A Festival has a merit in terms of investment cost efficiency unlike existing community development mainly focusing on new construction, and, since the beginning of the local self-government era in 1995, each local autonomous entity has selected to hold a festival in order to harmonize residents, revitalize local economic conditions, and promote well-known local products and city brand policies. Futhermore, as the Department of Culture and Physical Exercise had changed into the Ministry of Culture and Tourism, the festival promotion project was enforced in ernest, so that time can be described as the beginning of the real festival era.
In late 2006, now, there are about 1,000 local festivals across the country, and this figures would be thousands every year if festivals budged over ten million won by each local autonomous entity are added. Although many studies and evaluations on a festival has been progressed, a study on preferences of a resident-oriented festival sponsored by a local autonomous entity has not sufficiently done yet. One of the most important parts of a festival is spontaneous and active participation from residents. To maximize spontaneous participation of residents, mutual understanding from residents is critical, so a local festival should make them to feel pride in it. From this point, a resident-oriented festival focusing on program organization should prepare and manage a festival by planning a program that is considered preciously by residents and is preferred by visitors. In other words, it is able to pave the way for revitalizing a festival through spontaneous participation, its maximization, and image promotion of the region.
Hence, this study statistically analyzed questionnaires about program preference of residents who visited 2007 Mount Sikjang Spring Flower Festival and visitors who could be potential visitors, and results of such analysis are as follows:
First of all, as a result of demographically analyzing visitors of the Mount Sikjang Spring Flowers Festival, the main target class were from housewives in their thirties who graduated from a university and had an income lower than 2 million won or female office workers who visited there with their families. In addition, to organize preferred programs by ages of residents, reasonable work division between a festival consulting professional, a festival planning/directing agency, and a public official of government and public offices that is a organizer should be prepared. Preceeding Modeling of a resident-oriented festival preferred and satisfied by residents eventually can be established when continuous evaluation analysis is performed and appropriate direction is presented.
Second, as a result of analyzing results from preferred programs by visitors and non-visitors, a culture experience program including educational massage creating real effects by visitors should be organized. Also, program organization strategy corresponding to the theme "Spring Flowers" and spreading beautiful and comfortable atmosphere is needed to attract potential visitors (non-visitors) positively.
Third, as a result of analyzing a common program of domestic spring flowers festivals, high quality programs should be mainly organized rather than to organize the quantitative program composition with a limited budget in order to maximize effects of a festival.
Fourth, as a result of analyzing programs of the Mount Sikjang Spring Flowers Festival, a program making children and families to participate together and providing cultural performances or various types of experiences for children is needed.
Fifth, as a result of analyzing overseas spring flowers festivals, developing a program providing practical benefits to residents by connecting food, flowers, or well-known local products of a festival to the industry is needed.
Sixth, as result of analyzing other programs, a variety of experience programs reflecting the theme of a spring flowers festival that connects spring to culture is necessary to be developed.
Lastly, to develop a resident-oriented festival, strategy for a representative resident-oriented festival should be prepared by rearranging or abolishing small-sized festivals that have been held frequently with a small budge (not exceeding 100 million won) for community unity in order to develop a representative resident-oriented festival that would bring residents pride for their region by units of a local autonomous entity.
