춘천시 지방교육행정공무원의 디지털리터러시 수준 분석에 관한 연구 = Analysis of the Digital Literacy Level of Local Educational Administrative Officials in Chuncheon|RISS 상세보기

As digital-info society gains force, capability to at one's will adapt digital technology in daily life is necessary to approach various information, and way of human's living is being changed with these digital appearance, and this means that Digital Literacy is becoming basic competence for living as human. Further, with realizing e-government civil service whose duty is to provide service for administrative users also are not excluded from demand of these digital literacy, and through enhancement of this capability administrative service will be raised up at the same time. In this research, the concept of digital literacy has been studied with this background, the competence of digital literacy depending on general character of civil service, and has intended to research plans for enhancing civil service's capability of digital literacy.
Local educational administrative civil service working for Chuncheon city's local educational bureau, elementary and middle schools have been object of this research, and theoretical study through thesis, transactions of learned society, newspapers, internet data has been performed for theoretical analysis of digital literacy. Survey has been operated using existing developed checklist of digital literacy for more substantiated study. Element analysis to examine credibility and pertinence for the measuring result collected via questionnaires has been operated, and to find out digital literacy capability of research object t-test and One-way ANOVA using spss12.0 program have been performed.
Generalizing existing several researches, it can be defined that digital literacy is capability to produce information using digital technology and positively applying after critically analyzing it, and to create desirable digital society using acquired and examined information and sharing produced knowledge with other people.
With various established digital literacy concept this research has arranged kinds of literacy included in digital literacy and competences related to it and component elements needed in each capability. And without stopping to theoretically arrange index depending on capability and simple arrangement of digital literacy, this research intended to check digital literacy of local educational administrative civil service with substantial questions.
To sum up existing several researches, it can be defined that digital literacy is capability to produce information using digital technology and positively applying after critically analyzing it, and to create desirable digital society using acquired and examined information and sharing produced knowledge with other people.
To measure capability of digital literacy, established standard checklist of digital literacy by Kim Minha(2002) has been used, analysis of questions element was operated to examine pertinence of measured results for object of this research. As a result the number of questions in checklist that were 113 at first developing was reduced to 83 questions, and it again divided into 8 elements, so the researcher of this study divided digital literacy capability's components like following. First info-tech capability is composed with 3 elements of the first element(computer H/W, S/W, basic internet using capability), 4th element(problem solving capability on computer and Windows), 8th element(presentation capability). Secondly, info-applying capability is composed with 3 elements of 2nd element(info-search, applying, evaluation), 5th element(recognition capability of info-necessity). Lastly, info-sharing capability is composed with 2 elements of 3rd element(info-sharing and info-ethic recognition capabilities) and 6th element(community technology applying capability).
Centered with personal characters of questionnaire respondents, capability level of digital literacy of Chuncheon city's local educational administrative civil service has been analyzed. And the result showed that, in case of men, basic running capability for computer, H/W, S/W, and internet is low compared with women. Upon class of position, in case of 6 degree of administration, it showed that basic running capability of computer H/W, S/W, internet, 2nd element, 5th element, 6th element and 8th element were all low compared with 8 degree of administration, and this is the result felt necessary of enhancement of 6 degree of administration's digital literacy capability. Especially 8th element(presentation using capability) and 2nd element(info-search apply-evaluate capability) showed less than 3.0 to be urgent of education for part related. And in case of technical service 8th element showed lower capability in 8th element(presentation using capability) than 8 degree of administration. Upon age of in their 50s, element of 1st, 2nd, 3rd, 5th, 6th, 8th all showed low value compared with ones in their 20s. This appears to show result related to age of 6 degree of administrative were mostly in their 50s all relating that 6 degree of administration showed low value compared with 8 degree of administration clarified above except 3rd element. In case of under high school graduate upon scholastic ability, element of 1st, 3rd, 5th, 6th showed lower level than college graduate. In case of 1st element upon internet using experience, it showed that experienced ones under 5 years of internet using was lower than ones over 5 years, and in 4th and 5th element, ones with less than 5 years experience showed low compared with ones with more than 9 years. With base of above results, the plan for increasing level of digital literacy of Chuncheon city's local educational administrative civil service is first to open license acquiring classes and apply existing or being operated educational lectures. And secondly, to apply info-orientation contests. Thirdly, it will be to open research meetings for form various info-oriented mind and induce them to listen lectures related by themselves.

디지털정보사회가 대두되면서 다양한 정보에 접근하기 위해서는 디지털 기술을 자유자재로 일상생활에 적용할 수 있는 능력이 필요하며, 이러한 디지털의 등장으로 인간의 삶의 양식이 바뀌고 있으며, 이는 디지털리터러시(Digital Literacy)가 인간으로서 살아가기 위해 갖추어야 할 기본적인 능력이 되고 있다는 것을 의미한다. 더욱이 전자정부의 구현과 함께 행정수요자에 대한 서비스 제공의 의무가 있는 공무원 역시 이러한 디지털 리터러시 능력의 요구에서 예외일 수는 없으며, 이러한 능력 향상을 통해 행정서비스 또한 동시에 향상시킬 수 있을 것이다. 본 연구에서는 이러한 배경을 바탕으로 디지털 리터러시의 개념을 알아보고, 공무원의 일반적인 특성에 따른 디지털 리터러시 능력을 측정하여, 공무원의 디지털 리터러시 능력 향상을 위한 방안을 연구해 보고자 하였다.
본 연구의 대상은 춘천시 지역교육청, 초등학교, 중학교에 근무하는 지방교육행정공무원을 대상으로 하였으며, 디지털 리터러시에 대한 이론적 분석을 위해 논문, 학회지, 연구보고서, 신문, 인터넷 자료 등을 통해 이론적 연구를 진행하였다. 좀더 실증적인 연구를 위해 기존에 개발된 디지털 리터러시 체크리스트를 이용하여 설문조사를 실시하였다. 설문지를 통해 수집된 측정결과에 대해 그 타당도와 신뢰도를 검증하기 위해 요인분석을 실시하고, 연구 대상의 디지털 리터러시 능력을 알아보기 위해 spss12.0 프로그램을 이용하여 t-test와 One-way ANOVA (일원변량분석)를 실시하였다.
기존의 여러 연구를 종합해 본 결과 디지털 리터러시란 디지털 기술을 이용하여 정보를 생산하고 비판적으로 분석하며 능동적으로 활용하고, 이러한 활동을 통해 획득한 검증된 정보를 이용하여 생산된 지식을 타인과 공유하면서 바람직한 디지털 사회를 만들어 나가는 능력이라고 정의할 수 있다.
본 연구에서는 기존에 발표된 다양한 디지털 리터러시 개념을 바탕으로 디지털 리터러시에 포함되는 리터러시의 종류와 그에 해당하는 능력들을 정리하고, 각 능력에서 필요로 하는 구성요소에 대하여 정리를 하였다. 또한 디지털 리터러시의 단순한 개념 정리 및 능력에 따른 지표를 이론적으로 정리하는 것에 그치지 않고, 실질적인 문항으로 지방교육행정공무원의 디지털 리터러시 수준을 확인해 보고자 하였다.
기존의 여러 연구를 종합해 보면, 디지털 리터러시란 디지털 기술을 이용하여 정보를 생산하고 비판적으로 분석하며 능동적으로 활용하고, 이러한 활동으로 획득한 검증된 정보를 통해 생산된 지식을 타인과 공유하면서 바람직한 디지털 사회를 만들어 나가는 능력이라고 할 수 있다.
디지털 리터러시 능력을 측정하기 위해 기존에 개발된 김민하(2002)의 디지털 리터러시 체크리스트 척도를 이용하였으며, 본 연구 표본을 대상으로 측정된 결과의 타당성을 검증하기 위해 문항요인분석을 실시하였다. 요인분석 결과 최초 개발 당시 113개의 문항이였던 체크리스트의 수는 83개의 문항으로 줄어들었으며, 8개의 요인으로 나누어졌으며 본 연구자는 다음과 같이 디지털리터러시 능력 구성요소를 구분하였다. 첫째, 정보 기술 능력은 제1요인(컴퓨터 H/W· S/W· 인터넷 기본 조작 능력), 제4요인(컴퓨터 및 윈도우 문제해결능력), 제8요인( 프리젠테이션 사용능력)의 3개요인으로 구성되었고, 둘째, 정보 활용 능력은 제2요인(정보 검색·활용·평가), 제5요인(정보필요성인식능력), 제7요인(FTP 활용 및 정보검색시 의견교환 능력)의 3개 요인으로 구성되었으며, 마지막으로 정보공유능력은 제3요인(정보 공유 및 정보 윤리 인식 능력)과 제6요인(커뮤니티 기술 활용 능력)의 2개 요인으로 구성되었다.
설문응답자의 개인적 특성을 중심으로 춘천시 지방교육행정공무원의 디지털 리터러시 능력 수준을 분석하여 보았다. 그 결과 남성의 경우 정보기술능력 중 컴퓨터 HW·SW·인터넷 기본 조작 능력과 프리젠테이션 사용 능력이 여성에 비해 낮은 것으로 나타났다. 직급별로는 행정 6급의 경우 컴퓨터 HW·SW·인터넷 기본 조작 능력, 제2요인, 제5요인, 제6요인, 제8요인이 모두 행정8급에 비해 낮은 것으로 나타났으며 이는 관리직에 해당하는 행정6급이 디지털 리터러시 능력을 수준 향상이 절실하다고 느껴지는 결과이다. 특히 제8요인(프리젠테이션 사용능력)과 제2요인(정보검색활용평가능력)은 3.0이하의 수준을 보여 해당 부분에 대한 교육이 절실하다. 또한 기능직의 경우도 제8요인(프리젠테이션 사용 능력)이 행정8급보다 낮게 나타났다. 연령별로는 50대의 경우 제1요인, 제2요인, 제3요인, 제5요인, 제6요인, 제8요인이 모두 20대와 비교해 낮은 값을 보였다. 이는 위에서 먼저 밝힌 직급별 분석 결과 행정6급이 행정 8급에 비해 낮은 값을 보인 요인들에 제3요인을 제외하고 모두 해당되는 것으로 행정6급의 연령대가 대부분 5O대인 것과 연관되는 결과로 보여진다. 학력별로는 고졸이하의 경우 제1요인, 제3인, 제5요인, 제6요인이 대졸의 경우보다 낮게 나타났다. 인터넷 사용경력별로는 제1요인의 경우 인터넷 사용경력 5년 미만 경력자가 5년 이상 경력자보다 낮게 나타났으며, 제4요인과 제5요인은 5년 미만 경력자가 9년 이상 경력자에 비해 낮게 나타났다. 이상의 결과를 바탕으로 춘천시 지방교육행정공무원의 디지털 리터러시 능력 수준 향상을 위한 방안은 첫째, 정보화 자격증 취득반 개설 및 기존에 시행되고 있는 교육 강좌의 활용이다. 둘째, 정보화 경진대회의 활용 방법이다. 셋째, 각종 정보화 마인드 형성을 위한 연찬회 개최 및 해당 강좌를 자율적으로 수강할 수 있도록 유도해야 할 것이다.
