영문초록:This study aims to analyze the governance capability between the local government and NGOs in line with building local governance. This study contains a case study of the Gwangju region for examining the context and problems that are fundamental in local governance. This study based on a survey and interviews of the members of environmental NGOs in the Gwangju and public servants of the Gwangju Metropolitan City. Referred from the previous studies, this study attempts to analyze the relationship between Local government and NGOs with four variables i.e., autonomy and interdependence are the attributes of Governance and partnership and network are the modes of Governance. The main findings of this study is as follows: First, environmental NGOs in the Gwangju are in desperate financial needs and they need a direct financial and monetary support from local government. Also, both NGO personnels and public servants replied that NGOs have great impacts on the local community. Second, regarding the interdependence, both sides replied that the government and NGOs can be cooperative, competitive, or conflicting with one another depending on the policy-agenda. Nevertheless, public servants generally acknowledged NGOs as partners in solving mutual problems. Third, the survey results of the questions regarding partnership revealed that co-working projects have been less than satisfactory at large. Nevertheless, a large majority indicated “dialogs and adjustments” as the most effective problem-solving method at the times of conflicts during co-working projects. Fourth, the members of the NGOs showed a positive attitudes toward a commercial network-managing body, while the public servants showed a rather lukewarm attitudes with an opinion that such a network should be utilized in non-commercial base. Also for the scope of the network, the public servants preferred a network-managing body of weak authority and narrow scope. However, both sides were positive toward establishing a network for solving of mutual problems. In conclusion, the analysis of the relation between environmental NGOs and the local government in the Gwangju showed that no network has been established for realizing any meaningful local governance and that mutual trust between the both sides was at minute levels. However, their recognition of each party’s necessity, the increasing number of co-working projects, and their preference for “dialogs and adjustments” as a primary method of resolving conflicts could be understood as their positive orientations toward more cooperative partnership for better Governance
