시간연장 보육시설의 운영 개선 방안 연구 = A Study on the Operational Improvement of Time-extended Child Care Center

국문 초록 (Abstract)

시간연장 보육시설은 시대적 변화와 가족구조 변화에 따라 자연발생적으로 요구가 증대되고 있으나 정부의 지원은 부족한 실정이다. 설문지를 분석한 결과 시간연장 보육교사는 인건비 지원, 보육프로그램 개발, 시설 확충비, 보육료 지원 순으로 정부의 지원을 요구하였다.
정부는 시간연장 보육시설에 대한 행정적 지원과 더불어 관리감독을 소홀히 해서는 안 될 것이다, 정기적인 지도점검과 평가를 통해 질 높은 보육환경을 이룩해야 한다. 또한 구체적인 시간연장 보육프로그램을 마련하여 보다 체계적인 교육을 받을 수 있는 여건을 마련해야 할 것이다. 시간연장 보육아동의 상당수가 저소득층, 한 부모 가정의 아동이라는 점을 감안하여 아동복지 서비스 차원의 지원이 선행되어야 할 것이다. 이상의 결과를 토대로 시간연장 보육시설의 정책방향을 제시하는 것으로 결론을 내리면 다음과 같다.
첫째, 시간연장 보육은 주로 부모의 경제활동으로 인해 불가피하게 보육이 필요한 영유아를 대상으로 하고 있으므로 아동복지 차원의 지원이 확대되어야 한다.
둘째, 시간연장 보육교사의 자격기준을 강화하고, 각 시설에 시간연장 전담 보육교사를 2명 의무 배치하여야 하며, 연령에 따라 담당 아동 수를 조절할 수 있도록 한다.
셋째, 시간연장 보육에 적합한 프로그램이 필요하다. 장시간 부모와 떨어져 있는 영유아의 정서발달상의 문제를 예방할 수 있는 전문프로그램을 실시할 수 있도록 구체적인 프로그램을 개발하고 교육해야 한다.
넷째, 양질의 시간연장 보육을 위해 교사인건비와 시설관리운영비를 지원해야 한다. 영유아가 가정과 같은 환경에서 보육될 수 있도록 하는 데 중점을 두어야 한다.
다섯째, 시간연장 보유시설은 안전의 사각지대에 놓이기 쉽다. 그러므로 정기적인 지도감독 및 평가가 이루어져야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to seek ways of activating the time-extended childcare by analyzing its perception by children's teachers and parents, mainly at time-extended Child Care Center located in Daejeon Metropolitan City.
The study problems set for such purpose are as follows:-
Firstly, how is the actual condition of time-extended Child Care Center?
Secondly, what is the demand from children's parents benefiting from time-extended childcare?
Thirdly, how is the job satisfaction of time-extended childcare teachers?
Fourthly, what is the way of activating the operation of time-extended Child Care Center?
This subject of this study was time-extended childcare teachers and time-extended young children's parents.
As for the study method, the questionnaire survey was conducted on teachers and parents to investigate the operation of time-extended Child Care Center.
In order to process data, tests were conducted to find the difference among each group after obtaining the frequency and percentage of each question.
The result of this study is as follows:
Firstly, looking into the actual condition of time-extended Child Care Center, 41.8 % of the time-extended childcare teachers replied that the difficulty facing them as a time-extended childcare teacher was the shortage of programs and 31.1% replied that the most difficult situation for them was when young children were sick. As to the question about the issue on which they concentrate, 58.2% of them cited health and safety, the study showed. In reply to the questions on the reason for choosing the job as time-extended childcare teachers, 40.3% said that they were able to take care of their household chores and childcares during the daytime. Lastly, as to the question on the qualifications as a time-extended childcare teacher, the answer that the love for young children was the most important was the highest with 46.3%.
Secondly, regarding the demand from children's parents benefiting from time-extended childcare, in reply to the question about the reason for choosing the time-extended Child Care Center their children went to, the answer that time-extended childcare was provided to them was the most with 34.6%. 50.3% of them were surveyed to be granted time-extended childcare fees in full which were to be paid to them by children's parents. In order to get higher childcare services, the answer that the improvement in the quality of childcare teachers should be given the first priority accounted for 34.0% of the total respondents.
Thirdly, the job satisfaction of time-extended childcare teachers was classified into 5 subordinate categories; that is, human relations, job satisfaction, working environments, remunerations and social perception. As a result of comparing the difference in job satisfaction of 7 variables; that is, teacher's age, qualification certificates, Center types, working hours, the number of children teachers took care of, salaries and teacher's experience, it has a significant relationship with teacher's age, Center types, the number of children teachers took care of and salaries.
Fourthly, as for the way of activating time-extended Child Care Center, time-extended childcare teachers who answered that their salaries should be supported above all accounted for 40.3% of the total respondents, which was the highest. Meantime, 34.0% of them answered that in order to enhance the quality of time-extended childcare service, teachers' quality should be improved above all.
