Plazas are the representative public space of cities and its features, or in other words its placeness, is socially constructed. Seoul Plaza, which is being dealt with in this study, also expresses the dynamic relation of the power found within the social conflicts through space. However, historical processes acted as an important variable in creating the space in front of City Hall in the name of 'Seoul Plaza'. After being established as a visibly-pleasing plaza, the character of Seoul Plaza no longer was in the form that was socially constructed, and instead was planned and managed as a space with a specific characteristic. The results from this study on the placeness of Seoul Plaza are as seen below.
First, when defining the placeness of a space, a specific event or location is emphasized. Events that occur in certain contexts give a space a certain meaning, while public spaces such as plazas construct its placeness in the events experienced in mass by constituents of a society.
Secondly, Foucault's theory of power that is in the order of power-knowledge-subject says that space is "the most basic matter for exercising all kinds of power." Therefore, the framework of this study can be recomposed in an entirely new framework in power-knowledge-space-subject. For this, space is a subject for applying power and it a space that 'must be trained'. This trained space once again acts as a power device to create a new subject procedure.
Thirdly, the character of the plaza in front of City Hall has historically been created within the tension between politics-power and the mass public. In this dynamic relationship of forces, the plaza in front of City Hall has historically been an area that sometimes displayed national authority, while at other times it exhibited the resistance of the people. In particular, the conflict in June 1987 made the plaza in front of City Hall symbolic of democracy and freedom, while it also symbolized that something was overthrown. This was a major turning point in composing the character of the plaza in the future.
Fourthly, the people's plaza discussion that materialized since the 2002 World Cup was appropriated into a cultural plaza discussion by being combined with the cultural city strategies of the city of Seoul. Through these processes, the plaza in front of City Hall was established not as a street for automobiles, but as a 'plaza'. However, rather than being a typical plaza, it was planned as a cultural (tourism) facility that could create economic values. This was also a method for managing the meaning of overthrowing that the plaza possessed.
Fifthly, after the plaza in front of City Hall was established as a grass plaza with the name 'Seoul Plaza', and under Seoul's strategies to make it a cultural facility, it became realized with the three characteristics of 'division and exclusion': Seoul Plaza morning assemblies, selective spatial management and hosting cultural and art events. Under these strategies, Seoul Plaza is changing from a space where street politics was performed in the past to a place of power as a 'cultural' space.
Lastly, the fact that Seoul Plaza is becoming empowered as a 'cultural space' is supported by the 2006 World Cup. This space, which is enveloped in politics-capital-media powers, was used as a tool to fit the objectives of these powers. Furthermore, participants of the plaza became subject to regulations of even their smallest actions in this plaza that became a tool for power.
