Recently, various new administrative techniques, operating systems and institutions that are actively being introduced to hospital administration have had a positive impact not only on the application process but also on their outcome, bringing about a sea change in the management of medical centers.
Some medical centers that are apparently non-profit organizations in particular are genuinely advocating outcome-oriented management to acquire sustainable management system and establish independent survival basis in the rapidly changing administrative environment, and such trend initiated by university hospitals that are either a foundation incorporation or a social welfare foundation is proliferating to the overall medical world.
The forms of pursuing such transformation that is apparently management innovation are not the same in many medical centers, and it is organization culture that can explain the diversity. And merit pay system is representative of outcome-oriented management, and the administration of multi-rater system for training and evaluation of human resources that will uphold such management systems in the dimensions of competence-oriented staff recruitment and appointment is now on the rise.
The workers' job involvement and organization commitment are pivotal factors for these institutions to be successfully administered and to contribute to the management. The study positively analyzed the variables that have impact on organization commitment, and major results from which are as follow:
First, there was variation of statistical significance in the types of organizational culture of medical centers by their types of foundation, with the medical centers that are foundation corporations having the most peculiarity of collective organizational culture.
Second, the merit pay system variables had a positive impact on the organization commitment, and particularly all the fairness variables were statistically significant. Therefore, merit pay system was apparently an important variable that heightens organization commitment.
Third, one of the variables of multi-rater system, the evaluation criteria had a statistically significant positive impact on the emotional and normative organization commitment, while other 3 variables either did not have an impact on the degree of involvement or were non-significant, failing to act as a dynamic factor in upgrading organization commitment.
Fourth, the strong organization commitment in medical centers that are foundation corporations was statistically significant, but when it came to sustained involvement, it was not significantly different from that of the medical centers that are academic foundations.
As shown above, the result of the study suggests that organizational culture of medical centers tends to be collective and developmental one, and organization commitment is the strongest in the medical centers where collective organizational culture is the strongest. The study also provides a logical basis to the statement that organization commitment can be fortified by improving procedural fairness of merit pay system, distributional fairness, and compensatory satisfaction level, and presents the proofs of fortified organization commitment resulting from the emphasis on such evaluation criteria as the degree of understanding of multi-rater system, the appropriateness of evaluation items, and the job relativity.
