In this study, I tried to search for fishermen's socio-economic adjustment after loss-indemnification around Dae-song, Myoung-duck and Kwang-po fishing village cooperatives in Hadong-Gun, Kyoungsangnamdo.
The conflict between the members and the non-members about the indemnity and the trouble about the traditional fishing grounds between the fishing village cooperatives still remain unsolved. Also, there are still many problems left because some fishermen who got the indemnity have to remain and engage in fisheries because they have few opportunities of other jobs. The followings are the reasons why these problems are pervasive in the fishing communities.
Fist, the institutional defects related to the loss indemnity are the main reason. In the case of fisheries damages due to public works, the research of the range and the extent of damage accompanies much uncertainty and takes a long time. Therefore, before carrying out the public constructions, the agreement with fishermen needs to be made.
However, until the time to be indemnified, it is very difficult for the party who carries out the construction to deal with all requests of the fishermen. This induces the public party to take care of fishermen's demand in a unlawful way so that it tends to cause the conflict with the fishermen.
The second reason is that the villagers do not understand the fisheries institutional arrangements. The people engage in fisheries to make their livelihood and they seem to think that the administrative processes of indemnity has nothing to do with the fisheries that they have operated conventionally and illegally. Some fishermen tend to be ruled out in the indemnity process. At that time there would be serious conflicts between the members in the same fishing village cooperatives or the nearby fishing village cooperatives about reception and distribution of the compensation.
The third reason is that capital in fisheries has a characteristic of little malleability. This very nature of fisheries capital do not allow fishermen to easily give up their occupation and to leave their home. At the time of compensation, it is difficult for the fishermen to expect alternative earnings after they change their jobs. In addition, they have a strong desire to stay in their home village and continue fisheries.
Therefore, it seems necessary to provide them practical training and education for their socio-economic adjustment to new living environment. Also, the government should be able to take some financial measures to assist fishermen's job changes. If possible, it would be most desirable for the government to make alternative fishing grounds for them.
