북한 애니메이션의 특성과 활용에 대한 연구 : 남북한 문화산업 교류협력을 중심으로 = A Study on the characteristcis and utilization of north Korean animation

국문 초록 (Abstract)

이 논문은 북한 애니메이션의 문화적.업적 특성과 그동안 진행되어 왔던 남북한간의 애니메이션 관련 교류협력사업을 분석해 남북한 관계개선을 위한 효용성을 여러 각도에서 검토하는데 연구목적을 두고 있다.
본 논문은 남북한 문화예술 교류가 지속적이고 발전적인 성과를 얻기 위해서는 단순히 순수 문화예술 교류에 그치는 것이 아니라 경제적 이윤을 창출할 수 있는 문화산업적 교류협력으로 확대되는 것이 바람직하다는 점에 초점을 맞추고 있다. 이러한 측면에서 애니메이션은 문화적 가치와 산업적 경제가치를 동시에 지니고 있는 대표적인 문화산업 분야로 남북한간 교류 및 합작에 가장 활용 가능성이 높다고 평가한다. 특히 애니메이션은 분단극복과 통일의 시대를 이끌어 갈 어린이들의 주류 문화로써 남북한 어린이들의 정서적 공감대를 형성하고, 기존 성인 중심의 문화교류를 확대하는 데도 그 의미를 찾을 수 있다.
폭력성과 사상성이 배제되면서 남북한 어린이들이 모두 재미있게 볼 수 있는 주제의 애니메이션을 남북한이 공동 제작하고 공동 방영으로 이어진다면 남북한 정서적 문화통합은 물론 문화산업의 성공적인 발전도 기대할 수 있을 것이다.
북한 애니메이션은 과학지식과 도덕적 교훈을 주제로 한 교육 위주의 작품이 많고, 전통 민족문화를 응용해 순수하면서 창의성이 돋보인다. 따라서 문화적 차원에서 북한 애니메이션은 다양하고 흥미 있는 평화통일교육 자료로 활용할 수 있고, 실생활과 오락적 요소를 통해 보다 실천적인 남북한 문화통합에서 그 효용가치를 찾을 수 있다.
현재 국제시장에서 경쟁력이 떨어지고 있는 남북한 애니메이션 산업은 서로의 단점을 보완하는 긍정적 협력관계를 통해 발전적인 산업기반을 마련하는 것이 바람직하다. 즉 유럽 애니메이션의 OEM 제작경험과 우수한 인적자원을 갖추고 있는 북한과 첨단 기술장비 및 마케팅, 연관산업 전환이 용이한 남한의 장점이 결합된다면 국제 경쟁력을 확보할 수 있다. 이밖에 북한 애니메이션에 활용되고 있는 전통문화컨텐츠와 독특한 캐릭터를 적극적으로 개발하고 이러한 과정을 통해 문화 정체성을 확립해 나갈 수 있다.
남북한 애니메이션의 교류 및 합작사업이 원활히 이루어지려면 통신.통행.통관으로 인한 제작일정 지연 및 부대비용 증가를 최소화하기 위한 실질적인 제도 개선이 필요하다. 앞으로 남북한 경제협력과 문화예술 분야의 개별적인 교류 및 합작보다는 경제와 문화가 결합된 문화산업의 공동제작이 확대될 것으로 예상되는 바 현재 이분화 되어있는 남북협력기금이 문화산업적 차원에서 지원 될 수 있도록 운용 개편되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

This thesis analyzes the cultural and industrial characteristics of North Korean animation and related South/North animation exchange cooperation projects and reviews their effectiveness for improving inter-Korean relations.
In order to obtain continuous and positive results, inter-Korean cultural and artistic exchange should extend to both cultural and industrial exchange for creating economic profits. In this respect, animation as a representative cultural and industrial field with cultural and industrial economic value is assessed as the most readily available source of inter-Korean exchange and collaboration. Especially, animation is the mainstream culture of children and can play a significant role in forming emotional sympathy between South and North Korean children who will work to overcome division and lead the age of unification. It is also important for enlarging the existing adult-level cultural exchanges as well.
If South and North Korea eliminate violence and ideology and jointly produce animation with an interesting topic that both South and North Korean children can enjoy, we can expect a level of emotional and cultural integration and successful progress in the cultural industry.
North Korean animation consists of many works that place high importance on scientific knowledge and moral lessons and the North's animation applies traditional national culture. Therefore, it has remarkable purity and creativity. Thus at the cultural level, North Korean animation is useful as a form of educational data for peaceful unification as it has more practical value for inter-Korean cultural integration through its real life and recreational factors.
The South and North Korean animation industry with its competitiveness falling behind in the current international market may as well prepare for a developmental industrial base through a positive and cooperative relationship to overcome its weaknesses. In other words, combining North Korea's OEM production experience from European animation and excellent man power with South Korea's advanced technical equipment, marketing and easy conversion to related industries can help increase the international competitiveness of both Koreas. In addition, this will have a positive development on the traditional cultural content and peculiar characteristics used in North Korean animation which will contribute to the process of expanding cultural identity.
For the smooth progress of inter-Korean animation exchange and cooperation, substantial system improvement is necessary to minimize production schedule delay and increases in subsidiary cost by communication, transport and clearance. It is expected that joint production in the cultural industry combining economy and culture-over individual exchanges-and future collaboration between the South and North in economic cooperation and cultural and artistic areas will operate under the currently dualized inter-Korean cooperation fund to garner support at the cultural and industrial level.
