This study is to suggest for the future prospects and solutions toward Korea sport tourism industry by presenting political and systemic directions for the central government and regional self-governing administration, and to present the ideal ways of investment, development and management of private enterprises.
The purpose of this study is to expect the future changes of sport tourism industry through collecting opinions from business, administration, academic experts, and to find out the solutions for government policies and regulations related to the problem and solution for the long-term project of tour leisure complex and resort construction considering domestic and international surroundings. Also, It is to suggest administrative visions for regional self-governing administration and some problems and solutions for tour leisure complex construction, and to search the desirable plan for the resort which is now pursuing new managing plan or expecting to be developed.
As a research method, Delphi was used which is using experts as objects of this study. The objects of this study were people in charge of business practice, administration practice, and academic experts, and the number of participants was 54 in first survey, 48 in the second survey and 38 in the final survey. After categorizing the answers from the first open questionnaire, second questionnaire was designed, and finally I got the result from the third questionnaire which was from the feedback for the result of second survey.
1) Changes in sport tourism Industry
First, Market of sport tourism industry in Korea will be extended in a scale caused by setting of 5 working week day, the changes of Korean peoples'' consciousness, changes of a lifestyle and changes in consuming pattern. Sport-related industry diversifies from prior sport events and services, and new concept of sport or services will be appeared. Furthermore, positive way of changes will get accomplished as people''s consciousness, such as a view of values or leisure, would seek for genuineness or the value-intended. In the types of sport, golf population and facilities as well as silver sport population and facilities will be increased.
Second, for the development of sport tourism industry, market scales itself should be continuously enlarged. Also, the level of sport tourism related-consciousness should be changed in the point of genuineness or the value-intended. In the types of sport, the opportunities will be increased through an increase of sport population and facilities. In government policies, the changes of consciousness of sport tourism itself should be delivered, and after that, policies and systems for the development of sport-related industry should come next. In the view of management, sport-related industry and services should be diversified out of produce centered management, and private investment should be extended by applying new way of management.
2) sport tourism Industry
First, the problem of sport tourism policy is that there is no long-term plan and policies as a result of the lack of concrete and specialized knowledge. The approval systems related sport tourism industry is very complicated so that it becomes an obstacle for the development of the sport tour industry, which is a reason that self governing administration, main body of development, is not get an administrative independent. Public officials has shown the lack of speciality related to sport tourism industry, and excessive regulation of the land use is also a main cause of the obstacle for the development of sport tourism industry.
Second, the main point to resolve the problem is that government should think about the connection between sport and tourism. And education policy which is related to the leisure and sport tourism should be developed. As a point of administrative construction, a unification of administration department and cooperation between each department should be required. Central government should manage and control each city so that development of sport tourism could be carried out by specialization and differentiation strategy according to the city''s speciality. Finally, systematic policy of senior sport tourism industry should be settled down preparing for the future.
3) Construction of Tour complex
First, the problem for the construction of tour complex is the lack of infra as a means of central government''s support. Also, insurance of the competitive power faces the limits as a result of the lack of connection with tour resources around the sport tourism complex. The representatives of regional self-governing administration tend to take precedence short- term project over the others, so that systematic inspection could be skipped, and active investment is not made for the construction of a grand scale of facilities. From many cases, overheated competition is in danger because of the simple imitation of successful case or the construction of similar facilities. Development concept tends to be focused on hardware development, so it could have chance to be endangered to develop services for applying to trend changes or a slack season. Furthermore, large scale of facilities should show a national image.
Second, what to do for tour complex construction is not imitating successful cases but getting a competitive power by producing distinctive facilities, especially environmental-friendly complex which is protecting natural, social, cultural environment of a certain region. In other words, tour leisure complex development is required by constructing tour network or tour-belt using regional tour resources.
Finally, various item and facilities should be developed after analyzing consumer''s favorites and satisfying them, and as a government support, active support should be proceeded toward establishing infra of society related facilities in tour complex as a level of central government.
4) Resort Management and Development
First, the biggest problem of management for the sport-tour related resort in Korea is the low using tendency in slack seasons. Also, as a result of management hardship related to the fund use, facilities is not to be renewed. To develop resort, although, a large capital is required at the beginning, profit shows quite low, and this comes a serious problem. In the management of human resources, walking off the job in the slack season, the lack of experts, and the absence of the enterprise are the examples of those problems, and also extra ordinary power is required related to the development concept.
Second, what the sport tourism related resort have to do is to design special program and service so that facility usage could be stimulated, to develop 4 season sport, and to hold a event or a party using those facilities.
And, it has to analyze consumer''s desire and trend, to produce proper program and services by predicting demand, and with this family based sport tourism tendency, family based program should be designed which all generation can enjoy. Furthermore, service quality should be improved such as offering distinctive services and employee''s service. Finally, one of the most important thing, local residents can participate in, and to pay back some amount of money to the local community.
Third, my suggestion for the sport tourism resort construction is, in term of development concept, to eliminate overloaded and overlapped investment, and to develop unique and new type of plan which is different from other resorts, and identity - endowed so that consumer is stimulated, and to create distinctive brand value. Desirable resort should reflect locational merits, ensure the identities of local culture and society, and protect local environment.
Regarding to main target, first, the resort which has various sport programs which correspond to the concepts of well-being and health, and contain the concepts of treatment and rest, and second, family based resort which comprehends children, youths, and seniors can enjoy together should be developed. Regarding to the relationship between regional self governing administration, it is required that resort development should accept opinions from local residents, should suggest vision to them, and should share the profits with them giving opportunities to use resort facilities and to do the profitable business in the resort or to work as employees.
