The core question of this paper is "By what aspects is the possibility of the privatization of National Pension verified?" In order to answer this question, preconditional questions such as "Why can pension become an important research topic?", "How could we approach this research topic with sociological approaches?", and finally "Is the possibility of the privatization of pension really extracted from the voices of society members?" This study proceeded with discussions in order to answer these questions and conducted analyses from various angles based on an institutionalized frame, Chilean-type National Pension.
To answer the question "Why can pension become an important research topic?", the researcher first paid attention to the fact that this is a social issue that shows dynamic characteristics. Pension does not simply show various changes of its policy, and society members regard pension as a "social issue." Pension is classified into a kind of vision and handled from the aspects of vision. Pension is understood by being combined with the social issue "aging population." So the characteristics of pension were classified in detail and verified.
The researcher also paid attention to the possibility that pension scheme can be reinterpreted based on various evaluation standards. Verifying the appropriateness of previous evaluation discourses and analysing cognitive inter-relationship among society members made it possible to have deeper understandings of Korean-type Pension Scheme and Chilean-type Pension Scheme.
The researcher extracted problems from Korean-type Pension Scheme, which has become a social issue. It was discovered from the inside of these problems that society members hope for the privatization of national pension. Based on Chilean-type National Pension, which is one of the most representative case of pension privatization, the researcher could expand the discussions. Recognizing that the understanding of Chilean-type Pension Scheme is an important discussion topic for discovering the possibility of the privatization of National Pension of Korea, the researcher regarded it necessary to proceed with discussions while analyzing Chilean-type Pension Scheme and overcoming critical discourses against it. The researcher intended to take approaches based on interviews with experts.
The overall situations of the developments of the discussions of this research was summarized based on in-depth interviews with 11 society members of Korea and two foreign experts on National Pension. The researcher regarded this approach as an appropriate sociological method and tried to answer to the question "What do society members really want?" Based on the results of this study, the researcher was able to verify that society members'' hopes for the privatization of national pension are established in detail. However, this does not have a declarative meaning such as "Pension Scheme should be privatized."
The core of the researcher''s findings is that it is possible to detect society members'' system of meaning to have discussions for overcoming criticism against Chilean-type Pension scheme. It can be said that discussions for the privatization of national pension of Korea could be started with positive positions at its starting point when they are based on these situations.
