This study have tested effective relationship among TQM implementation factors, learning promotion factors, production management goals and organizational performance, in the context of which TQM implementation could expedite the organizational learning and then result in achieving the production management goals and finally accomplish organizational performance goals. Also this study, in stead of correlation analysis which usually adopted in the traditional researches, applied the path analysis, which could explain the direction of changes and causality between related factors. In other words, this study analyzed the causality based on the comprehensive conceptual framework for the construct factors, suggested in the previous researches, such as TQM implementation, learning promotion, production management and organizational performance. In order to test the causality among related construct factors, i.e. latent variables, this study designed a research model, which includes above-mentioned factors, and then established 3 hypotheses to test interrelationship among the construct concepts. Contrary to previous researches, this study adopted the structural equation modelling in order to construct the latent variables which could explain the complicated and comprehensive concepts of this study.
For the sake of empirical test for established hypotheses, this study performed a survey using questionnaires, which is designed to include all the related factors. Questionnaires had been mailed to 300 firms that achieved the ISO certificates, by which the TQM implementation is acknowledged. Then 105 responses were gathered and analyzed by AMOS, by which the structural causality could be proved easily.
From the analysis of this study, the conclusions are as follows;
First, hypothesis 1, in which TQM implementation factors and learning promotion factors are correlated is accepted. This means TQM implementation and learning promotion are influenced interactively with each other and proved being a critical factor in TQM.
Secondly, hypothesis 2 is rejected partially, in which TQM implementation and learning promotion affect independently the production management goals, such as cost, quality, flexibility and dependability. In other words, TQM implementation factor did not show the significant effects to the production management goals but learning promotion factor did effect significantly to the goals. From this, this study analogize the sequence between above-mentioned 2 factors.
Thirdly, hypothesis 3, in which TQM implementation factor is preceded learning promotion factor and is established and tested to be accepted.
Concludingly, TQM implementation can achieve the production management goals effectively through learning promotion process and then be able to accomplish the organizational performance goals.
