영문초록 :The purpose of this study is to seek reasonable improvement plan on funeral system, especially focussing on graves, crematoria and charnel facilities with the understanding that funeral facilities including graves, etc. function as an obstacle to environmentally sound and sustainable development of land. The study was performed by surveying documentary records, utilizing various statistics and reviewing the relevant provisions of laws and ordinances. In the theoretical study it was confirmed that the symbolism of grave represents the meaning of both filial piety and family community, and also funeral facilities have the characteristics of disgusting public goods. In addition the status and the problems of Korean funeral system were reviewed, and also the cases and their suggestions for foreign countries as well. The result was utilized as a basic data for the improvement plan of funeral system. The plan was induced from two directions, that is, the improvement of funeral system and the raise of its efficiency. The improvement plan of the system, which include the expansion of funeral facilities and the matter for the burial and cremation system, was suggested in a way that amends or enacts the provisions of the current 'Funeral Services etc. Act' including other relevant laws, and the result of the study in detail is as follows. First, as the improvement plan with respect to the expansion of funeral facilities, the mitigation of limited area for some kind of funeral facilities, the inclusion of funeral facilities in new town planning, the allowance of private investment in the installation of funeral facilities, and the provision of legal formalities, methods, and the required compensation for the installation of funeral facilities were suggested. Second, as the improvement plan concerning the burial and cremation system, the provision of concrete legal formalities and method for improvement of deserted and illegal graves, the provisions of gardening of public graveyards and government subsidy for it were suggested for the burial system. Also the prohibition of collective cremation, the promotion of the use of crematory coffin, the limitation of materials inside coffin, the installation of exclusive crematories for reinterred remains, and body placing room in crematoria for cremation system were suggested. For the charnel and ash scattering system, the provision of design criteria such as numbers, kinds and sizes of charnel facilities, the promotion of flat-type grave and treasury support for it, the allowance of religion corporations and public corporations as installers for certain scale of funeral facilities, and the provisions for definition of scattering ashes, allowable method and area for it were suggested. The improvement plan to raise the realization of funeral system was put to the assurance of effectiveness of laws and ordinances and the increase of manpower for funeral administration, and the result of this study in detail is as follows. First, for the assurance of an effectiveness of laws and ordinances, the overall census for graves, the connection of burial report with death notice and the construction of GPS(Global Positioning System) utilization system were suggested. Only after the census is completed, the grave register and the registration map based on it could be actualized and the long-term plan for the installation of funeral facilities also established as well. By the utilization of GPS, the control for funeral facilities could be efficiently performed and therefore the quality of funeral administrative service will be automatically elevated. Second, with respect to the expansion of organization as well as the increase of manpower for funeral administration, the minimal increase of manpower required only for overall grave census was suggested in the first step. Meanwhile a separate exclusive organization for the proceeding of computerization of grave register and construction of GPS was suggested in view of characteristics of the work. But concerning the manpower of the organization the step by step increase according to the progress of the work is recommended. Lastly continuous interests and activities by all walks of life are essential in order for this improvement plan to widely expand to all people, but especially initiative action by leading group was strongly suggested in the light of its spreading effect
