청소년자원봉사활동의 실태와 활성화 방안에 관한 연구

The purpose of this research is to present the general plan for the current system.
Although the system reflects juvenile’s volunteer activities to their school record, it operates ineffectively because it is not vitalized enough. The research includes the theories of a general notion and characteristic of juvenile’s volunteer activities, their needs, and also with how it works in foreign countries. It has also grasp the problem of current system for juvenile’s volunteer by analyzing understanding of juveniles for volunteer work and the actual conditions of them. By examining the above, effective management of the program for actual circumstances and the changes of system which support them is mentioned in the research. The main problem for current juvenile’s volunteer work will be discussed.
First, the general notion of volunteer activity is not recognized enough for juveniles.
Second, lack of preparation and intensive evaluation of the volunteer activities. It leads to lack of variation of volunteer work which does not reflect juvenile’s aptitude.
Third, lack of support and concern because of the lack of the general notion of volunteer activity for teachers, also with absence of the teacher who is in charge of the matter.
Fourth, the current system does not provide enough sites for juveniles to do the volunteer activities.
In order to solve the problems listed above this report suggests following schemes.
First, the revaluation of juvenile’s volunteer activity is required.
The organization which is in charge of volunteer work should let the juveniles to know that volunteer activity is significant social activity. In order to achieve this, not only preliminary education for general knowledge of volunteer work is needed, but also reeducation and evaluation is required. Also it is required to let juveniles know it is essential learning that is not only needed for them but also is needed for their family, parents, teachers, and society.
Second, a policy to support revaluate the meaning of volunteer activity is needed.
Volunteer activity should be approached as a long-term plan. In order to achieve this, volunteer activity should be included in the formal school education so that juveniles can learn not only the meaning, the method, and something to gain by doing of volunteer work but also go out there to face difficulty of local society and try to figure out the solution.
Third, a policy to support juvenile’s volunteer activity is needed.
After volunteer activity has taken as a compulsory, the number of volunteers has been increased. However, the policies that support leave much to be desired. So it is required that each school should have teachers who take full charge of volunteer activity. Also government should provide remuneration for them so that they can concentrate on their work.
In conclusion, problem for current volunteer system had been reviewed with suggestion to improve it. In order to vitalize juvenile’s volunteer activity, revaluation and national support is needed.

국문 초록 (Abstract)

본 연구는 현재 청소년들의 봉사활동 시간을 점수화하여 성적에 반영하는 제도를 도비하고 있음에도 불구하고 활성화되지 못하여 비효율적으로 운영되고 있는 청소년자원봉사활동을 개선하고 효율적인 방안을 제시하는데 그 목적이 있다.
따라서 청소년자원봉사활동의 개념 및 특성, 청소년자원봉사활동의 필요성, 외국의 동향 등에 관한 이론들을 살펴보았고, 현재 봉사활동에 참여하고 있는 학생들을 대상으로 봉사활동에 관한 인식과 실태를 조사·분석함으로써 청소년자원봉사활동의 문제점을 파악하고, 현 실정에 맞는 교육 및 프로그램의 효율적인 운영방안과 이를 뒷받침해주는 제도적인 측면의 개선방안들을 모색해 보고자 연구되었다.
본 연구를 통해 살펴본 청소년자원봉사활동의 주요 문제점은 다음과 같다.
첫째,자원봉사활동에 관한 인식 및 태도의 문제점을 들 수 있다.
둘째,청소년자원봉사활동을 위한 사전교육이나 평가가 제대로 이루어지지않고,청소년들의 욕구나 적성에 맞는 다양한 봉사활동 프로그램이 제공되지못하고 있다.
셋째,학교교사들의 인식부족과 업무부담,학교 내 전담교사의 부재 등으로인하여 체계적인 관심과 지원이 이루어지지 않고 있다.
넷째,청소년자원봉사활동 프로그램 등의 실시가 청소년들의 욕구를 충족할만한 활동터전과 활동영역을 제공하지 못하는 등 여러 가지 한계점에 부딪히고 있는 실정이다.이상과 같은 문제점을 개선하고 활성화 하기 위하여 본연구자는 다음과 같은 방안들을 제시하고자 한다.
첫째,청소년자원봉사활동에 대한 인식이 개선되어야 한다.
학교나 봉사관련기관이나 단체는 봉사활동을 시작하기에 앞서 학생들이 자원봉사가 형식적인 활동이 아니라 의미 있는 사회활동임을 인식하도록 사전에 전반적인 자원봉사활동에 대한 교육을 실시함은 물론 봉사활동이 끝난후에도 철저한 사후평가와 지속적인 재교육을 실시하여야 한다.또한 학생뿐아니라 가족,학교,교사,자원봉사 관련기관 담당자,나아가서는 사회전체가자원봉사에 대한 필요성과 의미를 새로이 인식하여,기존의 형식적인 진행이아니라 학생들의 성장과정에 반드시 필요한 학습으로 그 의미를 인식하고지도해야 할 것이다.
둘째,봉사학습의 의미를 실천하기 위한 정책이 마련되어야 한다.
자원봉사활동을 정규수업 이외의 특별활동프로그램으로의 접근이 아닌 국가에서 관심을 가지고 정규 학교교육과정에 포함하여 자원봉사의 진정한 의미가 무엇인지에 대한 교육과 함께 자원봉사활동의 방법 및 자원봉사를 통해 얻을 수 있는 이익 등을 교육하는 것 뿐 아니라 직접 실천현장에 나가지역사회의 문제를 피부로 느끼고 해결책을 모색해 보는 기회를 제공하도록하는 장기적인 개입계획을 마련하여야 한다.
셋째,청소년자원봉사활동에 필요한 제도적 뒷받침이 이루어져야 한다.
청소년자원봉사활동이 의무화됨에 따라 점차 자원봉사자의 수는 늘어나고있는 반면 아직까지 우리사회는 청소년 모두에게 의미 있는 자원봉사활동을제공하거나 교육적 차원에서 도와줄 준비가 미흡한 상황이다.따라서 각 학교별로 청소년들에게 다양한 정보를 제공해 줄 수 있는 전담인력을 배치하도록 하여야 할 것이고,지속적으로 자원봉사활동을 담당하는 교사들에 대한연수와 적절한 보상 제도를 마련하여 보다 전문화된 역할을 수행하도록 하여야 할 것이다.
이상과 같이 청소년자원봉사활동의 문제점을 살펴보고,활성화를 위한 개선방안을 제시하였다.청소년 자원봉사활동의 활성화를 위해서는 청소년 뿐 아니라 학부모,교사,지역사회,나아가 국가 전체가 자원봉사활동의 올바른 이해와 그 필요성에 대해 인식하고 적극적인 참여가 이루어져야 할 것이다.
