The brilliant development of economy after the economic development period in 1970's made the nation pay attention to the importance of land which was overlooked before. This means not only the increment of administrative demand but also the augment of qualitative desire in diverse methods. Though land system existed in the Chosun era or at the end of old Korea, the land survey business and forest land survey business commencing in 1910s became the base of current cadastral (forest land) drawing. The cadastral drawing produced in this way, however, brought negative influence in administration with respect to exactitude and reliability because of diverse reasons such as improper management of drawing, remaking drawing, drawing lost due to Korean War and so on. As cadastral system moved from the original character of system, tax cadastral, to law (ownership) cadastral and multipurpose cadastral due to the development of social economy, the nation?fs cadastral requirement is changing diversely. In 1970s, the land register, i.e., the ledger materials was computerized as a method to computerize cadastral ledger. In 1996, the cadastral drawing of Yusung?]gu Daejon was computerized as a demonstration to result in the completion of business to computerize the cadastral drawing in 2003. Due to computerized drawing, the paper drawing disappeared in cadastral (forest land) drawing as well. As PBLIS managed by the Ministry of Government Administration and Home Affairs and LMIS managed by the Ministry of Construction and Transportation were unified, KLIS SYSTEM was developed to be utilized in city planning drawing or road name business. However, the seeming development of cadastral administration resulted in another complaint, which was due to the limit shown in the 2?]dimensional cadastral drawing. The research transcending the limit of dimension is going on in many areas, In the cadastral area as well, effort is continuing such as introduction of 3?]dimensional cadastral and its air photo, development of survey technology and amendment of cadastral law through satellite photograph, development of diverse GIS TOOL, etc. Thus, this research intends to compare and analyze air photo and satellite photo, to introduce the GOOGLE EARTH program, the satellite photo easily available at present and to precisely analyze the program and cadastral electronic drawing in order to present the utilization method for availability of secured region which is currently excluded from cadastral administration.
