The changes of social environments-localization and democratization -signified the extension of consciousness of individual right and the consciousness of right protection. As the violations of rights and conflicts of interest had been sensitive, the conflicts of interest between neighborhoods, local governments, other organizations and groups had been increased. Such social environment changes had given a considerable influence even on the civil-military conflicts and have led the sharp rise in the number of the conflicts in the 1900s. In particular, the conflicts including the operation, maintenance and management of system reform, military bases, and facilities started to be contemporary and the conflicts with respect to property rights, compensations, feeling and public harm as well as merits and exploits had sharply increased. Even the conflicts related to compensations, feeling, public harm, blows, violence, abuse of confidence, and professional misconduct had augmented until the mid 2000s. That is to say, the civil-military conflicts during the period between 1990s and 2000s which were potential under the oppression were mainly superficially expressed due to localization and democratization and most conflicts were directly and indirectly connected to administrative and systematic problems.
According to the analysis by types of conflicts, on one hand, ‘Guaranty Conflicts’ excessively restrict the property rights from the excessive setup of the military installation reservation. The military bases cause the invasion on the living environments including noise and dust accompanying military training programs, operational control in military actions and other additional activities and finally drop in the values of adjacent real estates. On the other hand, 'Compensation Conflicts' derive from the difference in views with respect to the compensation on environmental pollution, occupation without permission and use of private lands and the level of compensation. 'Correction conflicts' are related to the feeling of organizational members and arises from illegal actions, temporary emotional clash and so on while 'Recompense Conflicts' result from administrative treatment to find facts from systematic defectiveness and record inaccurateness and destruction by fire. In short, the guaranty conflicts arise from the elements in system and economy while the compensation conflicts link to environmental and economic problems. The correction conflicts and the recompense conflicts are caused by emotional problems and systematic and administrative ones, respectively. In conclusion, the conflict management strategies to settle or prevent the Korean civil-military conflicts should be established in the administrative, systematic, economic and environmental aspects to cure the root of the conflicts. Therefore, the settlement and prevention of the civil-military conflicts is to free from low formalization in a priority level. To be brief, the systems related to administrative procedures and regulations should be consistently supplemented and improved in consideration for the changes in the social and military operational environment and all the regulations and controls and other rules including the Act on the Protection of Military Installations should be reconsidered from the original concept.
As for the conservation of the environment, it is necessary to invest budgets and efforts into projects and programs including preservation and recovery of environment, and withdrawals of military bases and closed military bases left in mountains and fields nationwide or unfit for the concept of modern warfare which are connected to the execution of the Act on the Protection of Military Installations lest that the military forces should evaluate as a group separate from the conservation of the environment. Such visible efforts will give the military forces very positive influences on the operation and management.
