In recent years, the most general trends are internationaliztion and globalization, so that the door of every nation is getting open. The number of foreign visitors is going beyond ten millions in this county, and the number of foreigners staying in this country is more than 4,800. Overall it is safe to say that, the total number of foreigners who enter into and departure from this country has significantly increased.
But, for one side, taking in & out of large number of natives and aliens, the phenomenon of alien's stay, being connected by increase in entry of domestic illegal stayers and foreign offenders into a county, are acting for contradictory leading factor of national development that threaten our public peace and make up social unrest.
Alien crime with the problem of illegal stayer, are becoming great social problem by side effect by that foreigner's domestic inflow․stay has increased rapidly, thereby.
The number of illegal entrants' with were arrested for a year in 2004 are 292 people, all Chinese, that Korean-Chinese was 179 and the Han-race are 113. The reason that the Chinese illegal entry into a country are so many, is that the majority of Chinese who have Korean-dream, are hoping to enter the South Korea, but normal entry into a country is felt constraint gradually, due to limitation on passport issuance by China authorities and immigration reinforcement of our country about Korea-Chinese.
By the way, at the present time many companies which employ foreigners, for reason called low income people or for reason that they are illegal foreigners, do not pay wage properly without recognizing legal right that is prescribed by 'the Constitution' and 'the National Labor Relations Act' or do discriminative treatment that let them labor in poor environments. These are interacting for one cause that lead them into criminal temptation.
