In 1999, the Government enacted 'Law on Record Management of Public Organization' and presidential order and implementation rule for the law and secured mandatory grounds for systematic records management of public organizations. However, enactment of law and order alone cannot completely suffice all the conditions necessary for records management. Above all, viewing from the side of the system, since the enactment of Law on Record Management up to now, basic systems supplement such as installation of records center and securing professional man power was not up to the expectation. Particularly, although education administration has professionalism and autonomy distinct from general administration, legal grounds for record management reflecting such special character has not been prepared. Education administration records necessitate long-term storage and frequent uses and special protection of individual information. Local education administrative organization is independent and autonomous organization, and in administrative structure and man power, is quite different from general administrative organization. Also the front-line schools have limitation in human and material resources for mandatory installation of records centers. Considering these peculiarity and realistic limitation of education, the system of records management of education related organizations should be differentiated from that of general administrative organization, and a precise and unique plan should be devised.
This study based upon these critical minds analyzes the present status of records management of local education administrative organizations, and present the direction for the system of the records management that can respond to the professionalism and peculiarity of education.
This study was proceeded carrying out the method of the study of literatures and the empirical survey side by side. The empirical survey was made by selecting sample of record managers, and the scope of the study was limited to Gyeongnam area.
The problems identified in the survey was above all that the installation of records centers was rarely made. Among the provincial education authority and 20 other local education authorities, the provincial education authority which was a designated organization for installation of records center by law was the only organization that installed and operated the records center as of end of February 2004. Most of the local education authorities were storing the records in the office space and in the cabinets of the record manager, and could not even conceive the ideas of transferring records from the front line schools. Also, schools were in reality of storing and managing records by themselves. and the degree of professionalism and understanding of record managers was remaining at a very low level.
The permanent and semi-permanent records which are the major records of local education administrative organizations were transferred to government records repository, and there was concern about incurring inconveniences of the users and lowering the efficiency of the job. And since there is no legal ground for records management of local education committees, the problem of leaving alone the records management regarding the policy of local education was raised.
To solve these problems, with the premise of recognizing the importance of records management job, installation of organizations for management of local education administrative records, expansion of installation of records center, expansion of records preservation facilities, securing of budget for purchase of equipment, securing of professional man power for records management, and education and training of record managers should be implemented persistently.
