ISO 15489 인증제도 도입에 관한 연구 = A Study on Introduction of ISO 15489 Certification System

ISO 15489 is designed to provide guidance on records management practice in all place of creating records and this outlines records management policies, procedure and process to ensure accountable and responsible administration in organizations. As the importance of records management has been increasing, this ISO 15489 was introduced as a standard to govern records management in many countries and Korea also introduced ISO 15489 in 2003 and adopted as national standards with title of KS X ISO 15489.
Even though there has been given the efforts for more standardized and systemized records management through ISO 15489, there are not any valuation standard or supporting to judge whether the actual records management are done well or not. The introduction of ISO 15489 as certified standard system will bring institutional condition to value the records management.
For this, this paper took the ISO 9000 and ISO 14000, the representative standards globally, as case studies to find out introduction background, procedure and required conditions to introduce ISO 15489 as a certification standard system and lastly to list what should be done ahead of the introduction.
What should be solved before introduction of ISO 15489 is raising recognition, preparation of regulation system and organization of system in this paper. Also reviewed issues in each subject and tried to collect and analyze data through qualitative methodology for setting up strategy and specific subjects. Through interviews with specialists in standardization and records management, that is partly controlled and reviewed multi laterally the issues related with introduction.
Currently, every certified standard system is based on Industrial Standardization Act and ISO 9000 and ISO 14000 are also required to certify based on each supporting regulation. ISO 15489 also should establish the supporting regulation including clauses of certification on records management. Also in constitution of a organization, should operate according to certification organization system of ISO9000 and ISO 14000. At this time, ISO 15489 is needed to be considered or call to mind that ISO 15489 is records management standard. For this, raising recognition about ISO 15489 certification and records management itself should be ahead.

국문 초록 (Abstract)

ISO 15489는 기록관리의 모범 실무를 국제적으로 표준화하여 조직의 투명행정 및 책임행정을 보장하는 기록관리 정책, 절차 및 과정을 상위레벨에서 규정하고 있는 표준이다. 특히 기록관리의 중요성이 날로 증대되는 가운데 해외 각 나라에서는 ISO 15489를 도입하여 자국의 기록관리 표준으로 제정함으로써 이 표준을 준수하는 가운데 기록관리 업무를 실시하고 있다. 우리나라 역시 2003년에 ISO 15489를 도입하여 KS X ISO 15489라는 표제를 가진 국가 표준으로 제정하였다.
그러나 ISO 15489를 통한 표준화되고 체계적인 기록관리를 실행하기 위한 노력을 기울이고 있음에도 불구하고, 실제로 현장에서 실행되고 있는 기록관리 업무가 제대로 이루어지고 있는지에 대하여 판단할 수 있는 근거나 평가할 수 있는 기준은 없는 실정이다. 때문에 ISO 15489를 인증표준으로 도입함으로써 기록관리에 대하여 평가할 수 있는 제도적인 여건을 마련하는 것이 중요할 것이다.
이를 위해 본 연구에서는 대표적인 인증제도로 잘 알려져 있는 ISO 9000 및 ISO 14000을 통해서 이들 표준이 우리나라로 도입된 배경 및 과정, 그리고 도입하는데 있어 필요한 요건들을 분석하여 도출한 결과물을 통해 ISO 15489를 도입하기 위해 선결되어야 할 과제를 제시하였다. ISO 15489 인증제도 도입과 관련하여 선결되어야 할 과제로서 제도 도입의 필요성에 대한 인식 제고, 법제의 정비, 조직의 구성을 설정하였다. 또한 본 연구에서는 각 과제별로 쟁점을 확인하고, 추진 세부과제 및 전략 수립을 위해 질적 방법론을 통한 데이터 수집 및 분석을 시도하였다. 기록관리 및 표준 인증 분야 전문가들과의 인터뷰를 통해 인증제도 도입을 위한 선결과제가 부분적으로 조정되었으며 도입과 관련하여 고려하여야할 사항이 다각적으로 검토되었다.
현재 우리나라의 모든 인증제도는 산업표준화법을 근거로 하고 있으며, ISO 9000과 ISO 14000의 경우 각각 근거 법령을 마련하여 인증을 실시하도록 하고 있다. ISO 15489 역시 기록관리에 대한 인증 관련 조항을 포함하는 근거 법령을 마련해야 할 것이다. 조직의 구성에 있어서도 ISO 9000 및 ISO 14000의 인증조직체계를 따라 운영해야 하며 이 때 ISO 15489가 기록관리표준임을 고려하는 것이 필요하다. 이를 위해서는 기록관리 및 기록관리에 대한 ISO 15489 인증에 대한 인식을 제고하는 것이 우선적으로 이루어져야 할 것이다.
