Our society has been rapidly urbanized due to the remarkable industrial development since 1970''s, causing various urban problems such as shortage of the basic urban facilities and poor living environment. On the other hand, as the economic growth has been concentrated in cities, our urban structures have been distorted, while the poor population flooding our cities have been settled down in the areas not permitted for residence. Such problems have also impeded a sound development of our cities.Lately, citizens living in Seoul and some capital areas are more and more concerned about the downtown redevelopment projects, while their living environment is being deteriorated with less low-rise and low-density apartment housing complexes. Thus, the current downtown redevelopment projects aim at the high-density apartment housing complexes which do not warrant an economic redevelopment. The purpose of this study was to address the problems of such downtown redevelopment projects and thereupon, suggest the ways to activate the downtown redevelopment projects in Seoul and the capital areas. This study consists of 6 chapters. Chapter I introduces background, purpose, scope and methods of the study. Chapter II reviews the preceding studies and thereby, emphasizes importance and urgency of the downtown redevelopment. Chapter III analyzes the results of a survey about domestic and foreign cases of downtown redevelopment projects. Chapter IV addresses the problems of downtown redevelopment projects by type of project in view of their system and operation. Chapter V suggests the directions for reforming the downtown redevelopment projects in terms of system and financing. Chapter VI concludes the study as follows;First, since the downtown redevelopment projects aim to make use of the land in a more reasonable way and recover and develop the functions of city and thereby, maximize the efficiency of urban redevelopment in association with the basic city plans, it is deemed necessary to resolve their relevant legal, institutional and technical problems and thereby, design a feasible redevelopment plan.Second, since the poor living areas not permitted are different from the obsolete housing areas in terms of their background, the downtown redevelopment projects should be designed to achieve the goals of physical and functional fitness and low-income people''s housing and living stability simultaneously. In this context, the downtown redevelopment districts need to be designated as wide as possible for a well-coordinated city plan, while being divided into 'public redevelopment areas' and 'private autonomous redevelopment areas' depending on their characteristics or goals. In other words, the institutional mechanism should be re-engineered to warrant an optimal reorganization of the social and physical structures as well as the public interests of the projects.Third, in case of housing improvement redevelopment projects, it is deemed essential to increase the roles of the public sector in order to stabilize the low-income people''s housing life. To this end, it is necessary to design the basic housing improvement redevelopment plans effectively and thereby, implement them in a systematic way in association with the public housing policies. In addition, it is required of the government to enact a special law or executive decree to divide the downtown redevelopment projects into obsolete housing area redevelopment projects and poor living environment area redevelopment projects. In order to realize the above reform measures, it is necessary to rearrange various laws and systems about land and buildings, and at the same time, design long- and short-term implementation plans associated with the basic urban plans.
