보육시설 평가인증의 효과에 관한 연구 = (A) study on the effect of evaluation certification of the childcare facilities

국문 초록 (Abstract)

보육의 질적인 문제에 대한 사회적 관심이 어느 때보다 높다. 또한 여성의 사회 참여를 지원하기 위해서 사회가 질 높은 보육서비스를 제공해야 한다는 점이 중요한 쟁점이 되고 있다. 이러한 관점에서 보육시설 평가인증제도의 실시에 많은 학부모들이 깊은 관심을 가지고 있다. 국·공립 보육시설의 경우 이미 고유의 특징적인 교육을 자체적으로 준비하여 실시한 경우도 많았으며 평가인증이라는 제도를 통하여 새로운 시설에 대한 보완과 교육에 대한 체계적인 도움을 받은 것도 사실이다. 또한 각각의 교육에 대한 자료의 구축으로 인해 더욱 발전된 교육을 준비할 수 있는 체계를 가다듬기도 하였다.
이러한 이유로 보육시설의 평가에 대한 중요성이 더욱 높아지고 있으며, 보육시설에서 추진하고 있는 제반 활동을 점검하고 교육목적 달성여부를 판가름할 수 있는 평가가 필요하다는 인식이 확산되고 있다. 보육시설의 평가인증제도 도입에 대한 당위성에 공감하면서 구체적인 실시방법을 위해 다양한 기관에서 폭 넓은 의견을 도입하여 현재 활발하게 실시되고 있다.
그러나 이러한 필요성에 의해 실시되고 있는 평가인증제는 보육 교육의 정상적 운영에 장애가 될 수도 있으므로 평가의 기본 철학과 개념을 정립하고 각 보육시설들의 자발적인 유아교육의 질 개선을 위해 노력하도록 유도하는 평가 방안을 마련하는 작업이 우선되어야 할 것이다.
교육적 질을 높이기 위한 평가는 전문성을 바탕으로 체계적으로 수행되어야 한다. 보육시설마다 고유의 교육목표와 특징이 있다. 객관적인 평가가 이루어질 수 있는 일률적인 평가와 함께 보육시설 고유의 특징을 살리는 평가가 제대로 달성되고 있는가가 평가에 반영될 때 평가인증의 가치가 높아질 것이다.
본 연구는 평가인증을 받은 보육시설을 대상으로 평가를 받기 전과 받은 후를 비교하여 얼마만큼 변화되었는가를 초점으로 하였다.
평가인증을 준비하면서 느끼는 보육교사들의 생각과 평가인증을 받은 후 변화된 교육현장의 모습에서 좀 더 안정되고 올바른 정착을 위해 다음과 같은 연구가 활발히 이루어져야 할 것이다.
첫째, 국가 수준의 유아교육기관 평가체제가 활성화되기 위해서는 평가결과의 공개 및 평가 결과에 따른 행·재정적 차등 지원이 이루어져야 한다.
둘째, 유치원과 보육시설은 그 설립 목적과 운영형태, 그리고 시설에 있어서 차이가 많으므로 평가 준거는 유치원과 보육시설의 특성에 맞게 이원화 되어야 한다. 일률적인 평가기준의 적용은 보육시설의 서열화를 초래할 수 있기 때문이다.
셋째, 우수한 평가자의 선정과 이들에 대한 연수가 평가체제의 핵심을 이루므로 평가자의 자격 기준을 엄격히 할 필요가 있으며, 우수한 유아교육전공자가 평가자를 지원할 수 있는 유인체제를 갖추어야하며, 이들에 대한 충실한 연수가 마련되어야 할 것이다.
마지막으로 평가인증제도의 성공을 위해서는 평가과정의 투명성과 정확성이 확보되어야 한다. 공정하고 정확한 보육시설에 대한 평가만이 모두가 신뢰할 수 있는 보육시설 평가인증제의 제도적 정착을 보장할 수 있기 때문이다.

다국어 초록 (Multilingual Abstract)

Social interest for a qualitative problem of childcare is higher than ever before. Also, it is an important issue that our society must offer high quality of childcare service to support women's social participation. In this point of view, enforcement of a childcare facility evaluation certification system evokes many parents' deep interest. In the case of national and public childcare facilities, they have already prepared peculiar characteristic education voluntarily and carried it out many times. Through the evaluation certification system, it is true that they got supplement for a new institution and new systematic support for education.
Also, they have fixed the system which could provide for more developed education due to data compiling for each education.
In this reason, importance for evaluation of childcare facilities is becoming higher. In addition, recognition that the evaluation is necessary for checking activity of diversity promoting in childcare facilities, and for distinguishing achievement of education purpose is now spreading. As they have sympathized with the necessity for introducing the evaluation certification system of childcare facilities and they have accepted the opinion about concrete enforcement methods from various organizations. The system has been carried out widely.
However, the evaluation certification system carried out by such a necessity can be obstacle to normal management of childcare education. To establish basic philosophy and general idea of evaluation and to progress quality improvement of voluntary infant education of each childcare facility, for evaluation plan should be preceded.
Evaluation to improve educational quality should be accomplished systematically in a base specialty and each childcare facilities have their own educational purpose and characteristics.
In conclusion, with the uniform evaluation that objective evaluation can be performed, whether evaluation keeping a characteristic of childcare facility should be enough accomplished is important. When such a thing reflect to evaluation, the value of evaluation certification will achieve its aim.
This study focuses on how it was changed by comparing to before and after receiving evaluation with the childcare facilities which received the evaluation certification. In the childcare teachers who feel preparing the evaluation certification and the changed educational facilities after getting evaluation certification, right fixation, the following study will get accomplished.
First, to revitalize evaluation system of infant educational institution of a national standard, opening to the public of evaluation result and administrational, financial different support by the evaluation result should be performed.
Second, the kindergartens and the childcare facilities are very different in the establishment purpose, administration form and institution, so the evaluation conformity must be dualistic for characteristic of kindergartens and childcare facilities, because application of a uniform evaluation standard can cause order of childcare facilities.
Third, it is necessary that a qualification criterion of an appraiser should be strict because the choice of an excellent appraiser and the training for these make the core of the evaluation system. Moreover, we have the inducement system which excellent infant education degrees can support appraisers and the training for these must be enough prepared.
Last, transparency and accuracy of evaluation process must be secured for success of evaluation certification system.
Only evaluation for fair and correct childcare facilities can guarantee fixation of certification system of the childcare facility evaluation that all can trust.
