태권도심판의 공정성 진단과 심판양성제도의 개선방안 = (The)equity-examination of Taekwondo referee & referee-education system improvement plan

In this study, after examining the equity-examination of Taekwondo referee, it is aimed to examine referees' faced-actual problem, a target of them, and grope the plans, to improve the equity of Taekwondo referee through the survey for the Taekwondo department's student, the future's umpires, to develop umpireship systems.
Accordingly, a target of total 374, 174 referees, 200 Taekwondo department' students, the questionnaire was performed, conclusions were deducted as follows.
Firstly, it is aimed to grope improve plan of work-environment for the referees' equity. It is resulted from coaches&players' unbelief moods for umpireship, the biggest obstacle to reform umpireship. Consequently, it is necessary to strengthen class(education)&training, root out unfair acts in allocating referees. And, seeing this study's result, the referees were relative-lowly satisfied as working, especially, and felt highly stressed as wrong refereeing, outside ambience, and protesting of coach. As a result, referees' effort was important, but it was judged to be necessary for effort to improve environment surrounding the umpire. Especially, in results of survey, the attentional fact is that now, in special match, the referee received the suitable allowance as working, but the opinion, the annual bonus must be transferred, is strongly proposed. More fair&honored referees' aspects had difficulty in being hoped.
In accordance, by means of calculating salary, suitable for level 3,2,1 and the international referees' honor the outer environment will be supported for fair umpireship to be performed. And the trials, to improve the work environment, are necessary by the revision of umpireship, and the introduction of electric protector, etc.
Secondly, it was groped that the training-development plan and the revision of education-course about referee, as the improve plan of Taekwondo-referees' training system. Above all, the improvement plan of referee education, was groped. The present referees' education has difficulty in training umpireship, the betterment plans will be conceived. On this, it is to be supposed for researcher to extense the duration of umpireship. In addition, the privilege facts must be strongly-etched to be motivated satisfactorily. the functional education will be performed, the most special point is that the simulation education must be performed.
And, the plans, to improve the education about umpireship in Taekwondo department, were to be groped. it was judged that the acclimate, to understand and respect umpireship, will be promoted, in case the education for the role&quality, in depth, was achieved, being performed for the university is the truth-persuiting place.
Consequently, it was judged that the extension of subject, in relation to umpireship, was necessary, and the one plan, to settle the system to cultivate practical ability by appointing the students as probationer umpire, will be able to prepared, through the interaction, between each Taekwondo department and the regional association, as teaching practice, And, it is important that the students can understand the umpireship, and we make the condition, to dream the future as a referee.
