서울디지털산업단지의 구조고도화에 따른 지역적 파급효과분석 = A Study on the Effects of Structure Hightening of Seoul Digital Industrial Complex

국문 초록 (Abstract)

서울디지털산업단지가 조성된지 30여년 이상이 되어감에 따라 경제여건의 변화와 주변지역의 도시화 및 단지 내 기반시설이 노후화 되었으며, 아파트형공장의 설립 증가로 입주업체 및 근로자는 급증하고 있는 반면 산업단지 내 기반시설은 턱없이 부족하고 첨단 제조업 및 IT업체의 발전을 뒷받침할 수 있는 혁신인프라가 매우 부족한 상황이다. 이에 따라 서울디지털산업단지를 구조고도화 하려는 계획이 현재 진행되고 있는 실정이다. 그동안 진행상황은 2005년 10월 말 서울디지털산업단지 구조고도화 기본계획 수립에 대한 용역이 완료된 상태이며, 2006년 11월 정부에 기본계획에 대한 승인을 신청한 상태이다.
산업단지 기반시설의 유지·보수·확충을 통한 기업체의 경쟁력 제고와 근로자의 삶의 질 향상을 위한 하드웨어적인 사업을 구조고도화라 정의하고, 본 연구에서는 이러한 구조고도화에 따른 개발이익, 증가되는 생산액, 증가되는 종사자수 그리고 지역적 파급효과를 분석함을 목적으로 한다.
서울디지털산업단지의 구조고도화에 따른 개발이익의 추정은 구조고도화 기본계획에서 제시한 사업수지분석을 토대로 12가지의 시나리오를 설정하여 분석을 실시하였으며, 생산액의 증가와 종사자수의 증가는 새로운 원단위를 추정하여 단지별로 운영에 따른 증가액을 추정해보았다. 또한 복합주거단지가 입주함에 따라 인구의 유입효과와 활동인구를 추정하였으며, 지역적 파급효과 추정은 구조고도화 기본계획에 포함된 내용을 바탕으로 하되, 변경된 부분을 포함하여 추정하였다.
구조고도화의 파급효과를 추정한 결과를 살펴보면, 개발이익의 시나리오 분석에서는 현재의 분양가를 기준으로 분양가가 10% 상승 한다면 3,945억 원의 개발이익이 발생하며, 15% 상승 한다면 4,923억 원의 개발이익이 발생한다. 그러나 시장여건이 열악하여 분양율이 떨어진다면 기본계획의 분양가를 기준으로 90% 이상만 분양이 되면 개발이익을 얻을 수 있는 것으로 분석되었다.
구조고도화에 따른 생산액증가와 종사자수의 증가효과를 살펴보면, 생산액의 증가는 적게는 2,682억 원에서 많게는 4,628억 원 정도의 생산액의 증가 효과가 있을 것으로 추정되며, 종사자수의 증가는 약 1,883명 정도에서 2,443명 정도 증가 할 것으로 추정된다.
또한 복합주거단지가 입주함에 따라 상주하는 세대수가 2,437호 정도 증가할 것으로 추정되며, 인구수는 6,823명 정도 증가 할 것으로 예상되어진다. 복합주거단지내 연구 및 업무시설의 상근 인구는 11,763명 정도, 이용인구는 15,834명 정도로 추정된다. 또한 구조고도화 됨에 따른 지역적 파급효과는 전국적으로 약 4조 6백억 원의 생산유발을 할 것으로 추정되며, 부가가치는 1조 9천 6백억 원의 부가가치를 창출하고, 고용 인구는 전국적으로 약 5만 개의 일자리가 창출될 것으로 추정되어진다.
서울디지털산업단지의 구조고도화는 개발이익, 생산액의 증가, 고용인구의 증가, 부가가치의 증가 등 많은 파급효과를 발생시킬 것으로 분석되어진다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to measure the effects of structure hightening of Seoul Digital Industrial Complex by analyzing the benefits of development, the growth of productivity, the increase in employment, and the spreading effects around the area. Here, the term 'structure hightening' is defined in terms of the advancement of hardware represented by the enhancement of the employees' quality of life and the raise of companies' competitive power through maintaining, repairing and expanding the basic facilities of the complex.
Since it was created more than 30 years ago, Seoul Digital Industrial Complex confronts many problems: the basic facilities have been outworn, the economic condition has been changed, and the surrounding areas have been urbanized. While the resident companies and employees have been rapidly increased due to an increase of the apartment-typed factories, the basic facilities are insufficient and infra structures for innovation are deficient for supporting highly advanced manufacturers and IT industries. To meet such needs, a project for structure hightening is in progress: its basic plan was completed in October, 2005 and asked to be approved by the government in November, 2005.
The estimation of the benefits of the development in structure hightening of Seoul Digital Industrial Complex is conducted according by 12 scenarios based on the analysis of earnings and expenses of the project as is suggested in the basic plan of structure hightening. The growth of production and the increase of employees are measured by the increase of production in each operating complex. The effect of influx of population and employees is measured as well, as a new residential complex is to be created. The spreading effect around the area is estimated following the basic plan with inclusion of some changes.
The estimated results of spreading effect in structure hightening are as follows: the development benefits in scenario analysis is expected to be 394.5 billion Won when the sale price rises 10%, and 492.3 billion Won when it marks a 15% rise. When the market condition becomes unexpectedly bad, and the sale ratio goes down lower than expected, still the development benefits can be expected when more than 90% is sold on the sale price suggested in the basic plan.
The expected production growth and increase in employment are as follows: the growth of production is estimated to be from minimum 268.2 billion to maximum 462.8 billion Won, and the increased employees will reach roughly from 1,883 to 2,443.
2,437 households and 6,828 residents will be increased with the construction of a new residential complex. 11,763 people are expected to work in the study and business facilities in the residential complex, and 15,834 people are expected to use these facilities. The spreading effect around this area is estimated to bring the production growth of 4 trillion and 6 million Won in the whole country, to make 1 trillion and 960 billion Won of added value, and to create 50 thousands jobs in the country.
In conclusion, this paper shows that the structure hightening in process is significant to secure the enhancement of the employees' quality of life and the enforcement of companies' competitive power. By maintaining, repairing and expanding the basic facilities of the complex, the project is expected to bring development benefits, production growth, increase in employment, increase of added value, and other side effects.
