국제 스포츠 행사 경비시스템 운영방안 = (The) ways of security system operation for international sports events

국문 초록 (Abstract)

모든 사회현상과 일에는 원인과 결과가 존재하고, 생활환경이 복잡해지면서 사회현상의 변화과정을 통해 하나의 사건을 만들어 낸다.
이러한 사건은 가시화 된 하나의 원인에서 발생된 결과이기보다는 수많은 변인들이 복합적으로 작용하여 나타난 현상이라고 할 수 있다.
체육과 스포츠 또한 일종의 사회․문화적 현상으로 사회의 모든 영역들과 복합적으로 관련을 맺으며 변화하여 발전하고 있다. 그리고 세계화의 흐름 속에서 세계 각국은 국가 경쟁력을 높이고 국민 생활의 질을 개선해야하는 과업에 직면하고 있다.
그로 인하여 세계 각 국가와 도시들은 정보통신산업, 환경산업과 더불어 21세기 3대 유망산업으로 인식되는 관광산업 중에서도 특수 관광분야인 국제회의 및 국제스포츠행사 등의 유치에 적극적인 노력을 기울이고 있다.
그러나 국제스포츠 행사를 개최에 따른 여러 가지 위해요인들이 산재되어 있으며, 그 사례로 1996년 7월 27일 애틀랜타 올림픽대회 개막 직전 올림픽 1백주년 공원 내 폭발물 폭발사건의 국제테러사건과 2004년 8월 29일 아테네올림픽 마라톤 선두주자 방해사건의 여러 가지 돌발사고는 국제스포츠행사의 참가인원, 시설, 행사 및 경기 등에 대한 위험이 상존하고 있음을 대변하고 있다. 또한 국제스포츠행사의 운영 현장에서의 예상치 못한 돌발사고, 국제적 환경에 대한 불안요인과 운영 내․외부의 불안요인으로 국제스포츠행사의 발전을 위협하고 있다고 해도 과언이 아니다.
그러므로 각종 안전사고, 범죄 등은 국제스포츠행사의 유치 및 개최에 있어 개최지로서 갖추어야 할 다양한 요건들 중에 개최국의 안전성에 대한 중요성이 부각되고 있어 각종 국제행사의 유치 시점에서 종료 시점까지 개최국과 개최지 및 시설의 안전성, 참석자 및 관련 종사자 등의 각 부분별 제반 사항이 고려된 종합적인 안전대책이 요구되고 있다.
따라서 본 연구는 국제스포츠행사의 성공적인 개최를 위하여 국제스포츠행사의 경비시스템 운영방안을 구축하는데 있다.
이를 위하여 국제스포츠행사의 실태분석을 바탕으로 연구의 필요성 및 목적, 연구의 범위 및 구성 그리고 연구의 제한점과 용어의 정의를 기술하였으며, 선행연구 및 서적을 통하여 국제스포츠행사의 개념과 특징, 기능, 파급효과 및 안전의 개념과 일반원리, 위해요인 등의 이론적 배경을 고찰하여 우리나라에서 개최한 국제스포츠행사의 실태를 분석 경비시스템 운영 위협요인 구성요소를 파악하여, 이를 통하여 국제스포츠행사 경비시스템 구축을 위한 단계별 경비시스템 계획의 기본원칙과 이론을 참고하여 국제스포츠행사의 부분별 위해요소에 따른 단계적 경비시스템 운영방안을 모색하였다.

Every social phenomenon and event has its cause and result. As living environment grows complex, a certain event happens in the course of evolution of social phenomena, which result from combined factors, rather than occur as a result of visible causes.
As kind of social and cultural phenomena, sports are evolving, correlated with many areas in society. In addition, in this globalization age, countries face a task requiring them to enhance national competitiveness and improve the quality of life of their citizens. Accordingly, many countries and cities worldwide have made every effort in a bid to host international conferences and sports events, special areas of tourism, which is seen as one of the top 3 promising industries for the 21st century, along with information and communications sector and environmental industry.
However, there are various hazards for international sports events, and many unexpected accidents including bomb explosion in the Memorial Park of the 100th Anniversary of the Olympic Games on July 27, 1996 shortly before the opening of the Atlanta Olympics and interruption of the front runner in a marathon race of the Athens Olympics on Aug. 29, 2004 show that dangers remain for participants, facilities, and events of international sports events. In addition, it is not too much to say that unexpected accidents, instable international environment, and internal and external factors related to the management of such events act as a threat to the progress of international sports events.
Therefore, with a growing importance of safety among other requirements for a host country of international events, it is essential to set a plan for comprehensive safety measures covering overall matters from safety of the host country or venue, facilities, participants to staff, regarding various safety accidents and crimes. Therefore, this study aims to establish a plan of security system operation for the success of international sports events.
To this end, the study discusses the necessity, purpose, scope, contents, and limits of this study and definitions of terms, on the basis of the analysis on the present situations of international sports events, analyzes what constructs threats to the operation of security system for international sports events held in Korea, by examining definitions, characteristics, roles, ripple effects of international sports events, concepts and general principles of safety, and theoretic background of hazards, based on previous studies and related literature. Furthermore, based on basic principles and theories, the study tackles phased-in ways of security system operation for international sports events depending on hazards by sector to help establish a desirable security system.
