사회복지사의 인권관점이 실천유형에 미치는 영향 연구 = A Study of the Effect of Right-based Perspective on the Practice Mode of Social Workers

국문 초록 (Abstract)

최근 사회적으로 인권에 대한 관심이 고조되고 있다. 이에 본 연구의 목적은 사회복지 실천현장 중 공공행정기관, 장애인ㆍ노인복지 이용시설 및 생활시설 사회복지사의 인권관점 수준을 파악하고, 사회복지사의 인권관점이 실천유형에 영향을 미치는 정도를 파악하고자 한다.
이리한 연구목적을 달성하기위해 본 연구에서는 대전ㆍ충남ㆍ북지역의 공공행정기관, 노인과 장애인복지 이용시설 및 생활시설에 근무하는 사회복지사를 대상으로 구조화된 설문지를 이용하여 조사를 실시하였다. 수집된 자료를 사회과학을 위한 통계패키지(SPSSWIN 12.0K)의 교차분석, 분산분석(ANOVA), 위계적 회귀분석 방법을 이용하여 통계분석 하였다.
본 연구의 결과 사회복지사의 실천유형에 영향을 미치는 변인으로는 사회복지 교육년수, 전문성, 직무만족도, 인권개입으로 나타났다. 사회복지분야에 따라서는 복지행정분야는 인권의식과 인권개입이 사회복지사의 실천유형에 의미있는 영향을 미치며, 노인복지분야는 교육수준, 전문성, 직무만족도가 영향을 미치는 것으로 나타났으며, 장애인복지분야에서는 의미있는 영향요인이 나타나지 않았다. 시설유형에 따라서는 공공행정기관은 인권의식과 인권개입이, 사회복지 생활시설은 직무만족도, 인권개입이 사회복지사의 실천유형에 의미있는 영향을 미치는 것으로 나타났으며, 사회복지 이용시설은 의미있는 영향요인이 나타나지 않았다.
이러한 연구 결과를 바탕으로 해볼 때, 사회복지실천영역에서는 복지분야와 시설특성에 따라 사회복지사를 대상으로 지속적인 인권 교육을 실시하고, 상급 교육과정에 진학할 수 있는 지원체계 마련, 전문성 향상을 위한 보수교육의 강화, 직무만족도를 높일 수 있는 방안을 마련하여 실시할 필요가 있다.

The concerns on human rights have recently been increased in the social work profession. This study was aimed at investigating the level of right-based perspective of social workers and at differentiating the effect of the right-based perspective on the practice mode of social workers by the fields and setting of social welfare.
The 428 social workers employed by the public welfare organizations and the welfare facilities for the aged and the disabled in Daejeon, Chungnam and Chungbuk Province were interviewed by the structured questionnaire. Data were analyzed by using statistical techniques of SPSSWIN(12.0k) including chi-square, t-test, ANOVA, and hierarchical regression.
The result of this study revealed that the periods of training in the social work profession, the levels of professional knowledges, the job satisfaction and the right-based intervention in social work practice were the casual variables of the practice mode of social workers. The consideration and the use of right-based perspective were the casual variables of the practice mode of social workers in the field of the public welfare administration. The periods of training in the social work profession, the levels of professional knowledges, the job satisfaction were the casual variables in the field of the welfare for the aged. There were no casual variables in the field of the welfare for the disabled. The consideration and the use of right-based perspective were the casual variables of the practice mode of social workers in the public welfare organization. The job satisfaction and the use of right-based perspective were the casual factors in the social welfare facilities for the aged and the disabled. There were no casual variables in community welfare institution.
Based on the results, the in-service education and training on human rights by the field and setting of social welfare, the supportive system and programmes for the advanced education and the increase of job satisfaction of social workers need to be developed and implemented.
