The records on presidents have had a crucial meaning as legal and administrative evidences and historical data to our country that has adopted the presidential system since its establishment. The use of such records has been meaningful in terms of securing the transparency and justice of policies and protecting people's rights to know.
The purpose of this study was to suggest the components of website contents in Presidential Archives that could be an effective method to cope appropriately with the demand of use for the records on presidents, to activate their use, to let people know its original function and to establish its status.
The analysis on laws and ordinances, literary studies and case studies were used as research methods. First, with regards to the analysis on laws and ordinances, this study analyzed the domestic and foreign laws related to presidents, looked closely into the concept, type and characteristics of the records on presidents and Presidential Archives and investigated the opening and public reading regulations for the records on presidents. Second, this study checked the importance of the records on presidents through literary studies and examined the methods of information services regarding the records on presidents, which have been considered public records. In addition, the study deduced the essential components of website that could be an effective method in the use of the records on presidents. Third, in terms of case studies, this study checked the summary of operation by examining the website of national archives and presidential collection services of portal services for national archives in our country. The case studies were also done focusing on the essential components of websites Presidential Archives deduced from 11 American presidential libraries and 1 project of presidential records abroad; furthermore, the study found out role models that could be sound references during the establishment of website models for Presidential Archives. In addition, the study summarized as additional components the service elements that have been commonly provided for the actual websites.
Through the said researches, it has been noted that the Internet services for the records on presidents in Korea and in the USA had the following characteristics. First, there were differences in the quantity and scope that could be used through the Internet between Korean and American records on presidents and American presidential libraries possessed the various and vast amount of records by theme, medium and form so that there were a wealth of records that the public could make access through the website. However, the quantity and type of records on presidents possessed by the national archives were not so many in Korea so that there were limitations in making access to data through the website and the public got informed that the records for presidents were possessed simply through the website.
Second, there were many differences in providing information regarding the presidents, the main subject of the records. In case of American presidential libraries, the documents, photos, letters, speeches, memoirs, news articles, spoken records, books and collection of museum-related objects with regards to the presidents from the birth to the death were appropriately utilized so that the public could find out the presidents through diverse menus and contents. However, our country has simply provided the profiles and brief chronology of presidents.
Third, American presidential libraries have been composed of various educational programs for children, students and teachers and have provided information through on- and off-line, while there have been no educational programs using the records on presidents in our country.
Fourth, both Korea and the USA have operated the exhibition programs through the online, but there were differences in terms of content. In American presidential libraries, the public could have detailed explanations and the links to the relevant materials while having diverse exhibitions by theme in permanent & planned exhibition and online-specific exhibition halls; on the contrary, our country has provided photos and brief explanation.
Fifth, our country had higher standards for user supporting services. In American presidential libraries, the user could acquire e-mail addresses, telephone numbers, pieces of advice and questions of the user via FAQ and information on inconvenience and they were given guide, help and sitemap for the menu. However, our country had Q&A board as well as the said menus so that they have accepted the opinions of users in an active manner. They received questions and answered them through the board and the evaluation on the satisfaction for the content of answers was also made.
By referring to these characteristics, the study classified the components of website contents for Presidential Archives into essential and supplementary elements as in the following.
As essential components of website for Presidential Archives, the following elements should be kept in mind. First, the operation and use of website for Presidential Archives have to be made thoroughly within judicial boundary by means of introducing the laws and ordinances related to the Internet services of the records on presidents and public records. Second, the access policy should be enacted with written principles or guideline and it should be posted on the website that enables the public to use the records on presidents systematically and effectively. Third, it is necessary to enhance the accessibility of the user, by providing the brief introduction on the records possessed and services provided at the Presidential Archives together with practical information such as the addresses, telephone numbers and locations of Presidential Archives. Fourth, it is needed to provide the public with the site of records possessed by providing the list, inventory, guide and index in the website, and to let the public have the service immediately through the Internet by digitalizing the original documents. Fifth, it is necessary to help the public use the records possessed and website of Presidential Archives with the aid of various search tools. Sixth, it is necessary to improve the interest and use for the records by formulating education and exhibition programs. Seventh, it is needed to form the content so as for the public to use not the content itself, but the content containing the records possessed and it is also needed to guide the public how to use it. Eighth, it is necessary to help the user understand information on presidents and their relevant figures. Ninth, it is necessary to enable the users to make comprehensive access to the themes of their interest, by providing the guide for records or information that the Presidential Archives did not possess. Lastly, it is necessary to enhance the qualitative level of Internet services by organizing the opinion collection system and to refer to it in developing new services.
The supplemental components should be as in the following. First, it is necessary to let the public use the website conveniently by providing the user with the guide for website menu and sitemap. Second, it is necessary to attract the attention of various types of people by establishing the record collection of specific themes and figures even if they may not be directly related to the presidents in question. Third, when considering the characteristics of website as 'beyond time and space', it is necessary to consider the foreign language versions in preparation for the access from abroad. Fourth, it is necessary to enhance the user class of the website through children-specific webpage and to expand the educational functions. Fifth, it is necessary to strengthen the tourism function of Presidential Archives by consisting of online souvenir shops.

국문 초록 (Abstract)

정부수립 이후 대통령중심제를 채택해온 우리에게 대통령기록물은 법적, 행정적 증거자료 및 역사자료로서 중요한 의미를 갖고 있다. 이러한 대통령기록물의 이용은 정책의 투명성과 공정성을 보장하고, 국민의 알권리를 보호한다는 점에서 의의가 있다.
본 연구는 대통령기록물에 대한 이용 요구에 적절히 대응하고, 이용을 활성화시키며, 대통령기록관 본래의 기능을 알리고, 위상을 확립하는데 효과적인 수단이 될 수 있는 대통령기록관 웹사이트의 콘텐츠 구성요소를 제시하고자 하였다.
연구방법은 법령분석과 문헌연구, 사례연구를 중심으로 하였다. 첫째, 법령분석은 국내외 대통령 관련 법률을 분석하여 대통령기록물과 대통령기록관의 개념, 유형, 특징을 살펴보고 대통령기록물에 대한 공개와 열람규정도 조사하였다. 둘째, 문헌연구를 통하여 대통령기록물의 중요성을 확인하고, 공공기록인 대통령기록물의 정보서비스 방안을 알아보았다. 또한 대통령기록물 관리기관인 대통령기록관의 기능도 살펴보았다. 셋째, 사례연구는 우리나라의 경우 국가기록원 웹사이트와 국가기록포털의 대통령컬렉션 서비스를 조사하여 운영 현황을 알아보았다. 해외는 미국의 11개 대통령도서관과 1개 대통령기록물 프로젝트의 웹사이트를 분석하여 대통령기록관 웹사이트 모형 구축 시 참고가 될 수 있는 모범사례를 찾아내었다.
이상의 연구를 통해 우리나라와 미국의 대통령기록물 인터넷서비스는 다음과 같은 특징을 가지고 있었다. 첫째, 우리나라와 미국의 대통령기록물은 인터넷을 통해 이용할 수 있는 양과 범위에 차이가 있었는데, 미국 대통령도서관의 경우 주제별, 매체별, 형태별로 다양하고 방대한 양의 기록물을 소장하고 있어 웹사이트를 통해 접근할 수 있는 기록물이 역시 많았다. 그러나 우리나라는 국가기록원에 소장된 대통령기록물의 양과 종류가 많지 않아 웹에서 접근할 수 있는 기록물은 한정되어 있었고, 웹사이트를 통해서는 단순히 대통령기록물이 소장되어 있다는 사실만을 알려주는 상황이었다.
둘째, 대통령기록물의 주요 생산자인 대통령에 대한 정보를 제공하는데 있어 차이점이 많았다. 미국 대통령도서관의 경우 출생부터 사망에 이르기까지의 대통령과 관련된 문서, 사진, 서신, 연설문, 회고록, 뉴스기사, 구술기록, 도서, 박물류 등이 적절히 활용되어 다양한 메뉴와 콘텐츠를 통해 대통령에 대해 알아볼 수 있었다. 그러나 우리나라에서는 대통령의 프로필과 간략한 연표만을 제공하고 있었다.
셋째, 미국 대통령도서관에서는 어린이, 학생, 교사를 대상으로 다양한 교육 프로그램을 구성하고 온, 오프라인을 통해 제공하고 있는 반면 우리나라에서는 대통령기록물을 활용한 교육 프로그램을 전혀 운영하지 않았다.
넷째, 우리나라와 미국 모두 온라인을 통해 전시프로그램을 운영하고 있으나 내용적인 면에서는 차이가 있었다. 미국 대통령도서관은 상설과 기획, 온라인 전용 전시관에서 주제별로 다양한 전시를 개최하면서 자세한 설명과 관련 자료의 링크를 볼 수 있었으나 우리의 경우 사진과 짧은 설명만이 제공될 뿐이었다.
다섯째, 우리나라는 미국에 비해 이용지원 서비스의 수준이 높았다. 미국 대통령도서관에서도 이메일 주소와 전화번호, FAQ로 이용자들의 조언과 궁금증, 불편함에 대한 정보를 얻고, 메뉴에 대한 안내와 도움말, 사이트맵을 제공하였다. 그러나 우리나라는 이러한 메뉴만이 아니라 Q&A 게시판을 두어 적극적으로 이용자 의견 수렴 체제를 구축하고 있었다. 게시판을 통해 질의를 받고, 답변을 제공하였으며, 답변내용의 만족도에 대한 평가까지도 이루어지고 있었다.
이러한 특징을 참고하여 대통령기록관 웹사이트의 구성요소를 필수 및 추가 요소로 구분하여 다음과 같이 제시하였다.
대통령기록관 웹사이트의 필수 구성요소로서 첫째, 대통령기록물과 공공기록의 인터넷 서비스와 관련된 법령을 안내하여 대통령기록관 웹사이트의 운영과 이용이 철저히 법적인 테두리 안에서 이루어지고 있음을 알려야 한다. 둘째, 성문화된 지침 또는 가이드라인으로 접근정책을 제정하고 웹사이트에 게시하여 체계적이고 효과적인 대통령기록물의 이용이 이루어질 수 있도록 해야 한다. 셋째, 대통령기록관의 주소, 전화번호, 위치와 같은 실제적인 정보와 더불어 소장 기록에 대한 개괄적인 소개, 기록관에서 제공하는 서비스 등을 안내하여 이용자의 접근성을 높여야 한다. 넷째, 웹사이트에 목록, 인벤토리, 가이드, 색인 등을 제공하여 소장 기록의 소재정보를 제공하고 원문을 디지털화 하여 인터넷을 통해 바로 서비스 할 수 있도록 해야 한다. 다섯째, 다양한 검색도구를 통해 대통령기록관의 소장 기록과 웹사이트의 이용이 용이하도록 도와야 한다. 여섯째, 교육과 전시프로그램을 구성하여 기록에 대한 관심과 이용을 증진시켜야 한다. 일곱째, 소장 기록 자체가 아닌 그 소장 기록이 담고 있는 내용을 이용자에게 제공할 수 있도록 콘텐츠를 구성하고 이용절차를 안내해야 한다. 여덟째, 대통령기록물 생산자인 대통령과 관련 인물들에 대한 정보를 구축하여 이용자들의 이해를 도와야 한다. 아홉째, 대통령기록관에서 소장하고 있지 않은 기록이나 정보에 대한 안내를 제공하여 이용자들이 관심 있는 주제에 대해 포괄적인 접근할 수 있도록 해야 한다. 열째, 웹사이트의 메뉴 안내와 사이트맵을 제공하여 웹사이트를 편리하게 이용할 수 있도록 해야 한다. 끝으로, 이용자 의견 수렴 체제를 구축하여 인터넷 서비스의 질적 수준을 높이거나 이후 새로운 서비스를 개발하는데 참고해야 한다.
추가 구성요소로서 첫째, 대통령과 직접적인 관련은 없지만 특정 주제 및 인물의 기록 컬렉션을 구축하여 다양한 이용자 계층의 관심을 이끌어 내야 한다. 둘째, 웹사이트의 특징이 시간과 공간을 초월한다는 것이므로 해외에서의 접근을 대비하여 외국어 버전을 고려해야 한다. 셋째, 어린이 전용 페이지를 통해 웹사이트의 이용자층을 넓히고 교육기능을 확대해야 한다. 넷째, 온라인 기념품점을 구성하여 대통령기록관의 관광기능을 강화시킬 수 있도록 해야 한다.
