고자 한다. 본 연구는 『고령자연구패널』1차년도 조사에 응답한 1365명의 임금근로자를 대상으로 하며 국민연금, 퇴직연금, 개인연금 가입유무를 기준으로 연금가입유형을 4가지 범주로 나누었다. 분석방법은 다항로지스틱 회귀분석을 실시하였으며, 주요 연구결과는 다음과 같다.첫째, 3개의 공·사 연금에 모두 미가입 되어 있는 규모가 상당히 큰 것으로 나타났으며 이들의 특성은 임시직·일용직 근로자거나 근속연수가 짧고, 최저임금 이하를 받는 경우가 많았으며, 소규모의 비법정복지후생제도가 미비한 사업장에 근무하고 있었다.둘째, 연금 미가입에서 1층 연금 가입으로의 이행, 1층 연금 가입에서 1+2층 연금 가입으로의 이행, 1+2층 연금 가입에서 1+2+3층 연금가입으로의 이행 가능성을 높이는 요인은 근로자 특성 중 고용형태가 공통적으로 나타났다. 1층 연금 가입 이행 가능성은 일용직 근로자보다 상용직과 임시직 근로자가 높았으나, 1+2층 연금 가입 이행 가능성은 일용직과 임시직 근로자 간의 차이가 나타나지 않았고, 1+2+3층 연금 가입 이행 가능성은 상용직보다 일용직 근로자가 더 높은 것으로 나타났다.셋째, 사업체 규모와 비법정복지후생제도는 1층 연금 가입과 1+2층 연금 가입 이행에만 유의한 영향을 미치는 것으로 나타났다. 1층 연금 가입 이행 가능성은 사업체 규모가 300인 이상일 경우 높아졌으나, 1+2층 연금 가입 이행 가능성은 규모별 차이를 보이고 있었다. 비법정복지후생제도의 경우 제공되는 항목이 많아질수록 1층과 1+2층 연금 가입 이행 가능성이 높아졌다.넷째, 근속연수와 사업장의 노동조합 유무는 1+2층 연금 가입 이행 가능성을 높이는 변수로 나타났다. 근속연수가 길고, 노동조합이 있는 사업장 근로자는 1층 연금 뿐 아니라 2층 연금에도 가입할 가능성이 높다.다섯째, 월평균임금은 1+2+3층 연금 가입 이행 가능성을 높이는 것으로 나타났다. 즉, 월평균임금이 높아진다면 3층인 개인연금 가입 가능성이 높아진다.이러한 분석결과는 다층보장체계로써 우리나라의 연금제도를 보완하기 위한 실증적 근거로 제시된다.우선, 다층보장체계의 안정적 정착을 위해서는 국민연금제도의 내실화가 요구된다. 고용형태의 불안정으로 인해 국민연금제도 적용의 사각지대에 노출되어 있는 취약계층을 적용대상에 포함시키기 위해서는 단순한 법적 보호 장치의 마련 이외에도 이를 실질적으로 이행할 수 있는 적용·징수체계의 개선이 요구되며, 적용 이후에도 가입을 유지시키기 위한 제도적 보완책이 필요하다.또한 2층을 담당하고 있는 퇴직연금 제도가 노후소득보장 기제로 본래적 역할을 수행하기 위해 퇴직연금의 적용확대, 현행퇴직금제도에서 퇴직연금제도로의 조속한 전환, 근로자의 이동성 보장 문제가 해결되어야 한다. 이 과정에서 2층 연금의 추가적 가입에 유의한 영향을 미친 노동조합의 역할이 매우 중요하며, 노동조합은 근로자의 노후소득보장을 최우선 목표로 삼고 연금제도에 대한 사용자와의 타협을 이끌어내야 한다.마지막으로 개인연금은 국민연금과 퇴직연금의 보완적 역할을 할 수는 있으나, 대체적 역할이 주가 되어서는 안 된다. 소득계층별로 개인연금 가입을 독려할 수 있는 방안을 차별적으로 모색하여야 하지만, 이 과정에서 공적체계가 담당해야 할 부분이 사적체계인 개인연금에 무책임하게 이전되지 않도록 하는 공·사 연금의 균형이 필요하다.본 연구결과는 다층보장체계로의 전환이라는 현재의 상황을 반영하여 국민연금과 퇴직연금, 개인연금을하나의 선상에서 총체적으로 고려했다는 점에서 앞으로 우리나라의 노후소득보장체계 강화를 위한 시의적절한 함의를 제공할 것으로 기대된다.

Under the assumption that recent changes in the national public and private pension systems indicate the eventual transition to a multi-pillar old-age income security system, this study aimed to empirically investigate variations in coverage type by characteristics of employed workers. To that end, this research examined factors that enable multi-pillar income security to function within the pension scheme and closely examined different income security scheme appropriate for different types of wage workers. Data from 1365 employed respondents to 'Korean Longitudinal Study of Aging' were collected and their coverage status in pension were categorized into four types depending on coverage by public, occupational, and private pensions. For the analysis, multinomial logistic regression was used. The main findings of the study are as follows.First, there are a significant number of employed workers covered by none of the three public and private pensions. Those who lack coverage are mainly characterized as temporary workers, day-to-day workers, or workers with a short period of employment. In many cases they earn less than the minimum wage and are employed by small businesses that tend not to provide non-mandatory welfare benefits.Second, among the characteristics of employed workers, type of employment is found to be a factors that increases the possibility of transition from no coverage to first pillar coverage; from first pillar coverage to first and second pillar coverage; and from first and second pillar coverage to first, second and third pillar coverage. Transferability to first pillar coverage is found to be higher in permanent and temporary workers than in day-to-day workers, while no identifiable difference in transferability to first and second pillar coverage is found between day-to-day workers and temporary workers. Transferability to first, second, and third pillar coverage is higher in day-to-day workers than in permanent employees.Third, business size and non-mandatory welfare benefits are found to have a significant impact on transferability to first pillar and first and second pillar coverage. Transferability to first pillar coverage increases in work places that employ more than 300 workers, but transferability to first and second pillar coverage varies by size of workplace. In the case of non-mandatory welfare benefit system, a higher number of benefits increases both transferability to first pillar coverage and transferability to first and second pillar coverage.Fourth, duration of employment and unionizaion of the workplace are found to increase transferability to first and second pillar coverage. When employed workers have longer tenure and when they are employed by a unionized business, they are more likely to be covered not only by the first pillar but also by the second pillar.Fifth, average monthly wage is found to increase transferability to the first, second, and third pillar coverage. Therefore, higher average monthly wage increases transferability to third pillar coverage.The findings provide an empirical foundation for efforts to strengthen the nation's pension scheme by adopting a multi-pillar security system.In order to establish a multi-pillar old-age security system, NPS should be strengthen institutionally. To include vulnerable individuals who are currently left uncovered by the public pension due to unstable employment status, legal protections should first be strengthened, but more importantly, institutional improvement in coverage and collection system is required.Also, in order for the occupational pension scheme of the second pillar to function properly as an old-age income security scheme, issues related to coverage expansion, prompt transition to an occupational pension scheme from current retirement payment, and portability of pension rights should be resolved. In that efforts, labor unions having a significant influence on the expansion to second pillar coverage become important. In this respect, labor union should set a priority of old-age income security for employees and work toward building consensus with employers on a pension scheme.Lastly, this paper argues that private pensions can complement public pensions and occupational pensions, but should not be considered a replacement. A variety of measures are needed to expand private pensions by encouraging people of different income ranges to subscribe to the pension. In this process, it is important to secure the proper balance between the public and private pension scheme so that the roles and responsibility of public pension are not transferred to private pension systems indiscriminately.Given that this study attempts a comprehensive examination of public pensions, occupational pensions, and private pensions on a continuum basic under the current discourse of transition to multi-pillar security system, it is expected to provide meaningful implications to the efforts to strengthen the nation's old-age income security system.
