포괄적 보육서비스의 활성화 방안 : 종사자 요인을 중심으로 = (A) study on activation of the comprehensive daycare services

국문 초록 (Abstract)

현대사회는 여성의 경제활동과 가정해체의 증가로 인해 가정의 아동양육기능이 점차 약화되는 반면에 아동보육에 대한 사회적 욕구와 국가의 책임이 점차 높아지고 있다. 따라서 자선적이며 빈민구제의 목적으로 시작되었던 아동보육서비스는 점차 모든 아동의 기본적 권리를 보장하기 위한 아동복지, 여성의 사회참여와 경제활동을 지원하는 여성복지, 가정의 아동양육 기능을 향상시키는 가정복지와 지역사회의 복지를 추구하는 복합적인 사회복지서비스로 발전되어왔다.
따라서 보육의 사회적 목적을 달성하기 위해서는 보육양육과 관련된 전문적인 보육프로그램을 개발함은 물론 이들의 가정과 지역사회의 복지증진을 위한 포괄적인 보육서비스를 개발 할 필요가 있다.
포괄적 보육서비스란 새로운 개념의 보육서비스가 아니라 본래에 가지고 있는 기능을 발휘할 수 있도록 서비스의 범위와 내용을 확대하는 적극적인 보육서비스의 실천개념으로 아동의 욕구뿐 아니라 부모의 욕구를 충족시키고 가정의 기능을 향상시켜 주어 가정이 안정되고 가족해체를 예방하며 지역사회의 욕구까지도 해결하는 사회복지 서비스가 포함된 보육프로그램 또는 보육서비스라고 정의 할 수 있다.
본 연구는 포괄적 보육서비스의 활성화를 위한 기초 자료를 제공하는데 목적을 두고 포괄적 보육서비스에 대한 보육시설 종사자들의 인식과 실천에 영향을 미치는 요인은 무엇이며, 보육시설 종사자들의 인식정도에 따른 실천정도를 분석하여 포괄적 보육서비스를 효과적으로 실천하기 위한 방안을 제시하고자 한다.
서울시와 경기도 지역의 보육시설 종사자를 모집단으로 하여 저소득층 밀집지역을 중심으로 단순무작위 추출한 교사 300명을 조사대상으로 하여 진행하였다.
본 연구과정을 통해서 검증된 결과들을 바탕으로 포괄적 보육서비스가 활성화되기 위해서 다음과 같은 제안을 하고자 한다.
첫째, 현재의 보육은 부모의 욕구와 사회적인 인식정도에 따라 보육의 본래 목적이 변질되어 교육이 강조된 형태로 변화하게 되었는데 보육의 본래의 목적을 달성할 수 있도록 포괄적 보육서비스에 대해서 적극적인 홍보 및 교육이 필요하며, 교사를 양성하는 교육기관들은 포괄적 보육서비스에 대한 교육을 보다 강화하여야 한다.
둘째, 질적으로 높은 포괄적 보육서비스를 실천하기 위해서는 사회복지사 등의 전문 인력의 고용이 필요하다.
셋째, 정부는 보육시설의 양적인 부분보다 질적인 면에 우선순위를 둔 보육정책을 개발해야 하며. 정부차원의 적극적인 지원이 뒷받침되어야 한다.
넷째, 질적으로 우수한 포괄적 서비스의 제공을 위해서는 서비스를 제공하는 교사들의 근무환경, 처우개선, 사회적 인지도 등이 보장 되어야 한다.
다섯째, 포괄적 보육서비스에 대한 프로그램 개발과 보급, 행정기관을 비롯한 지역사회의 유관기관과의 연계망을 구축하는 등 인프라 확충을 통한 다양하고 풍부한 보육관련 정보의 제공이 필요하다.

다국어 초록 (Multilingual Abstract)

In our modern society, as women's economic activities increase with more families disintegrated, the childcare functions of the family weaken gradually, while social needs and nation's responsibility for childcare increase gradually. Thus, the nursery services which started for philanthropic or poverty relief purposes have been progressively evolving into such complex social welfare services as children's welfare warranting their basic rights, women's welfare supporting their social and economic activities, family welfare enhancing their child-rearing functions and community welfare services.
Hence, in order to achieve the social goals of daycare services, it is necessary to develop professional childcare programs as well as comprehensive daycare services to enhance family and community welfare.
The comprehensive daycare services are not of a new concept but of a practical concept expanding the scope and contents of the conventional nursery services to meet not only children's but also their parents' needs and thereby, improve the functions of families and prevent their disintegration and fulfill the needs from the community. In a nutshell, the comprehensive daycare services may be defined as childcare programs or nursery services encompassing all these roles and functions comprehensively.
The purpose of this study was to identify the factors affecting nursery teachers' perception and practices of their nursery services and analyze the effects of their perception on their practices to provide for some basic data useful to activation of the comprehensive daycare services.
For this purpose, the researcher focused on the nursery teachers' factors involving the nursery services among various factors conducive to activation of the comprehensive daycare services, and thereupon, randomly sampled 300 nursery teachers from the nurseries operated in the low-income areas in Seoul and Gyeonggi Province.
Based on the findings of this study, the researcher put forwards the following suggestions for activation of the comprehensive daycare services.
First, today, the essence of the daycare services seems to have changed into education-centered services due to parents' changed needs and changed social value system. So, it is essential to publicize the comprehensive daycare services to help achieve the original goals of daycare services. In this context, the educational institutions training the nursery teachers are obliged to educate their students on the comprehensive daycare services.
Second, in order to provide for quality comprehensive daycare services, it is necessary for the nurseries to employ such professional manpower as social workers.
Third, the government is obliged to put higher priority on quality of the nursery facilities rather than on their quantities, while supporting them more positively.
Fourth, in order to provide for quality comprehensive daycare services, it is deemed essential to improve the working environment for nursery teachers, treat them better and enhance their social reputation.
Fifth, it is also necessary to develop and distribute the comprehensive daycare service programs, construct a cooperative network among nurseries, administration and relevant community organizations and thereby, expand the infrastructure for the comprehensive daycare services and providing for rich information about daycare services.
