The purpose of this study is to purpose important political and practical implication to help independent living center settled down as one axis of the delivery system in people with disability welfare service, by verifying the organization effect of independent living centers on social participation of people with serious disability using the independent living service. To fulfill this purpose, this study adapted the independent living paradigm as the disability paradigm which is the point of view in declaring disability problems and intervention matters. Also, this study adapted the multi-level model as the theoretical point of view, and the hierarchical linear model as methodology. The data was collected in 26 centers in Korea, from a total 365 people, 224 people with serious disability, 115 center employees, and 26 center directors. The research was progressed for 4 weeks, from October 22 to November 16 in 2007.The main result of this study is as follow.First, searching the total mean of social participation, in the 5 point scale, the mean was 3.07, which means that people with serious disabilities using the center show difference in social participation compared to the non-disabled with a similar social and economical background, and this is a slight problem to them.Second, according to result of the unconditional means model analysis, the random effect() of level-2 turned out to be statistically significant, proving the adequacy of adapting the hierarchical linear model in verifying the organization effect on the social participation of the people with serious disability.Third, according to the result of analysing the unconditional slope model, first from the fixed effect analysis result, the social participation increases as the people with serious disability is employed, as their self-recognized health condition is good, as they are highly intra-personally empowered, and as their body function is good. Next, from the analysis result of the random effect, there was difference among the centers in the relationship of social participation of the people with disability effected by the individual factors with the exception of employment status, that is sex, age, academic career, number of family member living together, self-recognized health condition, physical disability status, intra-personal empowerment, and body function.Forth, analysing the independent life centers' organization effect on social participation of the people with serious disability, in case of the management capacity variable, it was shown that the social participation of the people with serious disability increases as the regular income rate is higher, as the separation rate of the non-disabled workers is lower, and as the number of cooperating social welfare facilities within the community is greater. Next in case of the program capacity variable, the results displayed that the social participation level of the people with serious disability increases as the actual staff number in personal advocacy service, personal assistant service, and peer counselling service is bigger, as the number of times in participating large-scale meeting is lower, and as the level of reflecting the ideology/principle of independent living when providing service is higher.Last, the result of conditional slope model analysis showed that, as the leadership level of the center director grows, the social participation difference of the people with serious disability according to the self-recognized health condition, increases in a greater range. In the same manner, the social participation difference according to the self-recognized health condition, increases in a greater range as there are more actual staff in rights advocacy within the center. Also, the social participation difference of the people with serious disability according to the intra-personal empowerment, increases in a greater range as the leadership level of the center director is higher.The implication in social welfare of this study, suggested from the results is as follow. Searching the political implication, first, the preparation for the legal foundation on independent living centers should be finished as soon as possible. Second, the current exhibition project in independent living should be greatly expanded. Third, there should be political support on the council organization so that the independent living centers can be managed substantially within the ideology and principle of independent living. Forth, there should be carried on more systematic studies on the effectiveness of independent living centers.Next, searching for the practical implication, first, the independent living centers should develop and provide more various programs, focused on the program capacity side, which can contribute on the social participation of the people with serious disability. Second, the independent living centers should be managed more substantially on the ideology and principle of independent living. Third, the centers should place more weight on personal advocacy activities. They should play the helper role supporting the people with serious disability to overcome the barriers of physical environment within the community they encounter in their daily lives, and the barrier of the social attitude on disability. Forth, the independent living centers should keep intimate cooperation relationship with the social welfare facilities and organizations within the community they are located in. Fifth, the director of the independent living center should show leadership to the center employees. Sixth, the independent living centers should devote themselves in making their own efforts to secure stable budget. Last, the independent living centers should function more in the future as the window of employment creation for the people with serious disability.
