정부 부처 정보화 업무 분석을 통한 국토정보 통합 방안에 관한 연구 : 한국토지정보시스템을 중심으로 = (A) Study on Integration of Land Information by analyzing Government Business : focused on the Korea Land Information System(KLIS)

국문 초록 (Abstract)

1995년부터 시작된 국가지리정보체계(NGIS)구축사업을 기점으로 중앙정부 및 각 지방자치단체 등 다양한 분야에서 지리정보를 구축하고 있다. 특히, 2006년 토지이용규제기본법이 발효되면서 국토이용정보체계를 중심으로 지리정보를 포함한 다양한 국토관련 정보가 통합될 수 있는 기반이 확보되었다.
이러한 상황에서 정부에서는 2006년 5월 국토통합정보시스템 구축 추진을 발표하였지만, 현재 자료의 갱신 및 정비가 미흡하고 개별 부처별로 추진하는 국토관련 정보화사업간의 연계가 잘 이루어지지 않아 추진에 어려움이 있는 실정이다.
본 연구에서는 한국토지정보시스템을 중심으로 국토정보를 통합하기 위한 실천적인 전략을 제시하였다. 우선 국내외 관련연구 동향과 정부추진사업 현황 등 국토정보 통합을 위한 환경을 고찰하였으며, 국토정보 통합의 문제점을 유형별로 정의하고 업무, 데이터, 시스템 및 조직·제도영역별로 개선사항을 도출하였다.
이에 따라 본 연구에서는 국토정보를 통합하기 위한 전략을 다음과 같이 수립하였다. 첫째, 기본도를 공동 활용하고 표준화체계를 수립하며 국토기반서버를 도입하는 등 국토통합정보시스템 인프라를 구축한다. 둘째, 국토통합DB를 구축하고 수요자 중심으로 국토통합응용시스템 및 컨텐츠를 개발한다. 셋째, 국토통합정보 구축의 법·제도적 근거를 마련하고 정보유통방안을 수립하며 콜센터 등 운영조직을 구성하는 등 국토통합정보관리체계를 구축한다.

Since NGIS project initiated in 1995, many central and local government agencies have been involved in GIS project. Especially, as Land Use Regulation Act taking effect in 2006, it has been secured information infrastructure for integrating land informations in various fields centering around Land Use Information System.
Based on this background, central government had addressed the plan for building the Integrated Land Information System in May 2006, however, it hard to promote it, because of weak linkage between information systems related to land that government agencies have separately built and of inadequate information updating and maintaining.
This study suggested an action strategy for integrating land information, focused on the Korea Land Information System(KLIS). First of all, this study has analyzed the environment for integrating land information such as its related researches and the situation of government information projects, then has defined problems for integrating land information and derived improvement points by business, data, system and organization.
Therefore, the study has established the strategy for integrating land information as follow. First, build the information infrastructure for the Integrated Land Information System such as joint utilization of base maps, establishment of standardization system and the introduction of land foundation server. Second, build the integrated land information database and develop application systems based on the Integrated Land Information System and content focused on consumers. Third, build an integrated system including legal grounds, distributive network and organizations like call center.
