청소년수련활동 활성화를 위한 청소년지도사의 전문성 강화 방안 연구 = (A) study on the measures of intensifying youth leaders' specialty for activate youth discipline activities

국문 초록 (Abstract)

본 연구는 청소년수련활동 활성화를 위한 청소년지도사의 전문성 강화 방안을 제시하는데 있다. 청소년수련활동과 청소년지도사의 전문성과 관련된 선행 연구 자료들의 고찰과 정기 간행물 및 연구소의 실태보고서를 통한 문헌 분석을 하였으며 청소년활동 영역 중 수련활동 분야만을 중심으로 청소년수련활동의 활성화를 위한 청소년지도사의 전문성 강화에 초점을 맞추었다. 연구 내용을 요약하면 다음과 같다.
첫째, 청소년지도사의 양성현황 및 등급 연수체계와 청소년지도사 자격검정제도의 문제점을 살펴보고 교직 전문성과의 비교를 통하여 청소년활동 현장과 학교 교육과의 상호보완 체제를 확립한다는 차원에서 교직에 준하는 전문성 개발을 목표로 하는데 있다. 그러기 위해서는 청소년지도사의 양성 교육과정 및 청소년지도사 자격검정제도를 수정·보완하고 개선하기 위해서 양성 교육과정 영역에 대한 면밀한 검토와 연구가 선행되어야 한다.
둘째, 청소년지도인력의 전문성 개발 및 강화를 위해서는 청소년활동의 교육적 효과에 대한 신뢰기반이 확충되기 위해 청소년지도사의 전문성에 대한 엄격한 평정 척도와 지표, 방법들이 개발되어 지도직의 전문성이 지속적으로 관리되어야 한다.
셋째, 청소년지도사의 전문성 확보의 기반이자 기초적인 단계라 할 수 있는 고급인력의 유인과 양성, 활동현장과의 전문성 연계의 단계라 할 수 있는 선발 및 배치, 청소년수련시설에 종사하는 청소년지도사의 안정된 처우와 사회적 대우를 개선 보장하여야 한다.
청소년수련활동의 활성화를 위해 청소년지도사의 전문성 강화는 결코 쉬운 일이 아니다. 청소년지도사 자격검정 제도가 도입·시행된 지 10여년이 지났지만 청소년학의 학문적 정립이 미흡하고 근무여건과 환경이 안정되지 않아 전문성 확립이 어려운 실정이다. 이러한 가운데 청소년수련활동의 활성화를 위해 청소년지도사의 전문성이 강화되기 위한 방안이 정책화되고 집행되기 위해서는 무엇보다 정책과 이론 그리고 현장이 서로 유기적으로 연계·협조가 이루어져야 한다.
또한 청소년지도사는 청소년육성에 대한 올바른 이해와 연구가 필요하며 청소년 앞에 설 수 있는 전문적 자질을 키우기 위해 자기 수양에 기본이 되는 철학, 역사, 윤리와 같은 학문에 깊은 조예를 갖추고 스스로 꾸준히 노력해야 할 것이다.

다국어 초록 (Multilingual Abstract)

The study was intended to present the measures for intensifying youth leaders' specialty in order to activate youth discipline activities. In this study, previous studies associated with the youth discipline activities and the youth leaders' speciality were investigated, and literature like periodical journals and facts reports of research institutes were reviewed. Of many area in the youth activities, discipline activities only were dealt in this study, focused on intensifying the youth leaders' specialty for activating the youth discipline activities. The contents of the study are as follows.
1. Education status of youth leaders and the training by grade, and the problems of youth leader certification system were investigated. Out of main object of establishing a mutual complementary system between youth activities field and the school education, it was intended to develop such a specialty in parallel to the teaching profession through comparison with the specialty of teaching profession. In order to modify, complement, and improve the youth leader education curriculum and the certification system, it is required to closely review and study first the education curriculum to be ahead.
2. In order to develop and intensify the specialty of youth leader manpower, it needs to design stern evaluation scale, index, and method and continuously manage those leaders' specialty so that reliability on educational effect of youth activities could be secured.
3. It should guarantee the attraction and cultivation of competent leaders, which is the ground and basic step for securing youth leaders's specialty, leader selection and deployment as the linkage between activity field and the specialty, and stable and socially recognized treatment.
It is not easy to intensify youth leaders' specialty for activating the youth discipline activities at all. It has passed about 10 years since the youth leader certification system was introduced, but youth studies is poor in academic organization, and working condition and environment are not stable, which made it hard to establish the specialty. Then, most of all, it is necessary to make organic connection and cooperation among policy, theory, and the field to frame and enforce the policies for intensifying youth leaders' specialty for the purpose of activating youth discipline activities.
Also, youth leaders need to rightly recognize and study the youth discipline, and ceaselessly try to have academic attainment in philosophy, history, ethics, and the likes which are the basis of self discipline to raise a professional talent as the leader for the youth.
