外國의 滯在形週末農場事例를 통한 韓國式 滯在形週末農場 形態에 대한 堤案 = A Proposal for Korean Styles of Weekend-stay Farm Through Some Case Studies in Foreign Countries.

국문 초록 (Abstract)

본 연구는 외국의 체재형 주말농장인 러시아의 다차, 독일의 클라인가르텐, 일본의 시민농원의 사례를 분석하여 현재 우리나라에서 당일형으로 개발하여 운영되어지고 있는 주말농장을 체재형 농장으로 전환, 발전시키기 위한 모델을 제시하고자 수행하였다. 이를 위하여 지금까지 운영되고 있는 주말농장의 현황과 운영실태를 서울 근교에 있는 주말농장을 방문, 농장주와의 면담 등을 통해 파악하고 우리나라 주말농장의 문제점과 발전방안 등을 분석하였다. 연구 결과를 요약하면 다음과 같다.

1. 서울 도심이나 도시근교의 주말농장은 별다른 법적 제재나 허가상의 제재 없이, 또 운영상의 법적 보호 없이 농장주의 개인 의사에 의해서 운영되고 있는 실정이며, 편의시설이 제대로 갖추어진 농장은 수요가 꾸준히 증가하고 있으나, 그렇지 못한 곳은 참여자들이 기피하고 분양을 받더라도 중도에 포기하여 방치한 상태로 여러 가지 불편사항을 동반하고 있었다.

2. 러시아와 독일의 체재형 주말농장은 처음에는 공한지를 개발하여 귀족들에게 나누어준 것에서 출발하여 전쟁기간 동안 식량공급원의 역할을 하였고, 현대에 와서는 소득의 증가, 여가선용 기회의 증가, 주5일 근무제 정착 등의 요소에 편승하여 가족과 함께 이용하는 주말농장으로 변천해 가고 있다. 일본의 주말농장은 레크레이션 및 여가선용의 증대, 농작물의 재배, 장애자와 고령자에 대한 사회적인 대책과 더불어 도,농교류의 증진이 주된 목적을 띠고 시작하여 도시형, 도시근교형, 농촌형 등의 시민농원으로 발전하였다.

3. 외국의 사례를 통하여 비교 분석한 결과 우리나라의 체재형 주말농장 조성은 토지 및 도시 주거환경이 비슷한 일본의 시민농원과 같은 형태가 적합하다고 보며 우리 실정에 맞도록 보완할 필요가 있다고 판단된다. 체재형 주말농장 조성을 통해 도시의 노년층에게 자연속에서 정주할 수 있는 휴식공간을 제공하고 한국식 체재형 주말농장을 개발하여 노년층을 농촌으로 유도하여 새로운 농촌문화로 육성, 발전시킬 수 있도록 연구해야할 필요성이 있다고 판단된다.

4. 우리나라 실정에 맞는 체재형 주말농장은 이용거리, 이용시간, 개발지역, 입지조건, 프로그램 등 이용자들의 욕구를 충족시킬 수 있도록 임대형이나 동호회형, 가족형, 펜션형, 캠퍼/모빌홈형 등으로 구분하여 개발되어야 하며, 이를 위하여 농림부와 산하 기관들은 주말농장에 관심을 가지고 꾸준한 연구는 물론 농촌정비법을 체계적으로 개정하여 개발에 필요한 법적인 규제나 제약을 간소화할 수 있도록 하여야 할 것이다. 아울러서 재배작물과 작형의 개발, 작업편이성의 개선, 이벤트 프로그램의 개발 등의 소프트적인 면의 발달이 수반되어야 할 것이다.


This study was conducted to suggest new models as the staying type for the weekend farm currently being operated as an one-day shuttle type by analyzing the examples of foreign countries such as Russian dacha, Germany kleingarten and Japanese civil farm. The current status of weekend farms were investigated through the reported materials. Furthermore, the problems facing at several weekend farms in the suburbs of Seoul were analyzed through interviews with the owners of the weekend farms. The findings of this study are summarized as follows:

1. Weekend farms in the suburbs of Seoul were being managed by the owners on their own without legal restraints, or legal protection. While the demand for the proper convenience facilities was steadily increasing, well-facilitated weekend farms is rare and their participants must endure with inconvenience.

2. The staying types of weekend farms in Russia and Germany were constructed on the lands distributed to aristocrats at first and functioned as the source of foodstuffs during wartimes. Recently with the increase in the individual income and leisure time, they have been changed to the weekend farms utilized as the places where the users enjoy with their family. Japanese civil farm started as the social countermeasure for recreation and leisure of the handicapped and the old and for the purpose of communication between urban and rural society has been developed diversely to the weekend farms such as urban, suburb, and rural types.

3. From the above results about the analysis of the domestic and foreign weekend farms, it is suggested that the Japanese civil farm is the most adaptable to the staying type of weekend farm in Korea with some modification. It is necessary to provide recreation place in the nature to the aged people living in the urban area through the development of the Korean style staying weekend farm, which is studied further to contribute to the creation of the new rural culture.

4. The suitable distance and time to reach to the farm, region, circumstance, and program are considered for construction of the staying weekend farm in order to satisfy the users' demand according to each type such as rental type, club type, family type, pension type and camper/mobile home type. To achieve this, it is preceeded that the Ministry of Agriculture and Forestry and its agencies should make efforts to arrange the systems of the staying weekend farms legally and theoretically. Furthermore, the progress in the software such as the cultured crops and patterns, the convenience of working, and the event program, etc. is accompanied.
