충남지방 소도시 중심시가지 실태와 활성화 방안에 관한 연구 = A Study on the Actual Condition of Central Business Districts & the Revitalization Guidelines of Small Cities in Chungcheongnam-Do

다국어 초록 (Multilingual Abstract)

The decline of C.B.D.(Central Business District) is not occurring in metropolises but in small cities. It is occurring irrespective of city's scale. And recently highlighted city planning paradigms (compact city, slow city, smart city and growth management) are demanding to revitalize of C.D.B. and are problems awaiting to be solved. At this point of time, must be concerned about revitalization of C.B.D. But there are short of concerns and efforts on the part of a local autonomous entity and a nation. Accordingly it is necessary to study on the actual condition of C.B.D. & the revitalization guidelines of small cities. This study started from this point of view
The purpose of this study is to propose the revitalization guidelines of central business districts in small cities(Jochiwon-eup Yeongi-Gun , Hongseong-eup Hongseong-Gun and Taean-eup Taean-Gun) of Chungcheongnam-Do through analysis of landuse and questionnaire survey of retailers in C.B.D and experts in urban design.
The results of the research are as follows
Firstly, as supplementary measure in policies 1) Keeping in contact with Multi-functional Administrative City(Sejong-City). 2) Composing a new organization to revitalize C.B.D. with citizen participation 3) Strengthening regulation function against large retail store. 4) Offering incentives to Residential Districts nearby C.B.D.
Secondly as supplementary measure socially, Starting with small-scale projects such as workshop, seminar and information technology education.
Thirdly as supplementary measure physically, 1)Keeping away from expansion of cities. 2)Finding diverse and proper development ways 3) Improving physical maintenance and inviting base facilities to vitalize C.B.D.
The revitalization plans by cities are as follows
Jochiwon-eup Yeongi-Gun must plan out revitalization through reorganization of subway impact zone and connection with universities nearby.
Hongseong-eup Hongseong-Gun must plan out revitalization through reorganization of subway impact zone and historical city image.
Taean-eup Taean-Gun must find city identity before plan out revitalization
Lastly, the foregoing policies and enterprises are put into integrated operation with implications.
