The specialty of the region and the public's right to know are more and more demanded according as we encounter the era of localization. At this point, regional records can be used effectively as a means to establish the identity of the region and to provide public a lot of information. One of the most important missions in the era of participation government which pursues the realization of 'decentralization and balanced development of the country' is the management of the regional records.
Regional record management center is, so to speak, the Archives that manages the records of the region independently. 「The Law of public records management」which was established in 2006 prescribes that regional archives must be set up in every metropolitan city. With this, we can have chances to create the regional standard of record assessment, and to collect various public and personnel records in the region. This obligation of the establishment of regional archives represents a purpose that tries to settle the de-central regional record management system which satisfies the local autonomy.
Now there is no place to set up the regional archives. The reason of delay the establishment of regional archives is not only is there no systematic compelling force of establishment, but there isn't sufficient infrastructure such as budget, manpower, facility, and equipment. The suitable plan to solve these problems is the collective establishment of the regional archives. Also through this plan, records can be managed and used in the place where they were produced in.
The main object of this paper is indicating collective establishment of regional archives specifically. Until now, many people have studied about regional archives and the related information. However, most of them emphasized only the necessity of establishment. As a result, there is no study which presents specific alternative ideas about establishment of regional archives. Therefore, this paper consider till the preparation stage of regional archives establishment as a research range to present specific plan. First of all, we consider the systematic limit of collective establishment of regional archives and the example of Dutch regional archives, then construct the specific plan proposal about collective establishment of regional archives.
Some kinds of functions and roles must be accompanied to establish the collective regional archives which is suitable for our record management circumstances. The self-governing bodies that have similar backgrounds in history, culture, geography, and life can be formed the collective establishment zone of the regional archives. Also it should be a very necessary administrative agency in that region which collects public and personnel records to represent the history of the region and to utilize. Moreover, the regional archives must discharge not only the function as an administrative agency which manages the public records, but the functions as a special agency of record management, the record information management center, the center of history and culture.
The detailed propulsive plan about collective establishment of regional archives is as follows.
First, the purpose of establishment of regional archives should be took shape under an agreement of applicable regions and propulsive committee of collective establishment should be organized. Second, The regional record management ordinance or regulation which is based on the standard and unified ordinance should be formulated. Third, its functional organization must be constituted to accompany the functions of record management, informational service, and the center of history and culture. Also as the associational organization, it has to try actively for the mutual consent of regions. Fourth, professional leaders and managers are necessary because record management has some specialties by collective establishment. Fifth, the budget which will be used for the establishment and operation of the regional archives should be prepared. The 50% of the budget should be from national subsidy and the other 50% should be applied by the subsidy of the region and the funds of the citizens. At last, the collective regional archives has to be located in the place where not far off each region and the circumstances about nature, performance of the tasks, use should be considered.
The elements which are needed to establish the regional archives are very various and complex in this way. A series of process like organization, human resources, facility, equipment, budget, exchange and public relation should be articulately compounded. However, first and foremost, the foundation of regional archives depend upon the attitudes of the people, government, and scholarship. So local administrative organ must do the movement toward establishing regional archives with other main members of each local community, not just wait for the decision.
